The applicable comments are herein numbered and also keyed to the plans. 1. Walls and ceiling which separate the garage from the dwelling must be protected on the garage side by materials approved for one hour fire resistive construction. UBC 302.4 (5/8" Type "X" gypsum wallboard is an approved material.) 2. Door opening between the garage and the dwelling shall be protected by a self closing tight fitting solid wood door 1 -3/8 inches in thickness. UBC 302.4 0 Fire dampers are not required for air ducts that pass through the garage wall or ceiling separation provided that such ducts are constructed of steel having a thickness of not less than No. 26 galvanized sheet gage and have no openings into the garage area. UBC 302.4 ® Appliances installed in a garage where they may be subjected to mechanical damage shall be suitably guarded against such damage by being installed behind protective barriers or by being elevated or located out of the normal path of vehicles. In new construction required smoke detectors shall receive their primary power from the building wiring when such wiring is served from a commercial source and shall be equipped with a battery backup. UBC 310.9.1.3 & 310.9.1.4. 10. Under floor area shall be accessible. Accessible under -floor area shall be provided with a minimum 18 -inch by 24 -inch opening unobstructed by pipes, ducts and similar construction. All under floor access opening shall be effectively screened or covered. UBC 2317.3 11. Foundations for stud bearing walls shall be founded at a depth below undisturbed ground, per UBC Table 18 -I -D, with the exception that the floor under the floor may be excavated to the elevation of the top of the footing. 12. Under floor areas shall be ventilated by an approved mechanical means or by openings into the under floor area walls. Such openings shall have a net area of not less than 1 square foot for each 150 square feet of under floor area. Openings shall be located as close to corners as practical and shall provide cross ventilation. The required area of such openings shall be approximately equally distributed along the length of at least two opposite sides. They shall be covered with corrosion resistant wire mesh with mesh openings of 1/4 inch in dimension. UBC 2317.7 13. A ground cover of six mil black polyethylene or approved equal shall be laid over the ground within crawl spaces. The ground cover shall be overlapped 12 inches minimum at the joints and shall extend to the foundation wall. WSEC 502.1.6.7 14. Floor insulation shall be installed in a permanent manner in substantial contact with the surface being insulated. Insulation supports shall be installed so spacing is no more than 24 inches on center. The insulation shall not block the airflow through foundation vents when installed. When foundation vents are not placed so that the top of the vent is below the lower surface of the floor insulation, a permanently attached baffle shall be installed at an angle of 30 degrees from horizontal, to divert air flow below the lower surface of the floor insulation. Ducts used for domestic kitchen range ventilation (except owndraft grill ranges) shall be of metal and shall have smooth interior surfaces. 0 Domestic Dryer Vent. Domestic clothes dryer moisture exhaust ducts shall be of metal and shall have smooth interior surfaces. (Approved flexible duct connectors may be used provided that they do not exceed 6 -feet in length and are not concealed within construction. UMC 504.3 18. Round or rectangular posts, poles and sawn timber columns supporting permanent structures which are embedded in concrete or masonry in direct contact with earth or embedded in concrete or masonry exposed to the weather shall be treated wood. The wood shall be treated for ground contact. UBC 2317.2 19. All foundation plates or sills and sleepers on a concrete or masonry slab, which is in direct contact with earth, and sills which rest on concrete or masonry foundations, shall be treated wood or foundation redwood, all marked or branded by an approved agency. UBC 2317.4 20 Columns and posts located on concrete or masonry:floors or decks exposed to the weather or to water splash or in basements and which support permanent structures shall be supported by concrete piers or metal pedestals projecting above floors unless approved wood of natural resistance to decay or treated wood is used. The pedestals shall project at • least 6 inches above exposed earth and at least 1 inch above such floors. 21. Walls and soffits of enclosed space under stairs shall be protected on the enclosed si e as required for one -hour fire resistive construction. (1 -layer 5/8" Type "X" gypsum wallboard, or 2- layers 1/2" gypsum wallboard, among others, are approved material) 22. Provide attic access opening. Minimum 22" X 30 ". Opening shall be located in corridor, hallway or other readily accessible location. Location shall be determined to provide a minimum clear headroom of 30- inches at or above the access opening. 