The work session consisted of presentations and discussions regarding the Development Agreement for
Tukwila South as well as respective development regulations. The Tukwila South project will encompass the
annexation of approximately 250 acres to the City, and the development of nearly 500 acres of land.
Three consultants made presentations at the work session: Peter Moy, FCS Group; Tom Nesbitt, Nesbitt
Planning and Management, Inc.; and Hugh Spitzer, Bond Counsel.
The items below have been indentified as requests for additional information by a consensus of
Councilmembers. Information will be provided to full Council.
Full Council Request for Information

1. Identification of policy issues.
For example: length of Development Agreement (15 years), manor and amount of investment of
City funds ($338,000 for $6 million).
2. Provide a copy of the analysis behind the statement that, the property taxes from the land to be annexed
will cover the $6 million bond payments. Include a table listing the property, its assessed valuation and
the portions coming to the City that would be used for retiring the bonds. This analysis should help
show if the City will have enough income to pay off the bonds.
3. Provide a table listing the budgeted items that are excluded and included from the O &M revenue
guarantees with the amount for each item that is in the 2009/2010 budget.
Also, address uncertainties with implied costs (as mentioned in Nesbitt PowerPoint presentation),
answering the question: Is there an overhead percentage used by other cities as part of development
agreements?
4. Create a table that shows exactly which development regulations are vested, or not vested under the
proposed Developers Agreement.
5. Address the costs for sewer improvements if the capacity exceeds 80% (Development Agreement
Section 4.4; also see Informational Memo from Shawn Hunstock dated April 22, 2009, page 3)
Address the costs of the stormwater conveyance infrastructure to connect the North and South
stormwater facility (Development Agreement Section 5.4.3.2; also see Informational Memo from
Shawn Hunstock dated April 22, 2009, page 3).
6. Fire Master Plan Emergency Response Time
In light of the relocation of Fire Station 51, discuss the need to relocate Fire Station 52 based on the
Council adopted goal of a 5 minutes 34 seconds response time as identified in the Fire Master Plan.

The item below has been indentified as a request for additional information by an individual member of the
Council. Individual requests are the responsibility of the individual to clarify with staff one on one. Information
will be provided to full Council, if documentation results in such discussions.

1. A map and table listing all of the property to be exchanged between the City and La Pianta with square
footage, assessed value and appraised values for each parcel of property.
At this meeting, the Council agreed to extend all future work sessions by '/2 hour. Future work sessions will be
scheduled from 5:30 p.m. to 8:00 p.m.
