Geologic research presented in the USGS map of Seattle and vicinity revealed that the vicinity of the site is covered with alluvium from the nearby Duwamish River. The alluvium is the result of flood deposits accumulated since the last glacial period 13,000 years ago. The depth of the alluvium deposits at the site is not known. Other concerns with placing buildings over alluvium are the potential for seismic shaking to cause settlement, or Toss of bearing due to liquefaction. HEMPHILL inspected the foundation excavations, and several test pits in the vicinity of the site, and observed that the soils in the upper 4 to 5 feet are dense silt. HEMPHILL conducted penetration tests and probing and determined that the silt soils are capable of supporting loads in SEISMIC EXPLANATIONS The vibrations caused by an earthquake create lateral and vertical forces. Since a force causes a mass to accelerate, then the seismic forces cause the soils to accelerate vertically and laterally. Those vibrations are created by P waves that accelerate back and forth and S waves that accelerate up and down The waves accelerate to a SEISMIC COEFFICIENT for DESIGN PURPOSES The Puget Sound area has been listed by the map of seismic zones as Zone 3, which can have earthquakes with intensities of VII or greater. The average seismic coefficient presented for a Zone 20 May 1999 page 2 of 6 pages excess of 2000 psf. Underlying the silt is a dense fine to medium sand. HEMPHILL observed several older heavy masonry buildings in the vicinity of the site that show little or no evidence of settlement. Many homes in the vicinity probably existed during the 1949 and /or the 1965 earthquakes, and show no evidence of differential settlement. It is not appropriate to assign the same seismic value to an entire region of the country. HEMPHILL estimates a seismic coefficient of 0.20 for this site, which is recommended by some local building departments. The source and accuracy of the recommendation is not known, but the values have been accepted as standards and are considered acceptable for engineering purposes. A higher value might be appropriate where a slide might be life threatening, which SETTLEMENT from SEISMIC CONDITIONS Granular soils that are deposited in nature are generally loosely placed either by water or wind. Granular soils are sometimes loosely deposited by man in uncontrolled fills. Such loosely deposited soils have fairly large void spaces, sometimes called pore spaces. As more soils are deposited the loose soils will be pushed closer together until the soil grains contact each other, but not necessarily in the most compact condition. As the weight of overlying soils is increased, the contact force between soil grains increases, and the grains have more difficulty sliding past each other to become more densely packed. 20 May 1999 page 3 of 6 pages is not the case at this site. The seismic coefficient is a mathematical convenience, which is the acceleration of the soil mass compared to the acceleration of gravity. The true acceleration used to calculate the soil forces is 0.20 x 32 ft/sec /sec = 6.4 ft\sec\sec. The weight of the soil can be converted to mass (slugs) by dividing by 32 (acceleration of gravity), and then the soil mass can be multiplied by 4.8 to determine the force, but it is mathematically convenient to just multiply the soil weight by 0.15. That resistance of the soil grains to sliding into a more dense condition is the frictional resistance of the soils. That frictional resistance is one of the conditions that gives soils their strength to resist shear failures as heavy building Toads are applied. The other condition that gives soils strength is cohesion, which is a sticky condition generally associated with clay and silt, and is nearly non - existent with coarse granular soils. Fine and medium granular soils are held together by dampness between the grains that bonds the grains like a 'weak glue'. LIQUEFACTION PROJECT NUMBER 2359 That bond between the grains can be lost by drying the soils, or by saturating them. That condition is well known by children playing in a sand box, where dry sand cannot be formed or molded, damp sand can be molded, and a molded sand form can be destroyed by pouring water over it. That water 'glue' is called capillary tension, which can only exist in granular soils when they are damp, and cannot exist in dry or saturated granular soils. That capillary tension is also what holds together clay soils and makes them sticky. The smaller the soil grains, the greater effect that a water bond has between the grains. Unless an extremely heavy load is applied to the deeper granular soils, the intergranular friction, and sometimes the capillary tension if the soils are damp, prevents the soil grains from sliding into a more dense condition, and they Another condition that occurs within Ioose,granular soils during a seismic condition is called liquefaction. Liquefaction occurs two ways; by rising groundwater creating a 'quick' condition, and by trapped porewater reducing the strength of the soils. If an earthquake suddenly jars the soils, the friction forces will be temporarily reduced, and the soil grains can be forced into a more compact condition when the