23. Enclosed attics and enclosed rafter spaces formed where ceilings are applied directly to the underside of roof rafters shall have cross ventilation for each separate space by ventilating openings protected against the entrance of rain and snow. The net free ventilating area shall not be less than 1 /150 of the area of the.space ventilated. PROJECT AND SITE CONDITIONS 1.0 INfRODUCTlQ. ,4 This report presents the results of our subsurface explor, .ion and geotechnical engineering study for the proposed single family residence in Tukwila, Washington. The proposed building location and approximate locations of the explorations accomplished for this study are presented on the Site and Exploration Plan, Figure 1. In the event that any changes in the nature, design or location of the structure are planned, the conclusions and recommendations contained in this report should be reviewed and modified, or verified, as necessary. 1.1 Purpose and Scope The purpose of this study was to provide geologic and geotechnical data to be utilized in the design and development of the above mentioned project. Our study included a review of available geologic literature, logging of four exploration pits, and performing geologic studies to assess the type, thickness, distribution and physical properties of the subsurface sediments and shallow ground water conditions. Engineering studies were also conducted to determine the type of suitable foundation, allowable soil bearing pressures, anticipated foundation settlements, top of slope setback recommendations, drainage considerations and erosion mitigation. This report summarizes our current field work and offers development recommendations based on our present understanding of the project. 1.2 Authorization SUBSURFACE EXPLORATION, GEOLOGIC HAZARDS AND GEOTECIINICAL ENGINEERING REPORT PROPOSED ALBANESE RESIDENTIAL DEVELOPMENT 37TH AVENUE SOUTH TUKWILA, WASHINGTON Written authorization to proceed with this study was granted by Mr. Darby Dell of Albanese and Associates, Inc. Our study was accomplished in general accordance with our proposal dated March 17, 1992. This report has been prepared for the exclusive use of Albanese and Associates, Inc. and their agents, for specific application to this project. Within the limitations of scope, schedule and budget, our services have been performed in accordance , with generally accepted geotechnical engineering and engineering geology practices in effect in this area at the time our report was prepared. No other warranty, expressed or implied is made. It must be understood that no recommendations or engineering design can yield a guarantee of stable . 2.0 PROJECT AND SITE DESCRIPTION slopes. Our observations, findings, and opinions are a means to identify and reduce the inherent risks to the owner. This report was completed with an understanding of the project based on conversations with Mr. Darby Dell. Present plans call for a single family residence to utilize conventional wood -frame construction and conventional spread footings. The finish floor elevation is anticipated to be near the existing site elevation in the proposed building area. The property was situated on southwest corner of 37th Avenue South and South 133rd Street at the intersection with U.S. Highway 99, in Tukwila, Washington. A house that previously occupied this lot was raised prior to our visit. No evidence of this structure remained. The parcel was roughly 115 feet (east -west) by 75 feet (north - south), and generally slopes gently downward from the southwest toward the northeast. Steep slopes ranging from approximately 111:1V (HurizonI .erucal) to approximately 0.8H:IV and from approximately 10 to 18 feet in height mark the northern and eastern edges of the property. The toe of the southeast slope terminates in rock lined drainage ditches at the «dge of 37th Ave. S. and S. 133rd St. An unpaved alley borders the west property line and a single family residence is located to the south. The proposed building location was approximately 15 feet from the top of the northern slope and 48 feet from the top of the slope to the east. No standing or flowing water was observed on the site at the time of our exploration. Vegetation consisted of a few deciduous trees near the top of the slopes and a sparse cover of brambles, berry vines and grass on the slope faces. The building area was recently cleared and a thin growth of new grass was becoming established. No evidence of recent slope movement was observed and erosion was limited to a small denuded area on the north slope where children were said to have been sliding down the slope face. Some very limited indication of embankment incision was observed. It is likely to have been the result of seasonal clearing of the drainage ditch with heavy equipment in past years prior to the placement of the existing quarry rock liner. LailIDSURFACE EXPLORATION Our field study included geologic logging of four exploration pits (EP), excavated with a tractor - mounted backhoe (provided by the client), to gain shallow subsurface information about the site. The various types of sediments as well as the depths where characteristics of the sediments changed are indicated on the exploration logs presented in the Appendix. The depths