The property consists of two Lots 40 & 41 with a total area of 11,783 sf located at the intersection of South 122nd Street and 46th Avenue South in Tukwila, WA. in King County. (Lots 40 & 41, of the C.D. Hillmans Meadow Gardens Sub - Division.) This report is a "Targeted Drainage Review" and addresses the "Targeted" Core Requirements 1 through 7 (Section 1.2.1 - 1.2.7) and Special Requirements of the 1998 King County Surface Water Design Manual (KCSWM) per requirements of the City of Tukwila for final approval. TIR SECTION 1: PROJECT OVERVIEW AND BACKGROUND The site is 0.27 acres in size and consists of Lots 40 & 41 and is located on the north -west corner of the intersection of South 122nd Street and 46th Avenue South in Tukwila, WA. The site is zoned for single family dwelling. (Figure: 1 Site Location & Vicinity Map) The project consists of the construction of a single family dwelling and driveway on Lot 40 and yard with drainage on Lot 41.The site is currently undeveloped and contains grass and brush. The.existing runoff is basically limited to the site itself. The 0.27 acre site is surrounded by streets on two sides which intercepts any runoff from the east and south. The lots on the north and west sides of the site have approved drainage plans which eliminates any runoff from the side and back of the site. The site is flat with slopes less than one percent which drains towards the east side into an existing ditch along 46th Avenue South. The site soils appear to consistent with Alderwood Gravelly Sandy Loam (AgC) which is Type "C" in SCS hydrologic soil groups. "Allentown Drainage Plan" Report & Analysis In June of 1993 a report titled "Allentown Drainage Plan" Report & Analysis was prepared by HDR Engineering to address the flooding of the Allentown area. The report recommend three alternates to relieve the flooding of the area. All three alternates recommended some sort of storage and pumping to reduce the impact of flooding. To date the report recommendations have not implemented. Dreamcraft Homes Development Lots 40 and 41 are legal lots and part of a larger subdivison, "C.D. Hillmans Meadow Gardens Sub - Division", in Allentown which included 26 lots being developed with single family dwellings by Dreamcraft Homes. Dreamcraft Homes and JRR Engineering worked extensively with the City of Tukwila to come to an agreement to address the flooding issues. Because the lots in this area are legal lots and grandfathered in, no detention was required. The recommendations of the "Allentown Drainage Plan" were never implemented, so Dreamcraft Homes did not provide pumping of the stormwater as recommended in "Allentown Drainage Plan ". However, the City of Tukwila required Dreamcraft Homes to provide flood relief with on -site compensatory storage of the 100 year flood event. This was required to mitigate the loss of flood storage due to the displacement of storage volumes from the foundations of the homes. In Appendix B is the "Public Works Department Comment" letter dated May 11, 1999, for Champa New SFR, under Item 2, the reviewer requires the following: " Your storm drainage plan shall be prepared by a licensed civil engineer in accordance with closed depression and pump station per King County Surface Water Design Manuel." The construction of a pump station to serve one individual lot when no other pump stations exist in the area is not practical and is not recommended. Nearly 2,000 feet of force main would be required to be constructed on city right -of -way. These pump systems tend to loose power at critical times and during heavy rainstorms which also cause the flooding for which the system was designed to pump. The maintenance issues and chances of the force main being damaged or cut causing washouts to the roadway are very real issues and the County only allows using mechanical systems for storm water as a last resort. However, the King County SWWM Manual allows on -site storage of stormwater as a method of mitigation, which is the same method Dreamcraft Homes was required to provide for it's 26 lots. Therefore the storm drainage design for the Champa site will incorporate the following requirements: • Lots 40 and 41 are legal lots, part of the "C.D. Hillmans Meadow Gardens Sub- Division" and are exempt from detention. However, The site lies with-in the 100 -year flood plain and Lots 40 and 41 will follow the compensatory storage required for the Dreamcraft Homes Development. • The compensatory flood storage is based on the 100 -year, 7 -day storm event which is 7.3 inches. • The building department does not allow the use of the crawl areas under homes to serve as flood storage. Therefore flood storage will be provided on Lot 41 as part of the lawnscaping of the lawn. • The finished floor elevations of the homes will be 1 to 2 feet above the 100 -year flood level per comment Item 3 of the Public Works Department Letter. TIR SECTION 3: OFFSITE ANALYSIS A "Level 1 Downstream Analysis" which includes a field inspection of the property and surrounding area was performed on October 12, 1999. The weather was clear and warm. (Figure 4: "Downstream Analysis Map ") The project site is located in the Lower Green River Basin a sub -basin of the Puget Sound Basin. Segment 1: On -site The existing runoff is basically limited to the site itself. The 0.27 acre site is surrounded by streets on two sides and lots on the other two side which intercepts any offsite runoff. The site is flat with slopes less than one percent which drains towards the east side and discharges into an existing ditch along 46th Avenue South. The site consists of two Lots 40 and 41. The house, with patio and driveway improvements, will sit on Lot 40 while the front yard with the pond providing compensatory storage will sit on Lot 41. (See Figure 5: "End Area Volume Calculations ") End Area Volume Calculations: A total of three cross - sections were cut through the property. The End Areas located at the property lines are considered zero square feet since the existing and proposed contours are the same. End Area Volume Calculations Conclusions: The project proposes to mitigate this compensatory storage volume by providing a pond on Lot 41. In calculations listed below a total of 1,500 cf of storage was provide using a rainfall level of 7.3 inches for the 100 year, 7 -day storm event. This storage capacity of 1,500 cf is greater than the 1,403 cf required under the End Area Volume Calculations. Therefore the proposed pond is adequate. Some portions of Allentown are subject to storm water flooding. This flooding is not due to the Green River over - topping it's banks, but rather to the fact that storm water must be pumped out of Allentown when the river is high or local ponding occurs. There is insufficient pump capacity to remove all storm water during heavy or prolonged rainfall ' events. Excess water accumulates in the lowest parts of Allentown below elevation 10.4 NGVD 1929 datum. A reference FLMA, approved benchmark shall be used by a licensed land surveyor to determine elevations of your site. 2. Profile of sidewalk fronting 46th Ave. S./Sidewalk to follow slope of ground-line. Response: As we discussed, raising the sidewalk to a minimum of +10,4 will cause drainage problems on the subject site. Drainage from the east side of most of the existing legal lots flows easterly. Placing the sidewalk at +10.4 will act as a dam and not allow the surface water to leave the lots. Because City funded improvements (the road) have been placed below the 100 yr. Flood level it seems a precedent has been set. Solution; Set the east edge of the new sidewalk at +10,0. With a 2% cross slope the west side of the walk will then be at +10.1. Although the proposed solution will cause the sidewalk to be constructed below the estimated 100 year flood elevation of +10.39, this compromise will reduce the likelihood of exacerbating drainage problems and will make the sidewalk final grade very easy to inspect. 3. No ditch along 2/3 ids of 46th Ave. S. fronting development. Response: As we discussed, it is my opinion adequate cover for driveway culverts can not be provided along the entire frontage. Typical cover for stomt drainage pipe is recommended by most manufacturers to be no Tess than 1 foot. Installation of 12" culverts would thus require the invert at Lot 20 to be approximately +8. As +7 is the approximate existing grade south of the south end of the site, about 800 feet, I do not believe the ditch would flow. Solution: Extend the existing ditch to the north side of Proposed Lot 11, with 12" diameter driveway culverts for the two most southerly Private Access Roads. Provide a shallow "V' grading feature between the proposed sidewalk and existing edge of pavement (approximately 15 ft. wide) sloped to the south at .2 %. This surface feature would allow the access points to be constructed without artificial berming and could be constructed at almost twice the slope of suggested ditch. Solution: A revised north bottom elevation of +9.5 in the Flood Relief Swale has been provided Central drain pipe. Response:: As we discussed, because of grades required to maintain adequate flood storage for the proposed development most downspout collection pipes for the westerly houses would have to be laid on or above, the proposed ground surface to drain to the central pipe. Solution 8" x 4" tees are proposed for Lots 13, 14 and 17. Othe comments; During our meeting I noticed your copy of the most recent plan showed the proposed 12" diameter corrugated metal pipe crossed out with ADS N-12 written in Please note the revised plan of todays date proposes allCMP. It has been my experience that the double walled 'corrugated high density polyethylene pipe, such as ADS N -12 or Hancor Hi Q tend to float. In an area .': where flooding is expected to occur l strongly recommend the City accept pipe which does not exhibit this tendency. DRAINAGE NOTES (1) Proof of liability insurance shall be submitted to the City prior to the preconstruction meeting. (2) All pipe and appurtenances shall be laid on a properly prepared foundation in accordance with WSDOT 7- 02.3(1). This shall include leveling and compacting the trench bottom, the top of the foundation material, and