In accordance with your request, Hong West & Associates, Inc. (HWA) completed a supplemental geotechnical study for the proposed Educted Solids Handling Facility to be constructed at the King County Department of Transportation South Base Annex in Seattle, Washington. The location of the site is shown on the Vicinity Map, Figure 1. A geotechnical investigation was originally performed by Converse Consultants, Inc. (Converse), and a report was prepared (referenced above) which provides design -level recommendations for several structures at the annex. The purpose of this study is to verify and supplement the recommendations presented in the original Converse report. In particular, our supplemental geotechnical recommendations are specific to the proposed educted solids handling facility site. This report was prepared based on our site investigation, which included exploring and evaluating the surface and subsurface conditions at the site, reviewing previous site work, and reviewing the above referenced report. PROJECT DESCRIPTION Our understanding of the project is based on discussions with and design information provided by Mr. Darrell Turner of WaterLeaf Architecture and Interiors (WaterLeaf). We understand the proposed educted solids handling facility will be an approximately 40 feet wide by 60 feet long pre - engineered steel building situated on a reinforced concrete slab with conventional spread footings. Design floor slab loads will be on the order of 200 pounds per square foot (psf); column loads are expected to be about 16 kips. SCOPE OF SERVICES AND AUTHORIZATION A proposal for this supplemental geotechnical study was submitted by HWA to WaterLeaf on April 2, 1996. Authorization for the work was subsequently given by Mr. Darrell Turner of WaterLeaf The scope of work completed for this project was consistent with that described in our proposal and included reviewing the existing information, excavating two test pits, and performing limited laboratory and engineering studies to develop supplemental geotechnical recommendations for the proposed facility. 9609I.DOC SITE HISTORY Information regarding the original condition of the site and geotechnical recommendations for development of the South Base Annex are presented in the Converse report. Information regarding the construction of the existing buildings and related post - construction activities at the site was provided by Ms. Cathy Kennedy and Mr. Mike Paulson with King County Department of Transportation Facilities Maintenance. Based on information presented in the Converse report, we understand that prior to development of the South Base Annex the site consisted of a vegetated, marshy, lowland area. The mean elevation in the vicinity of the proposed educted solids handling facility was approximately 5 to 7 feet (above sea level). According to the Converse report, sand and gravel structural fill compacted to between 90 and 95 percent of the maximum dry density (MDD), as determined in accordance with American Society for Testing Materials (ASTM) Specification D 1557, would be placed to establish the site grades at about Elevation 11 feet. Information from facilities maintenance department personnel and as -built drawings indicate fill was placed in accordance with the Converse report recommendations for site grading. In addition, soils used to preload the facilities maintenance building footprint prior to its construction, as well as other areas of the South Base Annex, were stockpiled over the proposed educted solids handling facility site, effectively preloading the area. The stockpiled materials reportedly consisted of sand and gravel fill, were uniformly spread to a six to seven feet thickness over the proposed educted solids handling facility site, and remained in place for six months to one year. FIELD AND LABORATORY INVESTIGATION On May 3, 1996 a geotechnical engineer from HWA monitored and logged the excavation of two test pits (TP -1 and TP -2) at selected locations along the proposed building 2 HONG WEST & ASSOCIATES, INC. May 16, 1996 HWA Project No. 96091 perimeter. The test pits were excavated to depths of 8 feet below the existing ground surface using a Ford 555A backhoe under subcontract to HWA. The test pits were located in the field by measuring distances from proposed building corners, as established by facilities maintenance personnel; test pit locations are plotted on the Site and Exploration Plan, Figure 2, and should only be considered as accurate as the locating method implies. As part of the exploration program, HWA personnel recorded pertinent information including soil sample depths, stratigraphy, soil engineering characteristics, and groundwater occurrence. Soils were classified in general accordance with the classification system described in Figure 3. A key to the exploration log symbols is also presented in Figure 3. The test pit logs are presented in Figure 4 and 5. Representative soil samples obtained at selected intervals from the test pits were placed in