indicated on the logs where conditions changed may represent gradational variations between sediment types in the field. The exploration pits were approximately located in the field by measuring from known features, such as the top of slope. A topographic survey or site sketch were not available at the time of our field work. 2 The conclusions and recommendations presented in this report are based on the 4 exploration pits completed for this study. The number, location, and depth of the explorations were completed within site and budgetary constraints. Because of the nature of exploratory work below ground, extrapolation of subsurface conditions between field explorations is necessary. It should be noted that differing subsurface conditions may sometimes be present due to the random nature of deposition and the alteration of topography by past grading and /or filling. The nature and extent of any variations between the field explorations may not become fully evident until construction. If variations are observed at that time, it may be necessary to re- evaluate specific recommendations in this report and make appropriate changes. 4.0 SUBSURFACE CONDITIONS _.__..- ..-- .ter..• .� +s�+w� - +--c_ Subsurface conditions at the project site were inferred from the field explorations accomplished for this study, visual reconnaissance of the site and review of applicable geologic literature. oil the tied :• • the exploration holes encountered shallow fill soils overlying natural soils. • The topsoil and `‘.. .verc generally indistinguishable and consisted of loose /soft, silty sand and sandy silt. The natural soils were generally found to consist of medium dense/stiff, silty sand, and sandy silt over dense /hard, silty sand and s...idy silt. Materials encountered in the exploration pits were studied and classified in the field by an engineering geologist from our firm. Selected samples were then transported to our laboratory for further visual classification as necessary. The following section presents more detailed subsurface information. 4.1 Stratigraphy Topsoil and fill soils consisted of loose/soft, moist to wet, dark brown to gray -brown fine to course silty sand and sandy silt with some clay and gravel, ranging in depth from approximately 1 -1/2 to 3 feet. The fill was generally a very organic rich sandy silt, that contained some debris. The topsoil and fill contact was distinguishable only in EP -1, were the fill measured approximately 2 feet over approximately 1 foot of in -place topsoil. Natural soils encountered at 1 -1/2 to 3 feet, were generally weathered in the upper 4 to 6 feet, and consisted of medium dense/stiff, moist, gray to yellow brown and mottled gray and orange - brown, silty sand and sandy silt with some clay and gravel. The density of the natural sediments increased with depth and was generally dense/hard below 3.5 to 6 feet. In EP -4, occasional cobbles and boulders up to 2 feet in diameter were observed. The exploration pits extended to depths ranging from 5 to 10 feet below present surface elevation. The natural sediments are interpreted to be Vashon age lodgement till deposits. The lodgement till was deposited at the sole of the advancing Vashon ice sheet and was glacially consolidated, resulting in a material possessing high strength, low permeability and low compressibility characteristics. 3 • 4.2 Hydrology No surface water was observed on the site. However, very li lvt_seepage was observed in gra and EP-3 excavated on the south side of the lot. The seepage occurred at the contact between' thedflt aria the natural underlying sediments. It should be, noted that fluctuations in the level of the ground water may occur due to the time of the year and variations in rainfall. GEOLOGIC HAZARDS AND MITIGATIONS 5.0 SLQPE STABILITY CONSIDa;,1iAMMLA1 12_S.1.513ACK RECOMMENDATIONS Currently, the proposed residence is located south and west of the slopes which measure 10 to 18 feet vertically with a slope angle slightly greater than 40 degrees. Based on our visual reconnaissance of the slopes, and on the data obtained from the exploration pits, the building area is generally underlain by medium dense /stiff to dense /hard lodgement till sediments below a shallow layer of loose/soft topsoil and fill. Dense /hard till is also exposed on the slope face. Very light ground water seepage was encountered at the contact with the fill soils and the natural ;p.diments in the expinralion pits on the south side of the home site. However, no seepage was ubscryrd on the sou; Mso, we did not observe any evidence of silrfhciai debris slumps or Slows in the upper, loose /soft sediments on or around the project site. Based on these observed sediments (till) and lack of a ground water conditions, it is our opinion that the risk of slope movement on this site is less than that which is generally considered acceptable by current geologic hazard and geotechnical engineering standards. In addition, construction of this project should not have an adverse impact on the existing stability of the slope provided that all the recommendations contained in this report are properly followed. We recommend a minimum setback of 15 feet be maintained from the top of any of the side slopes. The top of slope is defined as the line at which the inclination exceeds 40 percent. We ............ recommend that no grading and /or filling be performed within the 15 foot setback area, excluding minor landscaping. It is imperative that soils excavated front the footings not be placed on or near the slope face. Grading or filling on the slope or within the setback zone may lead to erosion and /or slope instability. Currently, indication of embankment incision is very limited and no active erosion is evident in the existing drainage ditches on the south side of S. 133th St. and the west side of 37th Ave. South. However, future development or other changes in the drainage basin could Increase the storm water flow through these drainages. If new development of upland areas direct additional water into these ditches, we suggest discussions with City officials and property owners be initiated to assure mitigation of this potential erosion condition. 6.0 EROSION MITIGATION To mitigate the potential for erosion of sediments, we recommend the following: 1) Construction should proceed during the drier periods of the year tttttl disturbed areas should he re- vegetated as soon as possible. 5 Control of surface discharge during and following development should be performed in order to reduce the hazard of erosion. Care should be taken to insure that surface runoff and domestic discharge will not be directed onto the sloping areas. All devices used to collect zurface runoff should be directed into a tightlined system which discharges away from slope areas. Uncontrolled discharge on or above the slope areas may promote erosion. Soils which are to be reused around the site should be stored in such a manner as to reduce ' erosion: Protective measures may include, but are not necessarily limited to, covering with plastic sheeting, the use of low stockpiles in flat areas, or the use of silt fences. No grading and /or filling should be performed on slope areas or within the 15 foot setback zone, unless reviewed and approved by Associated Earth Sciences, Inc. To reduce . •,e erasion, we recommend that the slope fact . that are presently denuded of vegetation be revegetated with hydroseed. This is best accomplished during the start of the growing season, so that the vegetal' .n can become established prior to the rains in the fall. Local hydroseeding firms can provide recommendations for seed mix and application. A silt fence should be placed along the lower elevation of the lot during construction and remain in- place until vegetation is established. ., 6 • • April 13, 1992 Project No. 9203 -19G III. DESIGN RECOMMENDATIONS 7.0 INTRODUCTION Our exploration indicates that, from a geotechnical standpoint, the parcel is suitable for the proposed development provided the recommendations contained herein are properly followed. In general, the medium dense/stiff, natural lodgement till sediments will be suitable for foundation support. The bearing stratum is relatively shallow, less than 4 feet below ground surface in all 4 exploration pits. Therefore, conventional spread footings or a deepened spread footing foundation that extends below the topsoil and fill and bear on the medium dense/stiff na!t;r ?1: • :0;in.2Ilts may I 8.0 SITE PREPARATION Clearing of the site had been completed some time ago, and the only vegetation that had become re- established over the building area was a sparse cover of grass. For a slab -on -grade foundation, site preparation of the building area should include removal of all the upper organic loose /soft topsoil and fill, debris and any other deleterious material. For a crawl space foundation, removal of the upper organic topsoil and fill, debris and any other deleterious material can be accomplished by trenching the foundation footprint. Additionally, any buried utilities should be removed or relocated if they are under the building areas. The resulting depressions should be backfilled with structural fill or compacted clean 2 to 4 inch crushed rock. Seepage was observed in EP -2 and EP -3 on the south side of the lot. The seepage occurred at the contact between the fill and the natural soils. Plans should be made for the collection and redirection of this water, should it be encountered at the time of the foundation excavation, so that it does not seep into the excavation or soften or submerge the bearing soils. Excavation of a shallow ditch partially or totally around the perimeter of the foundation excavation should help to intercept the seepage water and direct the water to the storm system. Water should not be allowed to collect and stand in the foundation excavation, were it could soften the foundation bearing sediments. The footing drain will act to collect this water on a permanent basis. 