weight of the upper soils is reapplied. As the seismic vibrations cause reduction and reapplication of the friction forces, the volume of the existing voids will be reduced, and the soils will settle an amount equal to that reduction in voids. That sometimes causes a large area to settle an equal amount, and differential settlement can be minimal. Differential settlement of a structure can cause structural damage, and differential settlement outside the structure can cause external drainage and sewage lines to reverse flow, or can stress utility . lines to the rupture point. groundwater level settle quickly during a seismic vibration, the groundwater that filled the void spaces of the loose granular soils is displaced and forced to rise. If the groundwater rises fast enough in more pervious soils, and can rise to the ground surface, then a 'quick' condition occurs. PROJECT NUMBER 2359 A quick condition is similar to the cause of quicksand, where the rising water moving past the soil grains reduces the frictional contact between the grains, and therefore causes a reduction of bearing capacity. The rising groundwater also saturates the previously damp granular soils and breaks the capillary tension bond. Therefore the soils have reduced load bearing capacity by losing frictional contact between the grains, and by losing the capillary tension bond. The 'quick' condition is also caused by increased pore water pressures that prevent the soils from maintaining frictional contact. When the sand grains have reduced friction caused by a vibration, and attempt to move into a smaller space, they are resisted by the porewater that hasn't been able to seep out of the pores as fast as the soils are settling. Structures that cover a large area contain a large area of the soils with a higher pressure that resists the quick condition by preventing the water from rising, and by exerting enough pressure to maintain the required friction to hold the soils in place. If shear failures do occur around the outer edges of the structure, the large middle portion of the structure will still retain its integrity. Because of the density of the soils at the site, any seismic settling would be relatively minor. There is no evidence that settlement has ever been a problem in the vicinity of the site. SECTION 302 — MINIMUM VENTILATION CRITERIA FOR ALL GROUP R OCCUPANCIES FOUR STORIES AND LESS 302.1 General: This section shall apply to all Group R occupancies four (4) stories or less as defined by the Washington State Building Code. Compliance with this section shall be demonstrated through engineering calculations or performance testing. Documentation of calculations shall be submitted to the building official where required. Performance testing shall be conducted in accordance with recognized test methods. 302.1.1 Testing: At the discretion of the building official, flow testing may be required to verify that the mechanical system(s) satisfies the requirements of this section. Flow testing may be performed using flow hoods measuring at the intake or exhaust points of the system, in- line pitot tube, or pitot- traverse type measurement systems in the duct, short term tracer gas measurements, or other means approved by the building official. 302.2 Minimum Ventilation Performance: Each dwelling unit or guest room shall be equipped with source specific and whole house ventilation systems designed and installed to satisfy the ventilation requirements of this chapter. EXCEPTION: All public corridors shall meet the ventilation requirements in Section 1203.3 of the Uniform Building Code. 302.2.1 Source Specific Ventilation: Source specific exhaust ventilation shall be required in each kitchen, bathroom, water closet, laundry room, indoor swimming pool, spa, and other rooms where excess water vapor or cooking odor is produced. Chapter 3 VENTILATION SYSTEMS Washington State Ventilation And Indoor Air Quality Code 302.2.2 Whole House Ventilation Systems: Each dwelling unit shall be equipped with a whole house ventilation system which shall be capable of providing at least 0.35 air changes per hour, but not less than 15 cubic feet per minute per bedroom plus an additional 15 cubic feet per minute. EXCEPTION: Continuously operated whole house ventilation systems switch shall not be readily accessible by the occupant. 302.3.1 Source Specific Ventilation Systems: Source specific ventilation systems shall be controlled by manual switches, dehumidistats, timers, or other approved means. 302.3.2 Intermittently Operated. Whole House Ventilation Systems: The intermittently operated whole house ventilation systems shall be constructed to have the capability for continuous operation, and shall have a manual control and an automatic control, such as a clock timer. At the time of final inspection, the automatic control timer shall be set to operate the whole house fan for a minimum of eight hours a day. 302.4 Noise: Whole house fans located four feet or less from the interior grille shall have a sone rating of 1.5 or less measured at 0.1 inches water gauge. Remotely mounted fans shall be acoustically isolated from the structural elements of the building and from attached duct work using insulated flexible duct or other approved material. EXCEPTION: Whole house ventilation systems which are integrated with forced -air heating systems or heat - recovery ventilation systems are exempt from the sone rating requirements of this section. 