air -tight bags and taken to our laboratory for further examination and testing. Soil samples were examined and their in -situ moisture contents determined. Moisture content testing was conducted in general accordance with ASTM D 2216. The test results are shown at the sampled interval on the appropriate test pit logs. SURFACE AND SUBSURFACE CONDITIONS The King County Department of Transportation South Base Annex is located immediately south of SR-599 along the west side of East Marginal Way, as shown on Figure 1. The South Base Annex contains a facilities maintenance building, a transit training building, and parking for facilities staff and county buses. The area of the proposed educted solids handling facility is relatively flat and unpaved. Geological information for the site was obtained from the Preliminary Geologic Map of Seattle and Vicinity, Washington (H.H. Waldron, 1962). The geologic map indicates that the site is generally underlain by alluvial materials as the result of channel deposition from the Duwamish River; specifically silt and sand, and including clay and peat. Based on the information presented in the Converse report and the conditions observed in the test pits completed by HWA, the site is generally underlain by recent alluvium, which is consistent with the geologic conditions described above. These natural deposits are overlain by fill material placed during site development. These units are discussed separately below. • Fill: In both of the test pits completed by HWA fill material was encountered. The fill typically consists of medium dense to dense sand and gravel, and ranges from 5% to 7 feet in thickness. The fill encountered is consistent with the type of fill and associated compactive effort recommended in the Converse report for site grading. 96091.DOC 3 HONG WEST & ASSOCIATES, INC. May 16, 1996 HWA Project No. 96091 • Recent Alluvium: Beneath the fill in both excavations, HWA encountered alluvial soils consisting of fine - grained materials, typically soft to medium stiff organic silt. Both test pits were terminated in the native alluvial soils at a depth of 8 feet. Slow groundwater seepage was observed in both of the test pits at approximately six feet below the ground surface, just above the fill/recent alluvium interface. It is anticipated that groundwater conditions will change in response to rainfall, time of year, and other factors. The groundwater conditions noted above are for the specific dates and locations indicated and may not necessarily be indicative of other times and/or locations. CONCLUSIONS AND RECOMMENDATIONS Based on the results of the field exploration, laboratory testing, review of existing data, and engineering analyses performed, it is our opinion that construction of the proposed educted solids handling facility building is feasible as planned. We also conclude that previous fill placement in the vicinity of the proposed new building was completed in general accordance with the recommendations presented in the Converse report. Supplemental recommendations specific to the proposed educted solids handling facility are provided below for site preparation, wet weather earthwork, and shallow foundation support. SITE PREPARATION Subgrades for the proposed building and pavement areas should be proof - rolled with appropriate compaction equipment, such as a large, self - propelled vibratory roller or a fully loaded dump truck. Successive passes of the dump truck or compactor should be made. Such proof - rolling will provide visual information needed for the assessment of the subgrade and evaluation of its acceptability as a bearing stratum. We recommend that all loose or soft areas be compacted to a dense and non - yielding condition and at least 95 percent of the MDD. Any areas exhibiting significant deflection, pumping, and/or rutting during the proof - rolling process and cannot be adequately compacted should be over - excavated and replaced with structural fill to the depth determined by the geotechnical engineer. Structural fill should consist of reasonably well graded sand and gravel soils that are free of organics and other debris. Such fill materials should be less than 11/4 inches in maximum dimension, with less than 7 percent fines (material passing the U.S. Standard No. 200 sieve), as described in Section 9 -03.14 of the 1994 WSDOT Standard Specifications for Road, Bridge, and Municipal Construction (Gravel Borrow specification). 