Mayor Haggerton announced the purpose of the Executive Session is to discuss Collective Bargaining.
It will last no more than 30 minutes, and no decisions will be made during the Executive Session.

CALL TO ORDER /PLEDGE OF ALLEGIANCE /ROLL CALL
Mayor Haggerton called the Tukwila City Council meeting to order at 7:13 p.m. The Tukwila Elementary
School Color Guard presented the colors and led the audience in the Pledge of Allegiance.
The Tukwila Elementary School Color Guard Members Vyla Phavong, Prenz Sa Ngoun, Tahnie Johnson,
Yesmin Abdikadir, and Mikayla Kato introduced themselves to the Council.

Christy O'Flaherty, City Clerk, called the roll of the Council. Present were Councilmembers Joe Duffle,
Joan Hernandez, Pam Linder, Dennis Robertson, Verna Griffin, Kathy Hougardy, De'Sean Quinn.

The Councilmembers thanked the Andersons for their contribution to the City.
Regular Meeting
May 4, 2009 7:00 P.M.
a. Community Pride Award presented to Joe and Cathe Anderson Bruce Fletcher, Parks and
Recreation Director
Bruce Fletcher, Parks and Recreation Director, presented a Certificate of Award and Home Depot gift
card to Joe and Cathe Anderson. The Anderson's reside at 13057 56 Avenue South in Tukwila and are
being honored with the City's Community Pride Award for the manner in which they maintain their home
and yard. The pride of ownership displayed by the Anderson's is of the highest quality.

b. Update on the Somali Community Services Coalition Ahmed Jama, Executive Director, and
Mohamed Hassan, Community Education Coordinator
Evelyn Boykan, Human Services Manager, explained that since 2007, the Somali Community Services
Coalition (SCSC) has had significant involvement with students and parents in the Tukwila School District.
They provide family support and advocacy and help the Somali population utilize local resources.
Ms. Boykan introduced Ahmed Jama, Executive Director, and Mohamed Hassan, Community Education
Coordinator, to the Council.
Mr. Jama explained SCSC has helped hundreds of Somali people with citizenship issues, job skills,
translation, housing, immigration, advocacy, and basic life skills. Many refugees are unfamiliar with the
education system and look to the SCSC staff to help with enrollment. There are approximately 140
Somali children enrolled in the after school program at 3 different sites.
Mr. Hassan expressed appreciation to the City's Human Services staff for their collaboration with the work
of the coalition. He indicated the staff from SCSC work with the Police Department and participate in the
work of the Tukwila International Boulevard Action Committee.
Alison Hollenbeck, Community Resources Vista Volunteer, referenced the success of the after school
programs. Many students need assistance due to transportation and health related issues, and some
students have to support themselves and work full -time while attending school. Tutors and volunteers
contribute a great many hours to the center, which has become a second home and safe place for many
of the students. Ms. Hollenbeck indicated they have a mix of volunteers, some of whom speak Somali
and some of whom do not. Participants are not required to speak Somali when volunteering their
assistance.
The Mayor and City Councilmembers applauded the work of the Somali Community Services Coalition in
growing their services over the years and expressed appreciation for all they do for the Tukwila
community.
PROCLAMATIONS /APPOINTMENTS
a. A proclamation designating the week of May 3 May 9, 2009 as Municipal Clerk's Week.
Mayor Haggerton read a proclamation designating the week of May 3 through May 9, 2009 as Municipal
Clerks Week. He thanked Christy O'Flaherty, City Clerk, and Melissa Hart, Deputy City Clerk for the
essential work they perform for the City.
b. Appointments to Boards and Commissions:
Community Oriented Policing Citizens Advisory Board:
Reappoint Jun Castillo to Position #1 on the Community Oriented Policing Citizens' Advisory
Board, with a term expiring 3/31/2013.

Evelyn Boykan, Human Services Manager, indicated Reverend Bolerjack is a former teacher and nurse
and has experience working with the Tukwila Pantry and with homelessness issues in the community.
Reverend Bolerjack conveyed her appreciation in working with a City that recognizes the importance of
human services issues.

Parks Commission:
Reappoint Alice Russell to Position #2 on the Parks Commission, with a term expiring 3/31/2012.

REPORTS
a. Mayor
Mayor Haggerton referenced the recent passing of Gene Ives, a long -time Tukwila resident and former
Councilmember.
b. City Council
Council President Hernandez attended the Puget Sound Regional Council General Assembly and the
Vision 2040 awards event on April 30, 2009. She also attended the recent parent information meeting at
Showalter Middle School. Ms. Hernandez indicated she has been informed that Homesite has funding for
first time homebuyers. She reported there will be a King County Elections Candidate workshop on May 9
and May 12, 2009 at the new location at 919 SW Grady Way in Renton. Council President Hernandez
acknowledged Councilmember Robertson for receiving the Association of Washington Cities (AWC)
Certificate of Municipal Leadership.
Councilmember Griffin reported that her girl scout troop did a great amount of work at Tukwila Pond on
May 2, 2009.
Councilmember Hougardy utilized a Powerpoint presentation to display photographs and information
regarding the April 22, 2009 Earth Day event at Tukwila's Codiga Park site and Grandmother's Hill.
c. Staff
Rhonda Berry, City Administrator, explained that our current contract with King County for animal control
services is for 12 hours of enhanced patrol per week at $60.00 per hour. King County has not been able
to staff to that level, and the City has not incurred any charges since June 2008. The County has
suggested that a dedicated animal control officer can be shared with the City of SeaTac, wherein Tukwila
would pay for 10 hours a week at $46 per hour. She is seeking consensus from the Council on whether
they would like this topic to be discussed at a future meeting.
Council consensus existed to forward this item to a future Committee of the Whole Meeting.
Ms. Berry reported that Representative Adam Smith will be at the Chamber of Commerce luncheon on
May 8, 2009.
d. City Attorney
There was no report.

The Council Analyst was not present.
MISCELLANEOUS
Councilmember Linder offered a reminder that the Backyard Habitat Fair will be this coming Saturday,
May 9, 2009 at the Tukwila Community Center.
EXECUTIVE SESSION
Mayor Haggerton announced that after a five minute recess, the Council will go into Executive Session to
discuss Collective Bargaining that will not exceed 30 minutes. The Council will then resume the Regular
Meeting, and the public is welcome to return to the Council Chambers.

TRADES, AND PROFESSIONAL /SUPERVISORY UNITS.*
Councilmember Robertson spoke against the motion, stating he would like to wait for 3 weeks until after
the City Council's budget review. Due to the current recession and possible economic impacts to the
City, he wants to assure there is adequate funding. Mr. Robertson emphasized he is not questioning that
the contract has been fairly negotiated or that employees deserve raises. In his view, it would be unwise
to make a large commitment prior to the upcoming budget review.
