HomeMy WebLinkAbout1911-06-13 Regular MinutesTukwila June 13, 1911 Regular Meeting of the Council was held at Lutz Hall on the above date. The meeting was called to order by the Mayor at the hour of 8 PM. Present: E.W. Engel Mayor F.E. Kline John O. Wold M.H. Miller Jacob Gunthert Councilmembers The minutes of previous meeting was read by the Clerk. With the exception of the following error the minutes was found correct. The Clerk ha dit that Mr. Kline was not in favor of spending $500.00 for an outlet at the south end. Mr. Kline said that he was not opposed to opening up of a thoroughfare there. The minutes did not state that the Council had approved the Bills presented for payment. This however they had and is hereby corrected. Report of Committees Mr. Wold reported on Tukwila Avenue and Riverside Avenue. The work laid out at the previous meeting had been done. Mr. Gunthert reported that no ordinance for regulating speed had yet been made. He had written the Attorney General in regards to passage of sentence in fare case. The reply was read stating that we could not as part a decision till last of The Chairman remarked that it was not for hostilities the ordinance should be drawn. Bills and Correspondence The following Bills was presented for payment: Sam Myers 47.36 Ed Leavis 15.00 Pat Prior 21.75 Frank Perez 18.00 Henry Smith 17.00 R.H. Kassner 13.73 B.H. Kassner 46.35 Mat Chambers 2.20 Caroline Lutz 2.00 C.P. Jensen 5.00 Total 188.39 These bills were and approved by the Finance committee and warrants ordered drawn in their payment. Mr. McIntyre also presented two Bills for work done in his vicinity, but as there was no money appropriated for that work, the Council did not OK the Bills, but stated that $15.00 had been duly appropriated for the Reidlinger Road. Some correspondence of minor importance was read. The Clerk was instructed to answer same. Mr. Williams, our Town Marshall handed in his resignation to take effect at once. The Mayor replied that the Marshall was appointed by the Mayor and could not be released until another had been found to fill his place. Mr. Gunthert read a Resolution proposed by himself to have our structures done in a workmanship manner to improve streets from curb to curb and not to expend or appropriate any money for street work until proper profiles for such work be in the hands of the City Council and so forth. The resolution was not acted upon by the Council. Unfinished Business The ordinance for renaming Hillman Boulevard to Tukwila Avenue apssed its 3rd and final reading. Ordinance 26 Mr. McIntyre petitioned the Council to set aside $225.00 to finish his work on Outlet Street and Bluff Street. Further action on that petition came under New Business. The matter of opening up streets to correct South and North End of Town was again blocked. Mr. Ralingsen was not yet ready to give a r Mr. stated that he and all the rest of the holders were ready with their deeds, providing those on the opposite side would do the same. New Business Mr. Calernius petitioned the Council to get on an old grant of 15 days to fix up the street in front of his place. The property owners along that street complained again about the open ditch and wanted filled in, also to make the company properly drain their ditch so no stagnant water could stand there during summer months. Mr. Kline was soon going to Tacoma and would then have a talk with the company officials about it. Mr. Miller petitioned the Council to appropriate $100.00 for Outlet Street and $10.00 for Division. The Chairman called for a motion to that effect. The votes on the motion stood 3 to 1 in favor of the appropriations and was thus carried and work ordered done. Mr. Williams asked the Council if Mr. Heinz could coollect of a dock he keeps in front of First Avenue. The Council held that no could be collected on the dock. Mr. Gunthert wanted to know if the Council had authority to compel property owners to cut any thistles in front and surrounding their property. The Council held that for the public benefit thistles ought to be cut away all over town. Mr. Wold wanted more public work done this coming month. He made several requests for the Council to appropriate some money for work on the road towards Foster. Mr. Stein asked for a good outlet through town. He reminded the Council of renaming Hillman Boulevard to Tukwila Avenue and pointed out that was the best entrance to Tukwial from from County Road. Mr. Wold wanted the old road towards Foster fixed first. He didn't think we were financially able to undertake the other job yet. The question about First Avenue crossing was brought up. The company was willing to open the crossing providing they could close the alley crossing. The question about ways and means to do the work was discussed. Mr. Wold stated that we could get dirt either from river or hill, both was not far away. It would take about 500 yards to make a good fill. Mr. Hopkins put in a protest against the proposed crossing stating that it would be just as dangerous and more or as the one we have. The question is still on the table. The matter of having a road Boss was brought up. Mr. Wold stated that he had seen Mr. Ton and that he was willing to take the job. Mr. Gunthert made a motion for a salary of $2.50 per day for road supervision. Not carried. Mr. Kline finally made a motion to let Ordinance Committee draw up an ordinance providing for a road supervisor with salary attached. This motion was carried. There was considerable discussion on the Engel Hill grading, but no definite steps was taken to do any work. Meeting adjourned at 11:00 PM. C.P. Jensen Clerk
