HOW TO TESTIFY
If you would like to address the Council, please go to the podium and state your name and address clearly for
the record. Please observe the basic rules of courtesy when speaking and limit your comments to five
minutes. The Council appreciates hearing from citizens but may not be able to take immediate action on
comments received until they are referred to a Committee or discussed under New Business.
COUNCIL MEETINGS
No Council meetings are scheduled on the 5th Monday of the month unless prior public notification is given.
Regular Meetings - The Mayor, elected by the people to a four -year term, presides at all Regular Council
Meetings held on the 1st and 3rd Mondays of each month at 7:00 p.m. Official Council action in the
form of formal motions, adopting of resolutions and passing of ordinances can only be taken at Regular
Council meetings.
Committee of the Whole Meetings - Council members are elected for a four -year term. The Council
President is elected by the Council members to preside at all Committee of the Whole meetings for a
one -year term. Committee of the Whole meetings are held the 2nd and 4th Mondays at 7:00 p.m.
Issues discussed are forwarded to the Regular Council meeting for official action.
GENERAL INFORMATION
At each Council meeting citizens are given the opportunity to address the Council on items that are not
included on the agenda during CITIZENS COMMENTS. Please limit your comments to 5 minutes.
Special Meetings may be called at any time with proper public notice. Procedures followed are the same as
those used in Regular Council meetings.
Executive Sessions may be called to inform the Council of pending legal action, financial, or personnel
matters.
PUBLIC HEARINGS
Public Hearings are required by law before the Council can take action on matters affecting the public interest
such as land -use laws, annexations, rezone requests, public safety issues, etc. Section 2.04.150 of the
Tukwila Municipal Code states the following guidelines for Public Hearings:
1. The proponent shall speak first and is allowed 15 minutes for a presentation.
2. The opponent is then allowed 15 minutes to make a presentation.
3. Each side is then allowed 5 minutes for rebuttal.
4. Citizens who wish to address the Council may speak for 5 minutes each. No one may speak a second
time until everyone wishing to speak has spoken.
5. After each speaker has spoken, the Council may question the speaker. Each speaker can respond to the
question, but may not engage in further debate at this time.
6. After the Public Hearing is closed and during the Council meeting, the Council may choose to discuss
the issue among themselves, or defer the discussion to a future Council meeting, without further public
testimony. Council action may only be taken during Regular or Special Meetings.

