Western Washington Phase II Municipal Stormwater Permit Update
ISSUE
New Department of Ecology (DOE) National Pollutant Discharge Elimination System (NPDES)
Phase II Permit stormwater monitoring requirements.
BACKGROUND
On August 1, 2013, additional requirements to the City's Phase II Municipal Stormwater Permit
went into effect. One of the conditions of the permit requires the City to either monitor stormwater
systems within the City for water quality effectiveness or participate in a regional monitoring effort
sponsored by the DOE. The City must notify the DOE in writing by December 1, 2013 of our
decision.
ANALYSIS
There are three stormwater monitoring requirements:
1. Status and Trends (measure whether things are getting better or worse and identify
patterns in healthy and impaired Puget lowland streams and Puget Sound urban shoreline
areas).
2. Effectiveness Studies (provide widely applicable information about what works and what
doesn't work in certain situations, and how to improve stormwater management).
3. Source Identification and Diagnostic Monitoring (provide information about source
identification and elimination methods and identify opportunities for regional solutions to
common illicit discharges and pollution problems).
Staff has reviewed the monitoring requirements and concluded that it would be more cost effective
for the City to participate in the DOE's regional monitoring program.
FINANCIAL IMPACT
Annual costs will be $12,536.00 to conduct all three stormwater monitoring requirements for the
duration of this five year permit term.
RECOMMENDATION
Information only. No action needed as costs will be absorbed in current budget.
