HomeMy WebLinkAbout2008-09-02 Regular MinutesTUKWILA CITY COUNCIL September 2, 2008 7:00 p.m. Council Chambers City Hall REGULAR MEETING MINUTES CALL TO ORDER /PLEDGE OF ALLEGIANCE Mayor Jim Haggerton called the Tukwila City Council meeting to order at 7:01 p.m. and led the audience in the Pledge of Allegiance. ROLL CALL Christy O'Flaherty, City Clerk, called the roll of the Council. Present were: Council President Joe Duffie, Councilmembers Joan Hernandez, Pam Linder, Dennis Robertson, Verna Griffin, Kathy Hougardy, De'Sean Quinn. CITY OFFICIALS Jim Haggerton, Mayor; Rhonda Berry, City Administrator; Shelley Kerslake, City Attorney; Jim Morrow, Public Works Director; David Haynes, Police Chief; Rebecca McGregor, Police Records Manager; Bob Noland, Interim Finance Director; Katherine Kertzman, Tourism Manager; Mary Miotke, Information Technology Director; Kimberly Matej, Council Analyst; Christy O'Flaherty, City Clerk. AMEND AGENDA MOVED BY DUFFIE, SECONDED BY LINDER TO AMEND THE AGENDA TO RE- ARRANGE THE SPECIAL PRESENTATION ITEMS SO THAT ITEM C IS CONSIDERED FIRST; THEN ITEM B; AND ITEM A IS CONSIDERED LAST (C, B, A). MOTION CARRIED 7 -0. SPECIAL PRESENTATIONS Council President Duffie referenced recent incidents involving violence against Police Officers and asked that a moment of silence be taken to honor all of those serving in law enforcement. a. Introduction of Melanie Stalcup, Police Records Specialist Rebecca McGregor, Police Records Manager, introduced Melanie Stalcup, Police Records Specialist. Ms. Stalcup was born in Seattle and earned a BA degree from Cornish in Fine Arts. She has worked as a corporate mediator, a corrections officer, and a crime scene technician. She is an excellent addition to the Records Division of the Police Department. b. Introduction and swearing in of Police Officer Mark Gaffney, Police Officer David Haynes, Police Chief, introduced Mark Gaffney, Police Officer, to the Council. Officer Gaffney was born in this area and lives in the City of Tukwila. He worked in management for 7 years and is currently attending the Police Academy. Mayor Haggerton administered the Oath of Office to Mark Gaffney, Badge #177. Officer Gaffney's wife, Carissa, pinned the badge on her husband. Officer Gaffney introduced members of his family in the audience and thanked the Mayor and Council for the opportunity to serve Tukwila. c. Promotion of Bruce Linton to Commander in the Police Department Chief Haynes introduced Bruce Linton and acknowledged his recent promotion to the rank of Commander. Commander Linton has served in the Tukwila Police Department for the past 14 years. He has recently served as a Battalion Commander for the Army National Guard in Iraq and is also a Black Hawk Helicopter Pilot. He has a Master's Degree in Organizational Leadership. City of Tukwila Page 2 of 4 City Council Reaular Meetina Minutes September 2, 2008 Mayor Haggerton administered the Oath of Office to Commander Bruce Linton. Commander Linton's wife, Heidi, pinned the badge on her husband and he introduced those members of his family who were in the audience. He thanked the Council and Mayor for supporting his family during his deployment in Iraq, and appreciates the opportunities that have been provided to him at the City. The Councilmembers and Mayor offered congratulations to Ms. Stalcup, Officer Gaffney, and Commander Linton. CITIZEN COMMENTS Art Rosengren, 4022 South 150 Street, introduced Abdisamad Egal to the Council. Mr. Egal indicated he is the owner of the Shabelle Internet Cafe at 14822 Tukwila International Boulevard. He looks forward to becoming more involved in the business of the City. Karen Olsen, 4835 South 160 Street, reported incidents involving a Rottweiler at 4930 South 161 Street. She indicated that on April 21, 2008, she and a friend were walking in the area, and the dog was loose in the neighborhood and bit her friend. While the owner was notified and committed to getting rid of the animal, that has not occurred, and the dog was loose again on August 24, 2008. While calls have been made to King County Animal Control and 911, no one came to investigate the situation. She would like the City to look into this matter. Councilmember Linder asked that City administration look into the situation, with the intent of seeking enforcement of our current contract with King County Animal Control. Rhonda Berry, City Administrator, thanked Ms. Olsen for the address of where the dog is located and the dates of the incidents, as this information will be beneficial in addressing the situation. CONSENT AGENDA a. Approval of Minutes: 08/18/08 (Regular) b. Approval of Vouchers #341330 #341627 in the amount of $519,416.66 MOVED BY DUFFIE, SECONDED BY HERNANDEZ TO APPROVE THE CONSENT AGENDA AS SUBMITTED. MOTION CARRIED 7 -0. BID AWARDS a. Award a contract to Washington Pipeline, LLC for the 2008 Small Drainage Program in the amount of $253,015.00. MOVED BY GRIFFIN, SECONDED BY HERNANDEZ TO AWARD A CONTRACT TO WASHINGTON PIPELINE, LLC FOR THE 2008 SMALL DRAINAGE PROGRAM IN THE AMOUNT OF $253,015.00. MOTION CARRIED 7 -0. b. Award a contract to Gary Merlino Construction Company for the Interurban Avenue South Waterline project in the amount of $338,900.00. MOVED BY GRIFFIN, SECONDED BY DUFFIE TO AWARD A CONTRACT TO GARY MERLINO CONSTRUCTION COMPANY FOR THE INTERURBAN AVENUE SOUTH WATERLINE PROJECT IN THE AMOUNT OF $338,900.00. MOTION CARRIED 7 -0. UNFINISHED BUSINESS a. Authorize the Mayor to sign a contract with Destination Media Alliance, LLC for the Travel Planner Advertisement in the 2009 Official Washington State Travel Planner (for Seattle