use only)
9. Identify location and size of existing trees that are located in sensitive areas and buffer (TMC 18.45.040), of
those, identify by size and species which are to be removed and saved
10. Landscape plan with irrigation and existing trees to be saved by size and species (exterior changes or change
of use only)
11. Location and gross floor area of existing structure with dimensions and setback
12. Lowest finished floor elevation (if in flood control zone)

facilities shall be determined by the Director. Such
determination shall be based upon the requirements
for the most comparable use specified in this chapter.

Landscaping and screening requirements shall be
as provided in the Landscape, Recreation, Recycling/
Solid Waste Space Requirements chapter of this title.

18.56.120 Filing of plans.
Detailed plans of off-street parking areas, indicating
the proposed development including the location, size,
shape, design, curb -cuts, adjacent streets, circulation of
traffic, ingress and egress to parking lots and other
features and appurtenances of the proposed parking
facility, shall be filed with and reviewed by the DCD.
The parking area shall be developed and completed to
the required standards before an occupancy permit for
the building may be issued.

18.56.130 Development standards for bicycle
parking.
A. Required number of bicycle parking spaces:
The required number of parking spaces for bicycles are
included in TMC 18.56.050, Figure 18 -7.
B. Location:
1. Required bicycle parking must be located
within 50 feet of an entrance to the building or use
2. Bicycle parking may be provided within a
building, but the location must be accessible for
bicycles
C. Safety and Security:
1. Legitimate bicycle spaces are individual
units within ribbon racks, inverted 'U' racks, locking
wheel racks, lockers, or other similar permanent
structures.
2. If bicycle lockers are used, windows
and /or view holes must be included to discourage
improper uses.
3. If bicycle parking is not visible from the
street, a sign must be posted indicating the location of
the bicycle parking spaces.
4. All bicycle parking must be separated from
motor vehicle traffic by a barrier, curb, post, bollard or
other similar device.
D. Process: Upon application to and review by
the Planning Commission, subject to a Type 4 decision
process outlined in TMC 18.108.040, the bicycle

where appropriate.

18.56.140 Administrative variance from p arking
standards.
A. General:
1. A request for an administrative variance
from required parking standards must be received prior
to any issuance of building or engineering permits.
Administrative variances are only eligible for requests
for reductions of required parking between 1% and
10 %. Requests for reductions from minimum parking
standards in excess of 10% must be made to the
Planning Commission.
2. The project developer shall present all
findings to the Director prior to any final approvals,
including design review, conditional use permit
review, building review or any other permit reviews
required by the Director.
B. Criteria:
1. All requests for reductions in parking shall
be reviewed under the criteria established in this
section.
2. In addition to the following requirements,
the Director may require specific measures not listed to
ensure that all impacts with reduced parking are
mitigated. Any spillover parking which cannot be
mitigated to the satisfaction of the Director will serve as
the basis for denial. A reduction may be allowed,
pursuant to either an Administrative variance or
requests to the Planning Commission, after:
a. All shared parking strategies are
explored.
b. On -site park and ride opportunities are
fully explored.
c. The site is in compliance with the
City's commute trip reduction ordinance or, if not an
affected employer as defined by 'the City's ordinance,
agrees to become affected.
d. The site is at least 300 feet away from
a single - family residential zone.
e. A report is submitted providing a basis
for less parking and mitigation necessary to offset any
negative effects.
C. Process:
1. An applicant shall submit evidence that
decreased parking will not have a negative impact on
surrounding properties or potential future uses. This
may take the form of a brief report for administrative
variances. Decreases in excess of 10% must be made
to the Planning Commission. The Director may
require additional studies to ensure that negative
impacts are properly mitigated. A complete and
detailed Parking Demand study is required for requests
reviewed by the Planning Commission.

In reviewing our current permit files, it appears that your permit for a tenant improvement, issued
on September 7, 1998, has not received a final inspection as of the date of this letter by the City
of Tukwila Building Division.
Per the Uniform Building Code and/or Uniform Mechanical Code, every permit issued by the
building official under the provision of this code shall expire by limitation and become null and
void if the building or work authorized by such permit is not commenced within 180 days from
the date of such permit, or if the building or work authorized by such permit is suspended or
abandoned at any time after the work is commenced for a period of 180 days.
Based on the above, if a final inspection is not called for within ten (10) business days from the
date of this letter, the Permit Center will close your file and the work completed to date will be
considered non - complying and not in conformance with the Uniform Building Code and/or
Mechanical Code.