any required pipe bedding, to a uniform grade so that the entire pipe is supported by a uniformly dense unyielding base. (3) Steel pipe shall be galvanized and have asphalt treatment #1 or better inside and outside. (4) • All drainage structures, such as catch basins and manholes, not located within a traveled roadway or sidewalk, shall have solid locking lids. All drainage structures associated with a permanent retention/detention facility shall have solid locking lids. (5) All catch basin grates shall conform to KCRS drawing numbers 2 -013 ' 2 -018, 2 -019, or 2 -020, which includes the stamping "OUTFALL TO STREAM, DUMP NO POLLUTANTS* and "Property of the City of Tukwila ". (6) All driveway culverts located within City right -of -way shall be of sufficient length to provide a minimum 3:1 slope from the edge of the driveway to the bottom of the ditch. Culverts shall have beveled end sections to match the side slope. (Drawing No. 2 -001). (7) Rock for erosion protection of roadway ditches, where required, must be of sound quarry rock, placed to a depth of I foot, and must meet the following specifications: 4 "- 8 "/40 % -70% passing; 2 "- 4" rock/30 % -40% passing; and -2" rock/1 0%-20% passing. Installation shall be in accordance with City Standards (8) Drainage outlets (stub -outs) shall be provided for each individual lot, except for those lots approved for infiltration by the City. Stub -outs shall conform to the following: a) Each outlet shall be suitably located at the lowest elevation on the lot, so as to service all future roof downspouts and footing drains, driveways, yard drains, and any other surface or subsurface drains necessary to render the lots suitable for their intended use. Each outlet shall have free - flowing, positive drainage to an approved stormwater conveyance system or to an approved outfall location. b) Outlets on each lot shall be located with a five- foot -high, 2' x 4' stake marked 'storm' or "drain'. The stub -out shall extend above surface level, be visible, and be secured to the stake. Pipe material shall conform to underdrain specifications described in KCRS 7.04 and, if non - metallic, the pipe shall contain wire or other acceptable detection. d) Drainage easements are required for drainage systems designed to convey flows through individual lots. e) The applicant/contractor is responsible for coordinating the locations of all stub -out conveyance lines with respect to the utilities (e.g. power, gas, telephone, television). All individual stub -outs shall be privately owned and maintained by the lot home owner. C 'I (3) (5) EROSION /SEDIMENTATION CONTROL NOTES (1) Approval of this erosion/sedimentation control (ESC) plan does not constitute an approval of permanent road or drainage design (e.g. size and location of roads, pipes, restrictors, channels, retention facilities, utilities, etc.). (2) The implementation of these ESC plans and the construction, maintenance, replacement, and upgrading of these ESC facilities is the responsibility of the applicant/contractor until all construction is approved. The boundaries of the clearing limits shown on this plan shall be clearly flagged in the field prior to construction. During the construction period, no disturbance beyond the flagged clearing limits shall be permitted. The flagging shall be maintained by the applicant/contractor for the duration of construction. (4) The ESC facilities shown on this plan must be constructed in conjunction with all clearing and grading activities, and in such a manner as to ensure that sediment -laden water does not enter the drainage system or violate applicable water standards. The ESC facilities shown on this plan are the minimum requirements for anticipated site conditions. During the construction period, these ESC facilities shall be upgraded (e.g. additional sumps, relocation of ditches and silt fences, etc.) as needed for unexpected storm events. (6) The ESC facilities shall be inspected daily by the applicant/contractor and maintained as necessary to ensure their continued functioning. (7) Any area stripped of vegetation, including roadway embankments, where no further work is anticipated for a period of 15 days, shall be immediately stabilized with the approved ESC methods (e.g. seeding, mulching, netting, erosion blankets, etc.). (8) Any area needing ESC measures, not requiring immediate attention, shall be addressed within fifteen (15) days. (9) The ESC facilities on inactive sites shall be inspected and maintained a minimum of once a month or within the 48 hours following a storm event. (10) At no time shall more than one foot of sediment be allowed to accumulate within a catch basin. All catch basins and conveyance lines shall be cleaned prior to paving. The cleaning operation shall not flush sediment -laden water into the downstream system. (11) Stabilized construction entrances and wash pads shall be installed at the beginning of construction and maintained for the duration of the project. Additional measures may be required to ensure that all paved areas are kept clean for the duration of the project. (12) During