Southside) in the amount of $27,750.00. MOVED BY ROBERTSON, SECONDED BY LINDER TO AUTHORIZE THE MAYOR TO SIGN A CONTRACT WITH DESTINATION MEDIA ALLIANCE, LLC FOR THE TRAVEL PLANNER ADVERTISEMENT IN THE 2009 OFFICIAL WASHINGTON STATE TRAVEL PLANNER (FOR SEATTLE SOUTHSIDE) IN THE AMOUNT OF $27,750.00. Authorize the Mayor to sign a purchase and sale agreement with Harnish Group, Inc. for the property located at 7220 SW 43 Street in the amount of $501,000.00. MOVED BY ROBERTSON, SECONDED BY LINDER TO AUTHORIZE THE MAYOR TO SIGN A PURCHASE AND SALE AGREEMENT WITH HARNISH GROUP, INC. FOR THE PROPERTY LOCATED AT 7220 SW 43 STREET IN THE AMOUNT OF $501,000.00. MOTION CARRIED 7 -0. c. Authorize the Mayor to sign Supplement #1 to Agreement #08 -017 with KPG, Inc. for the 2008 Overlay and Repair program in the amount of $42,719.72. MOVED BY LINDER, SECONDED BY ROBERTSON TO AUTHORIZE THE MAYOR TO SIGN SUPPLEMENT #1 TO AGREEMENT #08 -017 WITH KPG, INC. FOR THE 2008 OVERLAY AND REPAIR PROGRAM IN THE AMOUNT OF $42,719.72. MOTION CARRIED 7 -0. d. Authorize the Mayor to sign an agreement with PACE Engineering, Inc. for the Storm Lift Station No. 18 Improvement project in the amount of $60,000.00. MOVED BY GRIFFIN, SECONDED BY HERNANDEZ TO AUTHORIZE THE MAYOR TO SIGN AN AGREEMENT WITH PACE ENGINEERING, INC. FOR THE STORM LIFT STATION NO. 18 IMPROVEMENT PROJECT IN THE AMOUNT OF $60,000.00. MOTION CARRIED 7 -0. REPORTS a. Mayor Mayor Haggerton attended the September 2, 2008 Tukwila Governmental Affairs Committee meeting, where Derek Speck, Economic Development Administrator, provided a schedule regarding the Tukwila Village project. The Tukwila Village issue will appear on the September 8, 2008 Committee of the Whole agenda, with a Special Meeting to follow for a possible decision regarding developer selection. The Mayor will be attending the Information and Technology Committee (ITC) Conference in Plano, Texas starting September 11, 2008. The Mayor explained he has been involved with the ITC for the past 6 -7 years, and it requires attendance at meetings at least 4 times a year with a considerable time commitment. Due to the significance of the issues occurring in Tukwila at this time, the Mayor will discontinue involvement in the ITC to provide full focus and attention on matters involving the City. Mayor Haggerton also reported the biennial budget process is going well and information will be coming to the Council in the near future. The City is in the process of recruitment and hiring for the Finance Director and Deputy Finance Director. There are also openings on the Planning and Arts Commissions, with more information available on the City website and Tukwila Channel 21. b. City Council Councilmember Hernandez also attended the September 2, 2008 Tukwila Governmental Affairs Committee meeting and indicated they have a new cookbook available. She also attended the ribbon cutting ceremony at Racha Thai on August 20, 2008. Ms. Hernandez thanked Councilmember Hougardy for her work on the Historic Homes Tour and felt the event was a great success. Council President Duffie offered a reminder that school is back in session and thanked the Police Department for their work with traffic control in the areas of Tukwila schools. Councilmember Robertson expressed interest in having a calendar available of upcoming items going to Council Committees and then to the full Council meetings. There is a great deal of business coming forward to the Council in the next several months, and it would be a helpful tool in planning and preparation for the issues. Councilmember Linder indicated she would like to see a milestone chart, similar to what has been provided in the past for large -scale projects. City of Tukwila Page 4 of 4 City Council Regular Meeting Minutes September 2, 2008 Councilmember Griffin attended the recent ice -cream social at the Macadam Winter Garden and felt it was very successful. Ms. Griffin reported that the Tukwila Children's Foundation now has an Executive Director that will handle the day -to -day business of the organization. Ms. Griffin will be involved as the President of the organization with the primary responsibility of chairing meetings. The foundation will be having a shoe, sock and coat drive to support the CARE nights at Tukwila Elementary School. She offered a reminder of the Tukwila Health and Safety Wellness Expo and geo- caching event on September 6, 2008. Councilmember Hougardy indicated there were many people involved in assisting her with the Historic Home Tours, which enabled the event to be so successful. c. Staff There was no report. d. City Attorney Shelley Kerslake, City Attorney, announced that Peter Beckwith, Assistant City Attorney, will be taking a position with the City of Federal Way. His last day with Tukwila will be September 16, 2008. Amy Pearsall, who currently works with the City on other matters, will take over the duties of Assistant City Attorney. e. Intergovernmental Kimberly Matej, Council Analyst, indicated she is now a member of the Tukwila Wellness Committee and encouraged the Council to participate in the events. On September 10, 2008 there will be a lunch and learn event at Tukwila Park from Noon to 1:00 p.m. that is being facilitated by Councilmember Linder regarding bulb planting. If the Councilmembers have topics or information they would like to share, please let her know. MISCELLANEOUS Councilmember Duffie inquired as to the date of completion for construction near Southcenter Mall. Rhonda Berry, City Administrator, indicated the estimated date of completion by Sound Transit is September 30, 2008.
