Dear Mayor Mullet;
As you know, Sound Transit is planning to construct approximately 5 miles of its Central
Link light rail system within the City of Tukwila, of which approximately 87% is on
elevated structures. We have worked together over the past few years through our Fire/Life
Safety committee to coordinate design reviews, fire department equipment, code
compliance, and other life/safety issues. Although our overall system has been designed to
be in compliance with the NFPA 130 code for fixed guideway transit and passenger rail
systems, we recognize that the City of Tukwila has not adopted that code as part of its body
of codes. We want to meet the applicable City of Tukwila code requirements, and ensure
that the system will function as designed during operations, particularly in an emergency.
We have worked on methods to ensure that firefighters have sufficient access to the
guideway in an emergency to rescue people, put out a fire, or attend to some other
emergency needs. As we bring this new type of essential public facility into your city, we
want to do our part to provide the necessary resources to ensure that your firefighters can
expeditiously get onto the guideway to affect a rescue, if needed. Towards that end, in lieu
of the stair towers shown on the previously submitted design plans, we will provide rescue
equipment and make it available to the City of Tukwila to aid in emergency rescue on the
guideway. Similarly, we will procure a 100 foot aerial platform apparatus to support your
ability to access the elevated guideway.
It is our anticipation that we will procure the aerial platform apparatus along with the
necessary hoses and equipment, to the specifications of the City of Tukwila. Under this
one-time capital procurement, Sound Transit will work collectively with your staff to
identify appropriate vendors and necessary equipment, we will solicit proposals, fund and
manage the procurement contract and deliver the rescue equipment along with the aerial
platform apparatus fully equipped, ready for service to the City of Tukwila approximately
twelve months after Notice -to -Proceed is issued to the successful construction contractor
for erection of the elevated guideway. Sound Transit will convey ownership of the aerial
platform apparatus to the City of Tukwila along with full responsibility for use,
maintenance, replacement, and staffing.

Providing this aerial platform apparatus and the associated equipment list, is not intended to
increase the duty of City of Tukwila to either its citizens or the passengers on the rail
system, nor does it increase Sound Transit's duty to the City of Tukwila or its citizens.
This aerial platform apparatus will facilitate access to the guideway for emergency
responders to ensure that our collective emergency rescue plans are fully functional.
It is our expectation that providing the aerial platform apparatus will ensure that we have
significantly enhanced your ability to access the aerial guideway.
To ensure that emergency response personnel have access to water and sufficient staging
areas, at appropriate intervals along the guideway, Sound Transit also plans to provide 7
designated emergency access points along the guideway, where we will;
1) Install a dry standpipe from the ground surface to the aerial guideway and then
running 300 feet in each direction along the guideway
2) Install a new fire hydrant (or upgrade an existing hydrant) within 150 feet of the
access point to supply a fire flow of 1500 gpm at 20 psi
3) Provide a hard surface sufficient to stage the aenal platform apparatus and support
its outriggers.
We recognize that The City of Tukwila has authority to require mitigation to ensure access
to the aerial guideway in the event of an emergency and we understand that the Fire Chief
is authorized to determine such mitigation. The only code that addresses emergency access
to a rapid transit aerial guideway is NFPA 130 which requires access points at 2500 foot
intervals. We feel that by providing the City of Tukwila with an aerial platform apparatus,
fire hydrants and standpipes at the 7 designated emergency access points, and supplemental
fire hydrants at additional locations along the aerial guideway as indicated on the attached
list, we can provide nearly continuous access to the guideway for maximum emergency
access flexibility and generally exceed those code requirements. We feel that these
provisions will provide sufficient mitigation for any issues related to access to the aerial
guideway for emergency rescue.
We further recognize that the initial aerial guideway section that successively crosses
Boeing Access Road, I-5, and the BNSF tracks, is difficult to access due to rough terrain
and varying elevations. We have included provisions for high grade ultra-thin fire hose in
the equipment fist to increase the amount of hose that can be carried on your fire trucks.
We are confident that including this specialty hose in the equipment that we furnish, will
provide sufficient mitigation for the areas where it is either impractical or cost prohibitive
to provide fire hydrants or access points.
Similarly, we have included several portable halogen light plants and one trailer -mounted
fight plant with a 30 foot mast to ensure that you have equipment to light the guideway in
the event of an aenal rescue.
Our emergency rescue plans provide for access to the guideway via a combination of aerial
platform apparatus and a rescue train. In the unlikely event that a train becomes disabled
while on the aerial guideway, upon notification to the Operations Control Center, we will

mobilize the nearest train for exclusive use of the emergency responders. This plan will
allow one team of emergency responders to respond immediately to the scene of an
incident and gain access to the guideway via the aerial platform apparatus while another
team would proceed to the 154th Street Station to board the rescue train. Further support
will be provided, as necessary, by emergency responders boarding trains to the north of the
incident.
Traction power for our trains in the Tukwila segment will be provided by four Sound
Transit substations. Those four substations will be fed from 3 independent Seattle City
Light substations to provide continuous power and redundancy in the event of an outage or
emergency at one or more substations. This will ensure that we will have power for our
rescue train to bring emergency rescuers along side of a stranded train or to push or pull a
disabled train. Our design also includes a 2'-6" wide center walkway to serve as an
evacuation route on the guideway and cables along the edge of the guideway instead of a
wall to improve access for rescuers who need to get onto the guideway.
Sound Transit will work with the City of Tukwila to jointly develop procurement
specifications that are mutually agreeable to both parties. We have allocated a total budget
of $1,500,000 for all of these items. Once the permits are approved, and we have awarded
the contract for the aenal guideway construction, we will begin the procurement process for
the aerial platform apparatus and the associated rescue equipment. Considenng our
construction schedule, we will have plenty of time for you to receive all equipment and
apparatus before testing and commissiomng begins.
This proposal consists of this letter of concurrence, along with the attached Tukwila Fire
Department Equipment List and the table of Designated Access Points & Hydrant
Locations. It is our understanding that your concurrence with this proposal brings
resolution to the outstanding issues between Sound Transit and the Tukwila Fire
Department regarding stair towers, emergency rescue, and hydrants. Of course we
recognize that this agreement is final, subject to the conditions noted in this letter and
concurrence by the Sound Transit Board and the Tukwila City Council. If you find this
proposal acceptable, please indicate your concurrence by signing below. As soon as we
receive your concurrence, we will delete the stair towers from the previously submitted
design plans.
