The following is a summary of the events and conclusions that were reached as the result of our discussions' (Thursday A.M. 29July99) regarding the ceiling construction requirements at the elevator lobby(s). Haines Lund came in and expressed his dismay at the continuous code scrutiny by the building inspectors .of the approved plans. He then proceeded to show me (via the "Handbook ") that their proposal was consistent with code requirements. He concluded with the observation that my plan reviewapproval that was being directly challenged by the inspectors. I told Haines that I could not comment: until I reviewed the situation and that I would get back to him with a response. Question: ;; Is a one hour fire rated floor ceiling (or roof - ceiling assembly) required in the elevator lobbies; or may the one hour fire rated walls extend and terminate at the 5 -inch thick concrete pain/deck slab? Answer: The one -hour fire rated wall may terminate at the underside of the 5 -inch thick concrete. A paragraph from the 1997 UBC Handbook is attached and the applicable thoughts are underlined. Called Haines Lund Thursday P.M. and told him that their proposed method of providing a one hour ceiling (5" concrete) was O.K. SEE ATTACHMENT First of all, I wish to apologize for listening and agreeing with your conclusions to your inspection findings without taking the time to understand the context of our discussion. Obviously, my mind was preoccupied with the dilemma of whether or not to buy a new boat or a new set of "fitted" golf clubs. 1 1997 UBC HANDBOOK AUTOMATIC SPRINKLER � SYSTEM THROUGHOUT STORY CORRIDOR (Continued from page 206) rated corridor is not limited when the corridor is located within an office space of a Type I, Type II F.R. or Type II One -hour buil- ding. An automatic sprinkler system and smoke - detection sys- tem is also required. Generally speaking, when the corridor walls are required to be one -hour fire resistive, the construction must extend from the floor to the floor above so as to completely separate the corridor space from adjacent occupied use areas. The several methods used to comply with Section 1004.3.4.3.1 are shown in Figure 1004-11. If the entire story has a ceiling that is a membrane of a one - hour fire- resistive floor or roof assembly, the corridor walls may terminate at the ceiling line. See Figure 1004-11, Case 3A. Thus, the corridor walls below the ceiling line are protecting the corri- dor laterally from adjacent spaces and the ceiling protects the corridor vertically. It is important to note that the construction of the ceiling is not necessarily required to be a complete one -hour fire- resistive floor - ceiling or roof - ceiling assemly The justifi- cation for this - position is that a complete one -dour separation is not intended as much as the prevention of smoke migration be= tween the corridor and adjacent occupied spaces is intended for a reasonable period. This could be for preventing smoke from entering the corridor from adjacent rooms as well as preventing smoke from entering the adjacent room should the corridor be- come contaminated. As implied in Figure 1005 -6, Case 1, any floor construction with the blocking as shown is also considered to satisfy the modified one -hour fire- resistive envelope require- ment. a il I I L 1 s Another arrangement that would meet the code requirement is illustrated in Case 3, Figure 1004 -11. The corridor walls ex- tend to the floor or roof above and are protected on the side of the occupied use spaces by a fire- resistive membrane extending from floor to floor. In this case, the ceiling over the corridor may be considered part of a fire- resistive floor or roof assembly, and the corridor side of the ceiling protected by appropriate ceiling materials would satisfy the fire- resistance rating for the assem- bly. Alternatively, the code provides that the corridor ceiling could be of the same construction as permitted for corridor walls CORRIDOR CONSTRUCTION EXCEPTION 4-TO SECTION 1004.3.4.3 FIGURE 1004 -12 NONRATED CORRIDOR (OCCUPANT LOAD s 100 WITH SMOKE - DETECTION SYSTEM) as shown in Case 2, Figure 1004-11. This last provision is essen -. dally an exception. In all probability, typical wall construction. might not pass the one -hour test when tested in a horizontal posi- tion. However, this arrangement is considered to be adequate. protection for the corridor separating it from the spaces above. By establishing specific requirements for fire - resistiv construction for corridor walls and ceilings, the code is essen- tially attempting to get a minimal separation between the exit_ corridor and the occupied use spaces. Any arrangement of the- one-hour fire- resistive construction that effectively intervenes between these use spaces and the corridor would satisfy this requirement. .Having effectively protected the corridor as described above, the code then permits