13. Temporary erosion control measures shall be implemented as
the first order of business to prevent sedimentation off -
site or into existing storm drainage facilities.

5. Building setback from property lines. Any proposed or existing easements must be shown on plan.
6. Public Works review requires the following on site plan: driveway location (10' min., 20' max. width),
show proposed and existing power, water and sewer lines, existing storm drainage system,
downspouts and foundation drains, and where drains tie -in.
7. Parking plan.
8. Lowest building elevation (if in Flood Control Zone).
9. Estimated /proposed topography at 2' intervals and proposed elevation of lowest floor level.
10. Identify location of sensitive areas slopes 20% or greater, wetlands, watercourses and their buffers.
11. Identify location and size of significant trees that are located in sensitive areas and buffers or the
shoreline zone. Of those, identify which are to be removed (Title 18, City of Tukwila Zoning Code).
12. Identify location of high water mark of the Green /Duwamish River if site is located within 200' of the
high water mark.

by the State of Washington, a notarized letter from the property owner authorizing the agent to submit this permit application and
obtain the permit will be required as part of this submittal.

PLAN REVIEWER: Contact Joanna Spencer at (206) 433 -0179, if you have any
questions regarding the following comments.
1) Provide an estimate of cut and fill (cubic yards) and quantity of land to be cleared
(square feet) for land altering considerations. If more than 50 cubic yards is to be
imported to or exported from the site, a hauling permit will be required.
2) Label the existing 8" sanitary sewer main located in 55th Avenue South on the plans.
The label shall read: "Existing 8" sanitary sewer main." Is there an existing sewer stub?
If there is, please state on plans. If not, a 6" sanitary side sewer with test tee and
cleanout shall be brought to the property line. The section from the property line to the
new single family residence shall be a 4" sanitary side sewer pipe. Specify the type of
pipe, size of pipe, and slope of pipe for the sanitary sewer line. Type of bedding and
backfill material, including percent compaction, shall also be included. See attached
Public Works standards.
3) Specify type, size, and location of proposed water service line and size, and location
of proposed permanent water meter.
4) A detail showing how the existing rockery will be connected to the proposed
retaining wall must be shown on the plans. The storm drainage system that will be
installed behind the proposed retaining wall shall also be shown. These details shall be
approved by your geotechnical engineer prior to submittal.
5) The David Evans geotechnical report dated August 1997 does not bear the stamp
and signature of the geotechnical engineer. These items must be included in the
geotechnical report.

6) If the storm drain line is to be constructed under the sidewalk, two structures will be
required at the bends. Public Works recommends placement of the storm drainage line
in the roadway and installing only one catch basin at the bend in the storm drainage
line south of the proposed driveway. The size of the proposed storm drainage line shall

Prior final inspection, turnover documentation shall be provided to the City along with
a request for turnover of the constructed public facilities. These proposed public
facilities will be accepted through the City Council or the Mayor's Office only. If the
Public facilities are not accepted, they will remain the sole property and maintenance
responsibility of the developer. It is the responsibility of the developer to provide the
necessary docun to allow consideration for such turnover through the City's
elected officials.

INTRODUCTION
In August I997.1 Evans and Associates, Inc. (DEA) completed a geotechnical study for. lot loca.d at the
corner of I.th Street and 55th Street, in Tukwila, Washington. This report present the results of our geotechnical
study and is mt.. as part of the requirements for buik.g permit application rad fotmdation design. The
approximate project location is shown on the attached Vicinity Map, Ng. I.
The purpose of our work was to evaluate the amditions of the site, inspect. amdition of an existing rockery and
provide recommendations for foundation design and con.ruction of. proposed residence...two& inched. a
visual recommissance of the area, and research of available information Access to the site . limited at... and
therefore no subsurface evaluation was performoi The information gathered from the an.ysis was utilized Os
develop the geo.chnical recommendations.
Proposed Development
We understand .t the new construction will include a single family residence which .hales a daylight basement

The property is located on the northeast comer of the intersection of 55th AVM= South and 144th Street So..
There are two lots known as Parcel A a. Parcel B. Than is lat exist. reside.= on Parcel A, which is not
included in this pmject. Pamel B is vacant at this time.
The topography of the site within the building area slopes generally to the west toward 55th Avenue S. OuMde of
the lot boundary below the base of the rock,, topography slopes to the southwest toward the Mtersectiort
T h e m i a l =lief along. top or I r l e m me lot is approximately 10 f e e t f r o m the east property line to the west rine.
The slopes above the top of the rock, do na exceed 25%.
Based upon the slope of the lot a.ve the top of the rockery, the lot appears to be classified as a Class 2 area of
Potential Geologic Instability, according to the City of Tukwila Sensitive Areas Overlay Chapter 1845. T. slope
of the lot is .tween 20% and 40% and the site is underlain by te.tively permeable soils, as per the definition. The
rockery is a man made cut into the slope and the house will be setback a sufficient distance from the top edge of
the rockery.
The exis rockery extends from the northwest comer of the property, south, to the southwest comer. The total
length along the west .de is slightly over 100 feet The north end of the rock .1 is approMnately 6 feet high and
the south end is approximately 10 feet high. The north end of this section will be removed to pmvide access to

• The rock, appears to . backfilled with coarse quarry rock for drainage

- Based upon the observations made it is our opinion that the rockery is stable in its present condition. We
recommend that for the future stabilityof the rockery a no load rune be established back from the top of the
rockery. We also recommend t.t all dminage from the proposed development be captured and diverted away
from the top of the rockery. No uncontrolled runoff should be allowed to infiltrate behind the rockery.
DISCUSSION AND RECOMMENDA1TONS
Slope Stability
Our assessment of the site, included visual observations of the surface conditions and the sunounding area. In general
tbe site appears to be in a stable condition, with no evidence of.. soil movement or deep-seated sliding. The
vegetation in the area also gives no indication of past instability.
Seism. Considerations
The si. is considered to be a 2one 3 c.sification as per the Uniform Building Code (UBC). According to Table 234
of the UDC the soils on the site should he classified as S3.
Site Preparation

The vegetated areas should be stripped and grubbed prior to the placement of any fill or foundations. T. topsoil and
vegetation should be removed from the site or may be stockpiled and used in lan.caped areas. It is anticipated that
the sMpping depth to remove the vegetation will be 8 to 10 inches. There shall be no organic material included within
possible fill areas placed for the raising grade under foundation areas.
We recomme. that dur.g the excamtion the basement, the cut should be sloped back at IH:IV to preserve the
stability of the slope. Slopes that are to be left permanent should not exceed 211:1V, and should. revegetated as
soon as possible.