1997 Edition 302.5 Ventilation Ducts: All ducts shall terminate outside the building. Exhaust ducts in systems which are designed to operate intermittently shall be equipped with back -draft dampers. All exhaust ducts in unconditioned spaces shall be insulated to a minimum of R-4. All supply ducts in the conditioned space shall be insulated to a minimum of R-4. 302.6 Outdoor Air: A mechanical system shall supply outdoor air as required in Section 302.2.2. The mechanical system may consist of exhaust fans, supply fans, or both. 302.6.1 Outdoor Air Inlets: Inlets shall be screened or otherwise protected from entry by insects, leaves, or other material. Outdoor air inlets shall be located so as not to take air from the following areas: a. Closer than 10 feet from an appliance vent outlet, unless such vent outlet is 3 feet above the outdoor air inlet. b. Where it will pick up objectionable odors, fumes or flammable vapors. c. A hazardous or unsanitary location. d. A room or space having any fuel- burning appliances therein. e. Closer than 10 feet from a vent opening of a plumbing drainage system unless the vent opening is at least 3 feet above the air inlet. f. Attic, crawl spaces, or garages. 302.6.2 Individual Room Outdoor Air Inlets: Individual room outdoor air inlets shall: a. have controllable and secure openings; b. be sleeved or otherwise designed so as not to compromise the thermal properties of the wall or window in which they are placed; c. provide not less than four square inches of net free area of opening for each habitable space. Any inlet or combination of inlets which provide 10 cfm at 10 Pascals as determined by the Home Ventilating Institute Air Flow Test Standard are deemed equivalent to four square inches net free area. 302.6.3 Ventilation Integrated with Forced -Air Systems: The outdoor air connection to the return air stream shall be located upstream of the forced -air system blower and shall not be connected directly into a furnace cabinet to prevent thermal shock to the heat exchanger. 302.6.4 Distribution: Outdoor air shall be distributed to each habitable room by individual inlets, separate duct systems, or a forced -air system. Where outdoor air supplies are separated from exhaust points by doors, provisions shall be made to ensure air flow by installation of distribution ducts, undercutting doors, installation of grilles, transoms, or similar means where permitted by the Uniform Building Code. Doors shall be undercut to a minimum of one -half inch above the surface of the finish floor covering. SECTION 303 — MECHANICAL VENTILATION CRITERIA AND MINIMUM VENTILATION PRESCRIPTIVE REQUIREMENTS FOR ALL GROUP R OCCUPANCIES FOUR STORIES AND LESS 303.1 General: This Section establishes minimum prescriptive design requirements for intermittently operated systems. Continuously operated systems shall comply with Section 302. System characteristics not addressed in the following sections shall comply with Section 302. A system which meets the requirements of this section shall be deemed to satisfy the requirements of this chapter. 303.1.1 Source Specific: Exhaust fans providing source specific ventilation shall have a minimum fan flow rating not less than 50 cfm at 0.25 inches water gauge for bathrooms, laundries, or similar rooms and 100 cfm at 0.25 inches water gauge for kitchens. Manufacturers' fan flow ratings shall be determined as per HVI 916 (July 1989) or AMCA 210. EXCEPTION: Where a range hood or down draft exhaust fan is used to satisfy the source specific ventilation requirements for kitchens, the range hood or down draft exhaust shall not be less than 100 cfm at 0.10 inches water gauge. 303.1.2 Whole House: Whole house ventilation systems may consist of whole house exhaust, integration with forced -air systems or dedicated heat recovery ventilation systems. Whole house ventilation systems shall provide ventilation capacity as specified in Table 3 -2 and meet the following requirements: a. Exhaust fans providing whole house ventilation shall have a flow rating at 0.25 inches water gauge as specified in Table 3 -2. Manufacturers' fan flow ratings shall be determined as per HVI 916 (July 1989) or AMCA 210. Table 3 -2 shall not be used for dwelling units with more than five (5) bedrooms. b. A damper installed and set to meet measured flow rates as specified in Table 3 -2, by either field testing or following manufacturer's installation instructions based on site conditions; or 3. An automatic flow regulated device with field measured or field calculated minimum negative pressure of 0.07 inches water gauge at the point where the outside air duct is connected to the return air plenum. c. Heat recovery ventilation systems: All duct work in heat recovery ventilation systems shall be not less than six (6) inch diameter. Balancing dampers shall be installed on the inlet and exhaust side. Flow measurement grids shall be installed on the supply and return. System minimum flow rating shall be not less than that specified in Table 3- 2.
