PROJECT OVERVIEW This project involves about 27200 square feet of site. It is situated in the northeast quarter of Section 10 Township 23 North, Range 4 East W. M. The proposal contains three existing Tots within C.D.Hillman's Meadow Garden Addition in Tukwila Allentown. The three lots are bounded on the west by 44 Avenue South and on the south, fifty feet south, it is bounded by South 118 Street. The site will be used to construct three new homes with an average house area of 1512 square feet. The soils on the site are composed of Urban Land (Ur) that has been disturbed with addition of fill material by several feet to accommodate large industrial area and housing installation. On February 8, 1999, the owners performed test pit through the soil to determine the water table in this area. It was measured at approximately 26 to 34 inches below the surface. The elevation of the water table as it relates to this site is set at Elevation of 8.00 feet. The site is flat with elevation ranges from 9 feet to 10.6 feet based on NGVD 1929 datum. II. PRELIMINARY CONDITIONS SUMMARY CORE REQUIREMENTS 1 -5 CORE REQUIREMENT #1: DISCHARGE AT NATURAL LOCATION The allowable outflows from the site will be discharged to its natural locations and not rerouted to other drainage basins. CORE REQUIREMENT #2: OFF -SITE ANALYSIS The three single - family lots would have small runoff entering from offsite. The drainage basin is flat and surface water sheet flows across the property to lower areas throughout the basin and eventually either it percolates in the ground or via shallow road ditches directing the flows to the Dawmish River situated west of the site. CORE REQUIREMENT #3: RUNOFF CONTROL Providing 100 -year storage on each of the proposed single family Tots is accomplished by raising the finished floor elevation of the house to Elevation of 12.00. A minimum of 18 inches of craw space is being provided below the floor instead of slab -on- grade. The volume of storage as calculated on the enclosed individual lot sheet is adequate to provide 100 -year storage before releasing the flow into adjacent areas. CORE REQUIREMENT #4: CONVEYANCE SYSTEM The conveyance system will consist of roof downspout directing the flow into adjacent roadway ditches for each single lot. CORE REQUIREMENT #5: EROSION /SEDIMENTATION CONTROL PLAN Filter fabric fences will be installed around the periphery of each lotto minimize any impact of silt -laden material to downstream properties. There must be a ten foot separation between water and sewer, therefore the easement must be at least 20 feet wide. You will need to install a 6" test tee and a 6" y- connection at your existing sanitary sewer stub out in order to continue the connection to Lot 25. The line to serve Lot 25 will have to be a 6" with a clean out installed at 100' from the property line of Lot 22 and a man hole will be needed at the back property line. 4. The City of Tukwila has an undergrounding ordinance for all power, communication, and cable lines to be placed underground. You may open cut the road to bring the power across the street if needed. The new access road you will be creating in the un -open right -of way must be 20 feet wide all weather surface centered to the right of way and be capable of supporting Fire Departments apparatus. Please have your engineer call us if he needs further information. You may also wish to tie your down spouts into this proposed ditch in lieu of an infiltration pit. 6. The Allentown area of Tukwila is subject to storm water flooding. This flooding is not due to the Green River over - topping it's banks, but rather due to the fact that storm water must be pumped out of Allentown when the river is high. Excess water accun;ates in the lowest parts of Allentown (below elevation 10.4). Any new development in Tukwila is subject to the City's storm water management ordinance. In general, new homes must provide for storm water control per the requirements of the King County Surface Water Design Manual. Any project that contributes runoff to the low lying portions of Allentown, is contributing to increased flooding. The Public Works Department is analyzing the incremental effects of increased storm water runoff in this basin. The analysis is expected to be completed by the end of 1998. If the results are as anticipated, applicants will not need extensive design calculations for single family construction. Homes will then only need to provide a drainage connection to an acceptable ditch or pipe system. Until that analysis is complete and accepted, individual applicants must retain a professional engineer to analyze and design a storm water system that complies with the City drainage ordinance. 7. Finish floor elevation must be at elevation 11.4 or higher and you will need to provide a survey prior to certificate of occupancy. 8. All mechanical and /or electrical equipment shall be placed above the 100 year flood elevation that is estimated to be 10.4 + \- per Uniform Building Code. 9. No fill dirt may be placed to raise site grades unless an engineering study is approved by the City. Engineering study to identify and mitigate impacts of fill placement with the flood plain. For short plat development' (four single family homes or less), hydrants shall be placed so that a hydrant is within 250 feet of a building. Distance from a hydrant to a building is measured along the path of vehicular travel. (City Ordinance #1692) Fire hydrants shall conform to American Water Works Association specifications C- 502 -54; it shall be compression type, equipped with two 2 1/2" N.S.T. hose ports and one 5" Storz pumper discharge port, and shall have a 1 1/4" Pentagon open -lift operating nut. (City Ordinance #1692) The minimum fire flow and flow duration requirements for one- and two - family dwellings having a fire area which does not exceed 3,600 square feet (344.5 m2) shall be 1,000 gallons per minute (3785.4 L /min.). Fire flow and flow duration for dwellings having a fire area in excess of 3,600 square feet (344.5 m2) shall not be less than that specified in Table A- III -A -1. Exception: A reduction in required fire flow of 50 percent, as approved by the chief, is allowed when the building is provided with an approved automatic sprinkler system. New sprinkler systems and all modifications to sprinkler systems involving more than 50 heads shall have the written approval of the W.S.R.B., Factory Mutual, Industrial Risk Insurers, Kemper or any other representative designated and /or recognized by The City of Tukwila, prior to submittal to the Tukwila Fire Prevention Bureau.
