PRESENTATIONS No presentations. II. BUSINESS AGENDA A. Impact Fee Ordinances for Fire and Parks This item was discussed in detail at the November 18 Finance and Safety meeting and is coming to Community Affairs and Parks as information only. A public hearing is scheduled for this matter at tonight's Committee of the Whole (COW). As a brief overview, an impact fee is a one-time fee that can be collected by a city to offset the costs associated with expansion which are needed as a result of new growth and/or development. According to state law, cities can collect four (4) types of impact fees: fire, park, transportation and school. Currently, the City of Tukwila only assesses and collects transportation impact fees. However, the Administration is proposing implementing the collection of both fire and park impact fees in response to anticipated new growth and development. Monies collected from assessed impact fees can only be used for capital projects or capital facilities that are needed as a result of new growth. Impact fees are not intended, nor anticipated to be able to fully fund a capital project; the fees are intended to supplement other funding sources. With that understanding, impact fee collection rates are arrived at by calculating a predetermined percentage of total projects cost split between the assessed impact fee and a city responsibility. For example, a city is able to determine if they will fund 90% of the project costs through the collection of impact fees and the remaining 10% will be funded through city contribution. A city can implement any contribution rate split they prefer (i.e.: 80% impact fee, 20% city responsibility; 70% impact fee, 30% project responsibility, etc.). Lisa Verner gave an overview of the draft ordinances which have been created to establish park and fire impact fees. Each ordinance will include completed fee formulas once the Council determines how they would like to move forward with impact fees. Special attention was given to the park impact fee discussion since this is being heard in the Community Affairs and Parks Committee. Therefore, Lisa also explained the list of projects for parks that are needed to support new growth between 2009 and 2020, as well as the inclusion of such fees in the proposed Capital Improvement Plan. Kimberly reminded Committee members that this item is scheduled for public hearing as well as discussion at tonight's COW. Based on this information, it may be beneficial for Committee members to repeat their inquiries at the full Council meeting. Communitv Affairs & Parks Committee Minutes November 24. 2008 - Paqe 2 Staff identified several decisions the Council will be faced with regarding impact fees: . Choose if impact fees should or should not be implemented for fire and parks . Identify the projects which should be included in the list that establishes capital facilities projects resulting from new growth . Determine the City contribution-impact fee split (90/10,80/20, 70/30, etc) Lisa Verner distributed revised copies of Attachment B, Fire Impact Options, and Exhibit B, Fire Department Capital Facilities List, which shows a reduction of $8 million dollars in the estimated cost of relocating Fire Station #51. The estimated square footage needed due to new growth has been reduced from 25,000sf to 5,000sf. Lisa also stated that based on recent changes and updates made to the impact fee process, staff will recommend at tonight's COW that the discussion of impact fees return to the Finance and Safety Committee on December 2,2008, for further review. Committee members would like this item to return to CAP as an informational only item on Monday, December 8, 2008, after it has been reviewed by the Finance and Safety Committee. Committee Chair Hernandez requested that staff review the CIP pages in relation to parks that have been affected and/or added by the addition of impact fees. These pages were included in tonight's COW agenda packet. Several members of the public were in attendance at the meeting. Questions were raised regarding the calculation of residential verses non-residential use of parks and recreational facilities. Guests suggested that the calculation of this component be portrayed in the documentation similar as to that presented for fire impact fees. INFORMATION ONLY. B. Contract Extension for Commercial Development Solutions Due to time constraints, Committee Chair Hernandez moved this agenda item to the December 8, 2008, Community Affairs and Parks Committee meeting.