SUBJECT: International Property Maintenance Code, 2012 edition /CORRECTED
ISSUE
During review of the final ordinance for adoption by the Council, it was determined that a version
error had occurred.
BACKGROUND
The version of the ordinance that was reviewed by Community Affairs and Parks Committee on
July 22, 2013 and by the Committee of the Whole on August 12, 2013, contained non -
substantive changes regarding certain additions and deletions. A corrected version of the
ordinance is presented here highlighting the corrections.
DISCUSSION
The changes include:
• Revised language referring to the availability of IPMC for public review in the Department
of Community Development.
• Added language deleting references to the International Plumbing Code and the
International Zoning Code in two places. The City, instead, has adopted the Uniform
Plumbing Code and the Uniform Plumbing Code Standards, 2009 edition, in TMC
16.04.020(3). The City has adopted its own Zoning Code contained in TMC Chapter 18.
• Deletion of "The remainder of IPMC Section XXX.X shall remain in effect as currently
adopted" language in three places. This language was determined to be extraneous and
unnecessary.
The remainder of the ordinance adopting the 2012 International Property Maintenance Code
stands as reviewed by the Committees.
FINANCIAL IMPACT
None
RECOMMENDATION
Staff recommends moving forward with adoption of the corrected ordinance at the August 19,
2013 Regular meeting since the changes are not substantive. The ordinance can also be
returned to the Community Affairs and Parks Committee if that is the desire of the Council.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
TUKWILA, WASHINGTON, ADOPTING THE 2012 EDITION
OF THE INTERNATIONAL PROPERTY MAINTENANCE
CODE; REPEALING ORDINANCE NO. 2057; REPEALING
ORDINANCE NO. 2402 §2 (PART), AS CODIFIED AT
TUKWILA MUNICIPAL CODE SECTION 16.04.020,
SUBPARAGRAPH 7; PROVIDING FOR SEVERABILITY;
AND ESTABLISHING AN EFFECTIVE DATE.
WHEREAS, in the interest of public health, safety and welfare, the City Council of the
City of Tukwila desires to adopt by reference the 2012 edition of the International Property
Maintenance Code to regulate and govern the conditions and maintenance of all
property, buildings and structures in the City; to provide the standards for supplied
utilities and facilities and other physical things and conditions essential to ensure that
structures are safe, sanitary and fit for occupation and use; to provide for the
condemnation of buildings and structures unfit for human occupancy and use; and to
provide for the demolition of such existing structures in the City of Tukwila;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA,
WASHINGTON, HEREBY ORDAINS AS FOLLOWS:
Section 1. International Property Maintenance Code Adopted. Tukwila
Municipal Code (TMC) Section 8.28.020, is re- enacted to read as follows:
8.28.020 International Property Maintenance Code Adopted.
A. The City of Tukwila hereby adopts by reference, as if fully set forth herein, the
2012 edition of the International Property Maintenance Code ( "IPMC "), as published by the
International Code Council and as amended in TMC Section 8.28.020.B, to be the
Property Maintenance Code of the City of Tukwila. Three copies of the adopted IPMC are
on file in the office of the City Clerk of the City of Tukwila, and have been marked and
designated as such. A copy of the adopted IPMC is on file in the Department of
Community Development of the City of Tukwila for public use.

B. The City of Tukwila hereby adopts the following changes to the IPMC as adopted
in TMC Section 8.28.020.A:
1. IPMC Section 101.1 shall reflect that the name of the jurisdiction is the City of
Tukwila.
2. Reference to the International Plumbing Code is hereby deleted from IPMC
Section 102.3. The last sentence of IPMC Section 102.3 is hereby deleted in its entirety.
3. The first sentence of IPMC Section 102.7 is hereby amended to read as
follows:
The codes and standards referenced in this code shall be those
that are listed in Chapter 8, as herein amended per
subparagraph 15, and considered part of the requirements of
this code to the prescribed extent of each such reference and as
further regulated in Sections 102.7.1 and 102.7.2.
4. IPMC Section 103.5 {Fees) is hereby repealed in its entirety.
5. IPMC Section 111 (Means of Appeal) is hereby repealed in its entirety. Any
person directly affected by a decision of the code official or a notice or order or a civil
citation issued under this code or TMC Chapter 8.45 shall have the right to appeal to the
City Hearing Examiner or the Municipal Court as set forth in TMC Chapter 8.45. In
addition to, or in lieu of, any other state or local provisions for the recovery of costs or
penalties incurred or assessed under TMC Chapter 8.45, the City Treasurer may, pursuant
to RCW 35.80.030(1)(h), certify to the King County Treasurer an assessment amount
equal to the costs of abatement, removal, or repair of the property and /or any associated
penalties and collections to the tax rolls against the property for the current year and the
same shall become a part of the general taxes for that year, to be collected at the same
time and with interest at such rates and in such manner as provided for in RCW
84.56.020.
6. IPMC Section 112.4 is hereby repealed in its entirety.
Enforcement shall be according to TMC Chapter 8.45.
7. References to "International Plumbing Code" and "International Zoning Code"
are hereby deleted from IPMC Section 201.3.

