Meeting Minutes

CALL TO ORDER:
Committee Chair Kruller called the meeting to order at 5:15 p.m.
I.PRESENTATIONS
No presentations.
II.BUSINESS AGENDA
A. 2013 Grant Applications
Staff is seeking Council approval to submit grant applications to the Washington State Transportation
Improvement Board (TIB) and the Puget Sound Regional Council (PSRC). Applications for both
programs are due in late August
If approved by the Committee, staff will submit the following projects for state grant funding by the
TIB program:

South 144 Street Phase II (42 Avenue South to Tukwila International Boulevard)
If approved by the Committee, staff will submit the following projects for federal grant funding by
the PSRC Transportation Alternatives Program:

South 144 Street Bridge Sidewalks (51 Avenue South to 53 Avenue South)
Tukwila South Pedestrian/Bicycle Bridge
Tukwila MIC Smart Street Non-Motorized (SR-599 to Airport Way South)
Committee members and staff discussed details of the projects as well as projects that were
considered but are not being recommended for grant funding applications at this time. The
Committee was in favor of proceeding with the application processes proposed by staff.

III.SOUTH COUNTY AREA TRANSPORTATION BOARD (SCATBD) Meeting
The August 20 meeting agenda and July 16 meeting summary were distributed at the Committee meeting, and
the August 5 letter to Governor Inslee regarding a bipartisan transportation funding package request will be
discussed on August 20. Committee Chair Kruller inquired about Tukwila being featured at a future SCATBd
meeting, and staff confirmed a project will be ready in September. INFORMATION ONLY.

IV.MISCELLANEOUS
Committee Chair Kruller mentioned that based upon comments heard at Night Out and Council Chat,

there is significant community interest in upgrading the intersection of 42 Avenue South and South
th
144 Street (near Foster High School) from a flashing four-way stop to a full traffic light installation.
Staff confirmed that this has been anticipated for some time and that the existing wiring can
accommodate the upgrade with minor adjustments. A traffic signal is listed in the CIP under the South
th
144 St Improvements. Considering the planned Tukwila Village construction one block away, the
timing may be right to pursue this upgrade in conjunction with that construction. Outreach has been
made to the school district, and if they are supportive it will bolster a future grant application.
Committee Chair Kruller raised the subject of the apprenticeship program last discussed at the July 9
committee meeting.

Public Works director for feedback as well, and the committee will revisit this topic this fall.