2LFOUNDATIQ ! . Conventional spread footings may be used for building support when founded on medium dense /stiff natural sediments which were encountered at approximately 1 -1/2 to 3 feet below present surface grade. Footings should not be founded in or above the topsoil /fill. We recommend that an allowable bearing pressure of 2,000 pounds per square foot (psf) be utilized for design purposes, including both dead and live loads. An increase of one -third may be used for short -term wind or seismic loading. Perimeter footings should be buried at least 18 inches into the surrounding soil for frost protection. All footings must penetrate to the prescribed bearing stratum and no footing should be founded in or above loose or organic soils. If the prevailing weather is wet, the foundation soils can be protected from disturbance and softening by the placement and compaction of 4 inch thick layer of clean 2 inch crushed rock. Anticipated settlement of footings founded on medium dense lodgement till should be less than 1 inch. However, disturbed soil not removed from footing excavations prior to footing placement could result in increased settlements. All footing areas should be inspected by Associated Earth Sciences, Inc. prior to placing concrete, to verify; the foundation is entirely founded on medium dense /stiff natural sediments, the recommended effective setback distance has been achieved, and that construction conforms with the recommendations contained in this report. Such inspections may be required by the governing municipality. Perimeter footing drains should be provided as discussed under the section on Drainage Considerations. 1.x_.4. FT. ()OR;,IJPPORT At the time of our study it was not known whether the residence would be constructed with a crawl space type or slab -on -grade floor, therefore recor nendations for both follow: In the case of a crawl space type floor construction, the soil below the floor system should be covered with an impervious moisture barrier to reduce dampness. A slab -on -grade floor may be placed over medium dense /stiff natural sediments or on structural fill compacted to a minimum of 90 percent of the modified Proctor maximum dry density (ASTM :D 1557). A polyethylene plastic vapor barrier should be used under floors likely to receive an impermeable floor finish or were passage of water vapor through the floor is undesirable. Based on American Concrete Institute recommendations, we suggest placing a two to three inch layer of clean sand over the vapor barrier to protect the vapor barrier and to allow some moisture loss through the bottom of the slab to reduce warping in the curing process. Sand should be used to aid in the fine grading process of the subgrade to provide uniform support under the slab. 11.0 DRAINAGE CONSIDERATIONS All perimeter footings should be provided with a drain at the footing elevation. Drains should consist of rigid, perforated, PVC pipe surrounded by washed pea gravel (see attached Wall /Footing Drain Detail). The level of the perforations in the pipe should be set 2 inches below the bottom of the footing at all locations and the drains should be constructed with sufficient gradient to allow gravity discharge away from the building, Roof and surface runoff should not discharge into the footing drain system but should be handled by a separate, rigid tightline drain. The roof drain and footing drain systems can be connected tightline at a point downslope and away from the house. All footing and roof drains should be tightlined to the bottom of the slope and discharged onto a suitable storm drainage system. 8 In planning, exterior grades adjacent to walls should be sloped downward away from the structure tq achieve surface drainage. No drains should be allowed to discharge onto or above the slopes. Discharge of water on the sloping areas would promote erosion and reduce the stability of the slopes. 12.0 PROJECT DESIGN AND CONSTRUCTION MONITORING We are available to provide geotechnical engineering and monitoring services during construction. The integrity of the foundation depends on proper site preparation and construction procedures. In addition, engineering decisions may have to be made in the field in the event that variations in subsurface conditions become apparent. Contact Joanna Spencer at (206) 433 -0179, if you have any questions regarding the following comments. 1) Both the existing and the proposed topography (utilizing two -foot (2') contours) must be shown on your site plan. Finish floor elevation of the proposed single family residence must also be submitted. 2) Grades for the proposed private driveway shall be shown on the site plan. Driveway slope shall not exceed 15 %. The new driveway shall slope toward the alley. 3) Centerlines, pavement edges, drainage ditches and curbs of all adjacent streets and alleys shall be shown on the site plan. 4) A geotechnical analysis must be provided to assure that the slope along 37th Avenue South is stable. Structural stability of the slope as it relates to the proposed structure shall also be addressed, with emphasis on setback distance of the proposed structure to the slope. 5) All roof runoff and foundation drains associated with this project shall be tightlined. As a result of existing ground water problems in the area, a storm drain design shall be prepared by a licensed civil engineer for submittal to the City.
