SPECIAL MEETING MINUTES
Mayor Jim Haggerton called the Special Tukwila City Council meeting to order at 9:56 p.m. directly
following the Committee of the Whole meeting.
Melissa Hart, Deputy City Clerk, called the roll of the Council. Present were:
Council President Joe Duffie, Councilmembers Joan Hernandez, Pam Linder, Dennis Robertson, Verna
Griffin, Kathy Hougardy, De'Sean Quinn.
Jim Haggerton, Mayor; Rhonda Berry, City Administrator; Derek Speck, Economic Development
Administrator; Kimberly Matej, Council Analyst; Christy O'Flaherty, City Clerk; Melissa Hart, Deputy City
Clerk.
CONSENT AGENDA
Approval of Vouchers #341952 #342071 in the amount of $674,244.37
MOVED BY DUFFIE, SECONDED BY HERNANDEZ THAT THE CONSENT AGENDA BE APPROVED
AS SUBMITTED. MOTION CARRIED 7 -0.
UNFINISHED BUSINESS
a. Authorize the Mayor to enter into contracts with Reid Middleton, Inc. and Sound Inspections
and Investigative Engineers, LLC for structural plan review services (no impact to the General
Fund.)
MOVED BY HERNANDEZ, SECONDED BY LINDER TO AUTHORIZE THE MAYOR TO SIGN
CONTRACTS WITH REID MIDDLETON INC. AND SOUND INSPECTIONS AND INVESTIGATIVE
ENGINEERS, LLC. MOTION CARRIED 7 -0.
b. Authorize the Mayor to enter into exclusive negotiations with a developer for the Tukwila
Village Project.
MOVED BY ROBERTSON, SECONDED BY HERNANDEZ TO AUTHORIZE THE MAYOR TO ENTER
INTO EXCLUSIVE NEGOTIATIONS WITH LEGACY PARTNERS FOR THE TUKWILA VILLAGE
PROJECT.*
Councilmember Robertson speaking for the motion, stated both proposals are excellent and address all
the issues of the vision for Tukwila Village as it was written. Legacy's proposal includes a partnership
with the Low Income Housing Institute (LIHI) for 50 units of senior housing and the 25 townhouses
available for purchase for income restricted home buyers. The housing proposed in Legacy's proposal
will aid in the change of the transient nature that currently exists along the Tukwila International
Boulevard corridor.
Councilmember Hernandez stated she would like to speak in favor of the motion. Legacy's proposal
addressed all elements of the proposal, to include senior housing, market rate apartments, townhouses,
the outdoor plaza, indoor commons and retail. The additional information provided defined the site as
containing a sit -down restaurant that currently does not exist along Tukwila International Boulevard.

Legacy also included an area where ethnic food vendors can capitalize on the diverse cultures of Tukwila
and that type of retail would activate the space. Legacy proposes 80% of the project would be complete
during Phase I construction. If the City wants Tukwila Village now, this is the developer to achieve that
goal. The new housing stock will require the existing stock to redevelop in order to be competitive.
Councilmember Linder spoke against the motion. The vision the community has for Tukwila Village has
been duplicated by Tarragon. The details regarding where the Neighborhood Resource Center is located
will be worked out with either developer. It was evident at the community meeting the residents' choice
was Tarragon and their interpretation of the vision for Tukwila Village.
Councilmember Duffie spoke against the motion. The community response to both developers was very
good, but Tarragon's design is what the community wants for Tukwila Village.
Councilmember Griffin spoke in favor of the motion. Part of being a visionary and having a vision is being
able to see the bigger picture. Senior housing is very important to this project and making it a success.
Legacy has that element in their design, the indoor and outdoor plaza, market rate apartments, and
income restricted townhomes. Legacy's design goal is to attract young professionals to the community,
and that is achieved in their design. The indoor space for gathering and the possible expansion of the
library are other tools to activate the space. Legacy's proposed design encompasses the vision for
Tukwila Village.
Councilmember Quinn spoke against the motion. Retail is activation; Tarragon's proposed design puts
that vision into reality. Tukwila Village with its affordable housing options, retail and gathering places can
be the vision the community has for this space. He also stated he appreciated Legacy's aggressiveness
and willingness to address the needs of the Tukwila community throughout this process. Tukwila Village
is a powerful vision and the community deserves the options proposed by Tarragon. Mr. Quinn
addressed the need for Tarragon to be flexible during the next stages of the process.
Mayor Haggerton expressed his appreciation to both developers for all the hard work, patience and
commitment to the Tukwila Village project. He thanked Derek Speck, Economic Development
Administrator, and staff for the hard work put into the Tukwila Village project. Mayor Haggerton also
expressed appreciation to the City Council and citizens for their patience and vision.

Councilmember Hougardy spoke in favor of the motion. Tarragon's design proposal embodies the vision
of Tukwila Life. She also stated Legacy's inclusion of senior housing was greatly appreciated.
Councilmember Hernandez requested information from Derek Speck, Economic Development
Administrator. If the City and the selected developer reach an impasse, is the City obligated to move
forward or is the agreement able to be terminated. If so, would the City be able to start negotiations with
the second choice developer. Mr. Speck stated the City and the developer will enter into an agreement to
begin negotiations. If during the negotiations, both parties are not able to come together on the terms,
then both parties would be able to terminate the agreement. At that time the Council could make the
decision whether to start negotiations with the second choice.