nonrated ceilings to be suspended below the fire- resistive ceiling provided for corridor protection. In such cases, however, such ceilings must be of noncombustible materials. In that event, it is not necessary to provide any furthe fire- resistive construction as shown in Case 4 of Figure 1004 -11 Corridor ventilation. Ventilation of corridors is required for certain occupancies and types of construction. Consult the ligh ventilation and sanitation provisions of the occupancy and type of construction for each building under consideration. There many restrictions as to the design of such a system. For these re- strictions, the code refers the reader to Section 601.1 of th Uniform Mechanical Code. 1004.3.4.3.2 Openings. All openings are required to be pro- tected except under three separate conditions. Corridors ex- cepted from fire- resistive requirements may have unprotecte openings. So may openings in corridors on the exterior walls 0 buildings. The total number of fire extinguishers required for your establishment is calculated at one extinguisher for each 3000 sq. ft. of area. The extinguisher(s) should be of the "All Purpose" (2A, 10B:C) dry chemical type. Travel distance to any fire extinguisher must be 75' or less. (NFPA 10, 3 -1.1) Portable fire extinguishers shall be securely installed on the hanger or in the bracket supplied, placed in cabinets or wall recesses. The hanger or bracket shall be securely and properly anchored to the mounting surface in accordance with the manufacturer's instructions. The extinguisher shall be installed so that the top of the extinguisher is not more than 5 feet above the floor and the clearance between the bottom of the extinguisher and the floor shall not be less than 4 inches. Extinguishers shall be located so as to be in plain view (if at all possible), or if not in plain view, they shall be identified with a sin stating, "Fire Extinguisher ", with an arrout pointing to the unit. They must have a tag or label securely attached that indicates the month and year that the inspection was performed and shall identify the company or person performing the service. (NFPA 10, 4 -3, 4 -4 and 4 -4.3) Every six years, dry chemical and halon type fire extinguishers shall be emptied and subjected to the applicable recharge procedures. (NFPA 10, 4 -4.1) If the required monthly and yearly inspections of the fire extinguisher(s) are not accomplished or the inspection tag is not completed, a reputable fire extinguisher service company will be required to conduct these required surveys. (NFPA 10, 4 -3, 4 -4) Maintain fire extinguisher coverage throughout. 2. No point in a sprinklered building may be more than 250 feet from an exit, measured along the path of travel. (UBC 1004.2.5.2.2) Exit doors shall be openable from the inside without the use of a key or any special knowledge or effort. Exit doors shall not be locked, chained, bolted, barred, latched or otherwise rendered unusable. All locking devices shall be of an approved type. (UFC 1207.3) Obstructions, including storage, shall not be placed in the required width of an exit, except projections as permitted by the Building Code. Exits shall not be obstructed in any manner and shall remain free of any material or matter where its presence would obstruct or render the exit hazardous. (UFC 1203) Dead bolts are not allowed on auxiliary exit doors unless the dead bolt is automatically retracted when the door handle is engaged from inside the tenant space. (UBC 1003.2.8.2) Aisles leading to required exits shall be provided from all portions of buildings. Aisles located within an accessible route of travel shall also comply with the Building Code requirements for accessibility. (UFC 1204.1) Exits shall be illuminated any time the building is occupied with light having an intensity of not less than 1 foot candle at floor level. Fixtures required for exit illumination shall be supplied from separate sources of power for Group I, Divisions 1.1 and 1.2 occupancies and for all other occupancies where the exiting system serves an occupant load of 100 or more. In the event of it's failure, illumination shall be automatically provided from an emergency system for Group I, Divisions 1.1 and 1.2 occupancies and for all other occupancies where the means of egress system serves an occupant load of 100 or more. Such emergency systems shall be installed in accordance with the electrical code. (UBC 1003.9.2) Combustible material shall not be stored in exits or exit enclosures. (UFC 1103.3.2.3) All exit signs shall be illuminated at all times. To ensure continued illumination for a duration of not less than 1 1/2 hours in case of primary power loss, the exit signs shall also be connected to an emergency electrical system provided from storage batteries, unit equipment or an on site generator set, and the system shall be installed in accordance with the electrical code.