9. The first sentence of IPMC Section 302.4 (Weeds) is hereby amended to
read as follows:
All premises and exterior property shall be maintained free from
weeds or plant growth in excess of 24 inches.
10. The first sentence of IPMC Section 303.2 (Enclosures) is hereby amended to
read as follows:
Private swimming pools, hot tubs and spas containing water
more than 24 inches (610 mm) in depth shall be completely
surrounded by a fence or barrier at least 60 inches (1219 mm) in
height above the finished ground level measured on the side of
the barrier away from the pool.
The remainder of IPMC Section 303.2 shall remain in effect as currently adopted.
8. References to "ICC Electrical Code," "International Plumbing Code" and

11. The first sentence of IPMC Section 304.14 (Insect screens) is hereby
amended to read as follows:
During the period from January 1 to December 31, every door,
window and other outside opening required for ventilation of
habitable rooms, food preparation areas, food service areas or
any other areas where products to be included or utilized in food
for human consumption are processed, manufactured,
packaged or stored, shall be supplied with approved tightly
fitting screens of not less than 16 mesh per inch (16 mesh per
24 mm) and every screen door used for insect control shall have
a self - closing device in good working condition.
The remainder of IPMC Section 304.14 shall remain in effect as currently
adopted,
12. A new section is hereby added as follows:
404.8 Dwelling Unit. Every dwelling unit as defined in Section 202 and
pursuant to Section 404.7 shall be provided with a kitchen sink, cooking
appliances, and refrigeration facilities, with a minimum clear passageway of
36 inches (914 mm) between counterfronts and appliances or counterfronts
and walls. Light and ventilation conforming to this code shall be provided.

13. The first sentence of IPMC Section 602.3 {Heat supply) is hereby amended
to read as follows:
Every owner and operator of any building who rents, leases or
lets one or more dwelling units or sleeping units, on terms, either
expressed or implied, to furnish heat to the occupants thereof
shall supply heat during the period from January 1 to December
31 to maintain a temperature of not less than 68° (20 °C) in all
habitable rooms, bathrooms, and toilet rooms.
The remainder of IPMC Section 602.3 shall remain in effect as currently

Indoor occupiable work spaces shall be supplied with heat
during the period from January 1 to December 31 to maintain a
temperature of not less than 65 °F (18 °C) during the period the
spaces are occupied.
15. References to "International Plumbing Code" and "International Zoning Code"
that appear in the index of Chapter 8 are hereby deleted.
Section 2. Repealer. Ordinance No. 2057 is hereby repealed.
Section 3. Repealer. Ordinance No. 2402, as codified at TMC Section 16.04.020,
subparagraph 7, "The International Property Maintenance Code, 2009 Edition" (an
outdated reference), is hereby repealed.
Section 4. Corrections by City Clerk or Code Reviser. Upon approval of the
City Attorney, the City Clerk and the code reviser are authorized to make necessary
corrections to this ordinance, including the correction of clerical errors; references to
other local, state or federal laws, codes, rules, or regulations; or ordinance numbering
and section /subsection numbering.
Section 5. Severability. If any section, subsection, paragraph, sentence, clause or
phrase of this ordinance or its application to any person or situation should be held to be
invalid or unconstitutional for any reason by a court of competent jurisdiction, such
invalidity or unconstitutionality shall not affect the validity or constitutionality of the
remaining portions of this ordinance or its application to any other person or situation.
Section 6. Effective Date. This ordinance or a summary thereof shall be published
in the official newspaper of the City, and shall take effect and be in full force five days
after passage and publication as provided by law.