The City requires that four (4) complete sets of revised plans be resubmitted with

have questions regarding the following comments.
The following comments are in reference to ordinance requirements which must be
documented on the plans to show compliance. An itemized narrative referenced to
each comment will serve to expedite the subsequent review process.
1. The general requirement for mezzanines is that they be open and unobstructed to
the room in which they are located. The exception is taken in the proposed enclosed
mezzanine addition. Consequently, the conditions of this exception must be met.
Provide at least one of the means of egress from the mezzanine level as a direct
access to a protected corridor or exit. U.B.C. Section 507, 4., Exception 2.
Location of said exit shall also provide for the required separation as specified in
U.B.C. 1004.2.4
2. The primary function of the altered area of this building is an office use.
Consequently, the alteration to this primary function of the building (at the
mezzanine level) must be provided with an accessible route of travel. This accessible
route of travel begins at the accessible parking space, accesses the main building
entry and extends through the existing office area and up to the altered mezzanine
level in accordance with Part II, of U.B.C. Chapter 11. Note: The resulting
mezzanine exceeds 3000 square feet in area and therefore must be provided with an
accessible route of travel from the ground floor to the mezzanine level.
3. Indicate on the plans the proposed means for providing mechanical ventilation
for the new office area that is developed. If this is to be a deferred submittal (bidder
designed system) so indicate on the plans and specify the performance criteria as
required in the Washington State Ventilation and Indoor Air Quality Code.
4. Provide additional information on the plans to show the method of compliance
with the Washington State Nonresidential Energy Code. Specifically, additional
details and /or notes to the plans are necessary to qualify the building envelope in the
area of the new office mezzanine. Note: the wall between the new office area and
End of initial review.
References are to the 1997 U.B.C.

of installed thermal insulation and required U- factor of windows.

The attached set of building plans have been reviewed by
The Fire Prevention Bureau and are acceptable with the
following concerns:
1. Maintain fire extinguisher coverage throughout.
Extinguishers shall be located so as to be in plain
view (if at all possible), or if not in plain view,
they shall be identified with a sign stating, "Fire
Extinguisher ", with an arrow pointing to the unit.
(NFPA 10, 1 -6.3) (UFC Standard 10 -1)
Clear access to fire extinguishers is required at all
times. They may not be hidden or obstructed. (NFPA
10, 1 -6.5)
2. Aisles leading to required exits shall be provided
from all portions of buildings. Aisles located within an
accessible route of travel shall also comply with the
Building Code requirements for accessibility. (UFC 1204.1)
Dead bolts are not allowed on auxiliary exit doors
unless the dead bolt is automatically retracted when
the door handle is engaged from inside the tenant
space.
Exit hardware and marking shall meet the requirements
of the Uniform Fire Code. (UFC 1207.1 - 1212.8)
3. Maintain sprinkler coverage per N.F.P.A. 13.
Addition /relocation of walls, closets or partitions may
require relocating and /or adding sprinkler heads.

All new sprinkler systems and all modifications to
existing sprinkler systems shall have fire department
review and approval of drawings prior to installation
or modification. New sprinkler systems and all
modifications to sprinkler systems involving more than
50 heads shall have the written approval of the
W.S.R.B., Factory Mutual, Industrial Risk Insurers,
Kemper or any other representative designated and /or
recognized by The City of Tukwila, prior to submittal
to the Tukwila Fire Prevention Bureau. No sprinkler
work shall commence without approved drawings. (City
Ordinance #1742)
Contact The Tukwila Fire Prevention Bureau to witness
all required inspections and tests. (UFC 10.503)

4. All electrical work and equipment shall conform
strictly to the standards of The National Electrical Code.
(NFPA 70)
5. Required fire resistive construction, including
occupancy separations, area separation walls, exterior
walls due to location on property, fire resistive
requirements based on type of construction, draft stop
partitions and roof coverings shall be maintained as
specified in the Building Code and Fire Code and shall be
properly repaired, restored or replaced when damaged,
altered, breached, penetrated, removed or improperly
installed. (UFC 701)