96091.DOC 4 HONG WEST & ASSOCIATES, INC. May 16, 1996 HWA Project No. 96091 Structural fill soils should be moisture conditioned to within about 3 percent of optimum moisture content, placed in loose, horizontal lifts less than 8 inches in thickness, and compacted to an unyielding condition and at least 95 percent of the MDD. The procedure to achieve proper density of a compacted fill depends on the size and type of compacting equipment, the number of passes, thickness of the layer being compacted, and certain soil properties. When access restricts the use of heavy equipment, smaller equipment can be used, but the soil must be placed in thin enough lifts to achieve the required compaction. WET WEATHER EARTHWORK General recommendations relative to earthwork performed in wet weather or in wet conditions are presented below. These recommendations should be incorporated into the contract specifications. • Earthwork should be performed in small areas to minimize exposure to wet weather. Excavation or the removal of unsuitable soil should be followed promptly by the placement and compaction of clean structural fill. The size and type of construction equipment used may have to be limited to prevent soil disturbance. Under some circumstances, it may be necessary to excavate with a backhoe to minimize subgrade disturbance caused by equipment traffic. • Material used as structural fill during wet conditions should contain no more than 5 percent fines, based on the fraction passing the 3 4 -inch sieve. This is a restriction on the structural fill gradation recommended above. The fines should be non - plastic. • The ground surface within the construction area should be graded to promote run -off of surface water and to prevent the ponding of water. • The ground surface within the construction area should be sealed by a smooth drum vibratory roller, or equivalent, and under no circumstances should soil be left uncompacted and exposed to moisture. • Excavation and placement of structural fill material should be observed under the full - time observation of a representative of the geotechnical engineer, to determine that the work is being accomplished in accordance with the project specifications and the recommendations contained herein. FOUNDATION SUPPORT Based on the results of our exploration program, we anticipate that medium dense to dense sand and gravel fill will be encountered at the foundation levels of the proposed structure. These soils are anticipated to be suitable for shallow foundation support, 96091.DOC 5 HONG WEST & ASSOCIATES, INC. May 16, 1996 HWA Project No. 96091 provided disturbance of these materials is minimized during construction. All footing excavations should be trimmed neat and footing subgrades should be carefully prepared. The recommendations presented in the Site Preparation section should be followed in the event that competent sand and gravel is not encountered at footing subgrade level. We recommend that the footing excavations be evaluated by the geotechnical engineer prior to placing steel and concrete to verify that the recommendations of this report have been followed and that an appropriate bearing stratum is exposed. Provided the footings are founded as described above, we recommend an allowable soil bearing pressure of 3,000 psf. This value may be increased by one -third when considering earthquake or wind loads. All exterior footings should be founded at least 18 inches below the lowest adjacent finished grade; interior footings should be founded a minimum of 12 inches below top of slab. We recommend minimum footing widths of 18 and 24 inches for continuous strip and isolated column footings, respectively. Assuming construction is accomplished as recommended and the foundation loads are as anticipated, we estimate that total settlement of individual foundations should be less than 1 inch and differential settlement between two adjacent load- bearing components should be less than about '/2 inch. Lateral loads will be primarily resisted by friction on the base of the footings and slabs. The sliding resistance of cast -in -place concrete on the structural fill may be calculated using a coefficient of friction of 0.4. It should be noted that the recommended coefficient of friction includes a factor of safety of about 1.5. CONCRETE SLAB -ON -GRADE FLOORS Preparation of areas beneath concrete slab -on -grade floors should be performed as described in the Site Preparation section. Interior slab -on -grade floors should be provided with an adequate capillary break. The capillary break material should consist of a minimum of 6 inches of free - draining, crushed rock or well - graded sand and gravel compacted to at least 95 percent of the MDD. The capillary break material should have a maximum particle size of /4 inch, with no more than 80 percent passing the No. 4 sieve and less than 5 percent fines. In areas where moisture will be detrimental to floor covers or equipment inside the proposed structures, a 10 -mil polyethylene vapor barrier should be placed directly over the capillary break. An approximately 2 -inch thick layer of sand may be placed over the vapor barrier to protect it from damage, to aid in curing of the concrete, and also to help prevent cement from bleeding down into the underlying capillary break. Concrete slab -on -grade floors should have a minimum thickness of 4 inches. This recommendation is based on geotechnical conditions only; structural considerations such 96091.DOC 6 HONG WEST & ASSOCIATES, INC. May 16, 1996 HWA Project No. 96091 96091.DOC 7 as heavy, concentrated