SUBJECT: Report for August 19, 2013 Regular Council Meeting

The City Administrator Report is meant to provide the Council, staff and community an update
on the activities of the City and on issues that concern Tukwila. Please let me know if you have
any questions or need additional information about any of the following items.
I. Intergovernmental Update
• Tukwila Lodging Tax Committee: Mayor Haggerton, Council President Hougardy, and
staff attended the Tukwila Lodging Tax Committee meeting on July 30. Representatives
from some hotels attended and spoke in favor of forming a tourism promotion area.
• Conference on Rapid Rehousing: Human Services participated in a conference on
Rapid Rehousing, a strategy to get homeless families /individuals quickly back on their
feet.
• National League of Cities: Staff met with organizers from the City of Seattle who are
coordinating the Mobile Workshops during the November 13 -14 National League of
Cities Conference in Seattle. The workshop in Tukwila will focus on the efforts and
progress being made through Community Schools Collaboration.
• Meeting on Homeless Children: On August 6, Human services hosted the second
meeting on homeless children and families in the Tukwila School District.
• Southwest Kinq County Chamber of Commerce Luncheon: Mayor Haggerton,
Council President Hougardy, and staff attended the Chamber of Commerce lunch
meeting on August 9. The main topic was the $15 per hour wage initiative in the City of
SeaTac.
• Proposals for Kinq County Community Development Block Grant: Human Services
met with other cities and King County to review proposals for King County Community
Development Block Grant dollars. Our Minor Home Program is one of those competitive
proposals.
• Regional Animal Services of Kinq County (RASKC): The City Clerk's Office
facilitated a meeting with representatives from RASKC and the City's Parks Department
to collaborate about enhanced signage regarding pet licensing, leash laws, and
references to the TMC in City Parks. Ongoing communications will occur that also
involve the Police Department regarding the best methods to convey information to our
citizens regarding the City's animal control laws.
• South Kinq County Mobility Coalition Projects Committee Meeting: Staff attended a
meeting of the South King County Mobility Coalition Projects Committee. The committee
chose coordination and promotion of Mobile ORCA Services as the project for the year.
Hopelink Staff will contact Metro and Sound Transit staff for logistical details which will
be shared with the committee. The committee will identify and coordinate groups and
events in South King County to target. City staff suggested East African immigrants in
Tukwila and SeaTac as potential targets.

• Right Size Parking: The City of Tukwila was chosen by King County to be the subject of
a Right Size Parking (RSP) Demonstration project. The City and the County's RSP
consultant team will collaborate and look at a potential transit oriented area along the
Tukwila International Boulevard Corridor and the Link light rail station. Draft parking
policies and standards will be developed that reflect the modeling work that was done
during the first phase of the RSP project.
• Recycling Program: The Recycling Program and IT Department partnered to sponsor a
very successful free secure shred session at the Touch a Truck event on July 27,
2013. Community members brought 1,520 pounds of materials to be securely shredded
and recycled. Kids were fascinated by the large machine.
• Safe Routes to School Coordinating Meeting: Staff from DCD and Public Works met
with Tukwila School District staff on Tuesday, July 30th to discuss roles and
responsibilities and exchange contact information for key staff that will be involved in
implementation of the Safe Routes to School grant award projects at Cascade View
Elementary and Thorndyke Elementary. The next step is to draft an interlocal agreement
between the City and the School District for coordination of grant reporting and
reimbursement. We also discussed partnering for submittal of a grant application for the
next round of Safe Routes to School funding.
II. Community Events
• National Night Out Against Crime: This year we had a new record for Night Out
Against Crime parties, 26 different neighborhoods and businesses held events. Four of
these parties were in neighborhoods which have not sponsored a Night Out Against
Crime event previously.
There were 14 City of Tukwila teams out visiting the events that included 26 City
employees, 3 Police Explorers and 8 Target volunteers. One of the City teams had a
videographer who interviewed people and filmed the different events to be shown on
Channel 21.
• Kids Festival: The 3rd Annual Tukwila Kids Festival was held on August 10th at
Cascade View Park. About 500 people attended this popular community event which
included inflatable bouncers, exhibitor booths with inter - active games and activities, a
roving clown and a performance by the Bubbleman. Some highlights included the
balloon artist provided by AmeriGroup; free spumoni ice cream handed out by The Old
Spaghetti Factory; free dental exams for kids from the Kids Cavity Prevention Program;
and a visit from the Sound Transit mascot Zap Gridlock.
• Tukwila Tiger Sharks Swim Team: The Tiger Sharks completed their inaugural season
at the Summer 2013 Championship Swim Meet held at Auburn Pool on Saturday August
10th. The team brought home two first place finishes in the 50 fly and 100 Individual.
• Volunteer Work Party - Restore the Duwamish Shoreline Challenge Site: DCD,
Parks Department and BECU staff provided support to a Starbuck's Company volunteer
work party on Wednesday to provide maintenance at the Restore the Duwamish
Shoreline Challenge site. Work included weeding and sheet mulching. DCD staff also
led a volunteer weeding and mulching work party at the site last week on Thursday,
August 1, with an informal group of families called the "Stewardship Squad ", organized
by a Tukwila resident. The group does volunteer restoration work on a monthly basis on
the Duwamish River in South Seattle. This was their first time working in Tukwila.
III. Staff Updates
Public Safety
• Patrol Administrative Assistant: Records Specialist Dawn Zuger was selected as the
Patrol Administrative Assistant. The start date is to be determined as we continue the