the time period of November 1 through March 31, all project- disturbed areas greater than 5,000 square feet that are to be left unworked for more than 12 hours shall be covered by one of the following cover measures: mulch, sodding, or plastic covering. (13) Any permanent retention/detention facility used as a temporary settling basin shall be modified with the necessary erosion control measures and shall provide adequate storage capacity. This flooding is not due to the Green River over - topping it's banks, but rather to the fact that storm water must be pumped out of Allentown when the river is high or local ponding occurs. There is insufficient pump capacity to remove all storm water during heavy or prolonged rainfall events. Excess water accumulates in the lowest parts of Allentown below elevation 10.4 NGVD 1929 datum. A reference FEMA approved benchmark shall be used by a licensed land surveyor to determine elevations of your site. 2. On your site plan please show existing and proposed topography using 2 -ft contours. National Geodetic Vertical Datum 1929 shall be used as the vertical reference. When total loads exceed those specified in Tables 23- IV-J -1, 23-IV-J-3, and 23- IV -R -I, 23- IV-R -2, 23- IV -R -3, 23- IV-R -4, 23- IV-R -7, 23- IV-R -8, 23- IV-R -9, 23- IV-R -10, 23-IV-R-11 and 23- IV-R -12; 23- VII-R -1, 23- VII-R -3, 23- VII -R -7, 23- VII -R -9, 23- VIII-A, 23- VIII -B, 23- VIII -C, 23- VIII-D, an engineering design shall be provided for the gravity load system. Other approved repetitive wood members may be used in lieu of solid -sawn lumber in conventional construction provided these members comply with the provisions of this code. 2320.2 Design of Portions. When a building of otherwise con- ventional construction contains nonconventional structural ele- ments, those elements shall be designed in accordance with Section 1605.2. 2320.3 Additional Requirements for Conventional Construc- tion in High -wind Areas. Appendix Chapter 23 provisions for conventional construction in high -wind areas shall apply when specifically adopted. 2320.4 Additional Requirements for Conventional Construc- tion in Seismic Zones 0, 1, 2 and 3. 2320.4.1 Braced wall lines. Where the basic wind speed is not greater than 80 miles per hour (mph) (129 km/h), buildings shall be provided with exterior and interior braced wall lines. Spacing shall not exceed 34 feet (10 363 mm) on center in both the longitu- dinal and transverse directions in each story. 2320.4.2 Braced wall lines for high wind. Where the basic wind speed exceeds 80 mph (129 km/h), buildings shall be pro- vided with exterior and interior braced wall lines. When of unusual shape, buildings of Tight -frame construction shall have a lateral- force- resisting system designed to resist the forces specified in Chapter 16. Buildings shall be considered to be of unusual shape when the building official determines that the structure has framing irregu- larities, offsets, split levels or any configuration that creates dis- continuities in the seismic load path and may include one or more of the following. 2320.5.4.1 When exterior braced wall panels, as required by Sec- tion 2320.11.3, are not in one plane vertically from the foundation to the uppermost story in which they are required. EXCEPTION: Floors with cantilevers or setbacks not exceeding four times the nominal depth of the floor joists may support braced wall panels provided: 1. Floor joists are 2 inches by 10 inches (51 mm by 254 mm) or larger and spaced at not more than 16 inches (406 mm) on cen- ter. 2. The ratio of the back span to the cantilever is at least 2 to I. 3. Floor joists at ends of braced wall panels are doubled. 4. A continuous rim joist is connected to ends of all cantilevered joists. The rim joist may be spliced using a metal tie not less than 0.058 inch (1.47 mm) (16 galvanized gage) and 1 inches (38 mm) wide fastened with six 16d nails. 5. Gravity loads carried at the end of cantilevered joists are lim- ited to uniform wall and roof load and the reactions from head- ers having a span of 8 feet (2438 mm) or less, 2320.5.4.2 When a section of floor or roof is not laterally sup- ported by braced wall lines on all edges. Studs shall be placed with their wide dimension perpendicular to the wall. Not less than three studs shall be installed at each corner of an exterior wall. EXCEPTION: At corners, a third stud may be omitted through the use of wood spacers or backup cleats of 3 /8- inch -thick (9.5 mm) wood structural panel, 3 /8 -inch (9.5 mm) Type M "Exterior Glue" particle- board, 1- inch -thick (25 mm) lumber or other approved devices that will serve as an adequate backing for the attachment of facing materials. Where fire- resistance ratings or shear values are involved, wood spacers, backup cleats or other devices shall not be used unless specifi- cally approved for such use. Bearing and exterior wall studs shall be capped with double top plates installed to provide overlapping at corners and at intersec- tions with other partitions. End joints in double top plates shall be offset at least 48 inches (2438 mm).