loads may dictate thicker floor slabs. Where concrete slabs are designed as beams on an elastic foundation, the compacted subgrade should be assumed to have a modulus of subgrade reaction of 100 pci. UNCERTAINTY AND LIMITATIONS We have prepared this supplemental letter report for the King County Department of Transportation and WaterLeaf Architecture and Interiors for use in design of a portion of this project. This letter report should be provided in its entirety to prospective contractors for bidding and estimating purposes; however, the conclusions and interpretations presented in this letter report should not be construed as a warranty of the subsurface conditions. Experience has shown that soil and groundwater conditions can vary significantly over small distances. Inconsistent conditions can occur between explorations and may not be detected by a geotechnical study. If, during future site operations, subsurface conditions are encountered which vary appreciably from those described herein, HWA should be notified for review of the recommendations of this report, and revision of such if necessary. We recommend that HWA be retained to review the plans and specifications to verify that our recommendations have been interpreted and implemented as intended. Sufficient geotechnical monitoring, testing, and consultation should be provided during construction to confirm that the conditions encountered are consistent with those indicated by explorations, to provide recommendations for design changes should conditions revealed during construction differ from those anticipated, and to verify that the geotechnical aspects of construction comply with the contract plans and specifications. Within the limitations of scope, schedule and budget, HWA attempted to execute these services in accordance with generally accepted professional principles and practices in the fields of geotechnical engineering and engineering geology in the area at the time the report was prepared. No warranty, express or implied, is made. The scope of our work did not include environmental assessments or evaluations regarding the presence or absence of wetlands or hazardous substances in the soil, surface water, or groundwater at this site. Construction of the facility will most likely start in early 1998, and we hope to be using the facility by June. As part of the building permit process, Tukwila has requested that Transit start applying for any necessary operating permits, to ensure our facility meets applicable regulations. My understanding is that the Health Department can, under certain circumstances, require a solid waste operating permit for vactor waste sites. I would like to know if Transit's facility falls into these circumstances. Transit's facility has been designed to operate in conjunction with a separate decant station. The facility will only be used to passively dry and stock pile solids for subsequent disposal at a permitted solid waste site. The building will not be hooked to the sewer. Any free liquids that accumulate in the dumping area will be vacuumed up and disposed of at the decant treatment site. The total number of fire extinguishers required for your establishment is calculated at one extinguisher for each 3000 sq. ft. of area. The extinguisher(s) should be of the "All Purpose" (2A, 10B:C) dry chemical type. Travel distance to any fire extinguisher must be 75' or less. (NFPA 10, 3 -1.1) Portable fire extinguishers shall be securely installed on the hanger or in the bracket supplied, placed in cabinets or wall recesses. The hanger or bracket shall be securely and properly anchored to the mounting surface in accordance with the manufacturer's instructions. The extinguisher shall be installed so that the top of the extinguisher is not more than 5 feet above the floor and the clearance between the bottom of the extinguisher and the floor shall not be less than 4 inches. The facility will not generate any additional trips along local or regional roads and I would therefore like to have this requirement waived. Metro Transit will be the sole user of the facility. We will not be accepting educted solids from other generators as this is not a commercial venture. Transit owns two vacuum trucks that are already located at and operate out of this site. These two trucks will be the only vehicles that dump educted solids into the facility. The trucks will actually be generating fewer trips after the facility is built because they will no longer be driving from the site to the private disposal compai►y currently being used. Transit may establish a small compost pile inside the building. If we do so, it will also not generate extra trips into and out of the site. The compost area would be used only by gardening crews already located on site who generate yard waste type debris from maintenance activities in the field. These crews return to the site at the end of the day and would dispose of this waste on the compost pile rather than in the dumpster (current practice).