process of selecting her replacement. This new position is part of the increased staffing
approved to support the Crime Reduction Initiative (CRI).
Project Updates
• 42 Avenue S. Street Improvements (Southcenter Blvd to S 160 St): PW staff and
consultant (CH2MHILL), met with Seattle City Light, Comcast and Century Link to work
out details for utility pole relocation. City Council approved not undergrounding at the
October 1, 2012 Committee of the Whole meeting. The project design will be completed
in 2014, with construction scheduled for 2015.
• Aviation Hiqh School - 9229 E. Marqinal Way S.: The Aviation High School project is
behind on their construction and inspection schedule. Building and Fire Prevention met
with representatives of the School District and the general contractor to outline the City's
requirements for allowing limited occupancy of the school prior to the final inspection
approval from Building Division as occupancy approval by the scheduled opening date is
in jeopardy. In order to help the school meet its scheduled move -in date (first week in
September), we are implementing a three phase temporary occupancy approval subject
to specific life safety inspection goals for each phase. The first phase will allow furniture
move in. The second phase will allow school staff (teachers) to occupy and the third
phase will allow occupancy by the students . All three phases are scheduled to be
completed by 8/30/13. Building and Fire Prevention have committed to providing
overtime inspections to complete the City's responsibilities. Inspection approval on all
life safety components takes precedence over the schedule for occupancy.
• Tukwila Villaqe: The City issued a SEPA determination of non - significance this week for
the above project. There is a mandatory 14 day comment period before the City may
take any action on land use or permit applications. After August 22, 2013, the City may
proceed on any land use decisions and development permits.
• Parks, Recreation and Open Space Plan: Draft Needs Analysis is being
reviewed. August 26th will be the Technical Advisory Group Meeting and also Phase 2
Update to Council.
• Strategic Plan Implementation: The Liaison planning team reviewed proposals and
met with consulting firms who have proven success /experience in providing
equity /diversity awareness training to staff in municipalities. Efforts will be made to
involve as many City employees and others as possible in this training, which will begin
this fall.
• Comprehensive Plan Update:
• DCD staff met with representatives from Puget Sound Energy (PSE) to discuss the
proposed revisions to goals and policies in the Utilities and Natural Environment
elements of the Comprehensive Plan. PSE will provide comments to be entered into
the record at the Council's public hearing on Comprehensive Plan amendments on
August 12, 2013 on both the Utilities and Natural Environment elements.
• DCD staff hosted a table on the Comprehensive Plan update at the August 7 Peanut
Butter and Jam lunchtime concert at the Tukwila Community Center. Our goal was
to make information about the Comprehensive Plan update available to community
members in a casual and non - traditional setting.
IV. Responses to Council /Citizen Inquiries
• In response to Councilmember Joe Duffie's inquiry at the 8/5/13 Council meeting,
there are six officers that grew up or spent some of their childhood here in Tukwila,
and two officers and one civilian employee that have lived in Tukwila as adults at
some point in their lives.
