This review addresses the impacts associated with adding new impervious surface and changing land cover on typical sites. Threshold Full Drainage Review is required for any proposed projects, including redevelopment projects; that are subject to drainage review as determined in Section 1.1.1 (p. 1 -6), AND which meet one or more of the following criteria: • Projects which add 5,000 square feet or more of new impervious surface but which do not qualify for Small Site Drainage Review as specified in Section 1.1.2.1 (p. 1 -9), OR • Projects located within a Landslide Hazard Drainage Area which add 2,000 square feet or more of new impervious surface but which do not qualify for Small Site Drainage Review per Section 1.1.2.1, • Redevelopment projects proposing $500,000 or more of site improvements which create 5,000 square feet or more of contiguous pollution - generating impervious surfacet 6 through any combination of new and/or replaced impervious surface. The investigation and report were authorized by Peter Gadzuk (CLIENT) on 11 November 1999 during a meeting with Dale C. Hemphill of HEMPHILL CONSULTING ENGINEERS (HEMPHILL). DRAINAGE CHARACTERISTICS of GENERAL VICINITY HEMPHILL investigated the drainage patterns of the general vicinity of the site. Figure 2 on the next page is a topographic map that shows approximate contours of elevation for the vicinity of the site, but is not accurate for the Gadzuk property, which will be shown later in the report. HEMPHILL observed that the storm drainage system for most of the vicinity is drain ditches along the streets. Most of the houses in the vicinity of the site, both old and new, have splash pads under the downspouts. The downspouts at a few houses enter the ground. Some of the water east of the crest flows to a catch basin at 46 Avenue S, and some runoff continues in an easterly direction and eventually flows to drainage ditches on both sides of S 146th Street. Runoff from houses on both sides of 46 Avenue S enters the street from splash pads and lawns, then combines with runoff from the street, and flows north to S 146 Street. The volume of that runoff that continues to the north, and that flows east on S 146 Street, could not be determined. A large lawn area on the east side of 46 Avenue S sheet flows to the east into the nursery that runs along the entire westerly side of the Gadzuk property. That runoff, and sheet flow from the back yards of some of the houses along the east side of 46 Avenue S, then continues easterly, combines with runoff from the nursery, and then flows along a series of drainage ditches to the east side of the nursery (west side of the Gadzuk property). A drainage ditch along the east side of the nursery then intercepts the runoff and conducts it south to the gully at the south end of the Gadzuk property. Runoff that enters the north west end of the nursery flows north to S 146 Street. Runoff from houses on both sides of S 148th Street • run onto splash pads, across lawns, and into drainage ditches. Runoff from the houses on the south side of the street might flow to the south, but that could not be verified. Runoff from S 148 Street empties into the south side of the gully on the Gadzuk property. A geotechnical report by GeoTech Consultants states that the head of the gully is composed of fill. Because of the steepness of the gully at the west end, it is likely that the gully would naturally have been more gentle and continued farther to the west. The gully was probably filled during the construction of S 148 Street. The contours of elevation will be relatively unchanged after construction except for some minor regrading around the proposed house and garage. The elevations were assumed by the surveyor. Runoff leaves the Gadzuk property at 3 locations: 1. Runoff from the north 175 feet of the driveway easement through Lot A flows north to the drainage ditch along the south side of S 146 Street. That drainage ditch ends at the east end of the street. Runoff then appears to free flow through heavy vegetation, and disappears onto the lower slope. The runoff appears to sheet flow to the base of the hill at 51 Avenue S. At the time of the investigation there was no evidence of erosion within the drain ditch or on the lower slope, or that the drainage ditch ever runs to capacity or overflows, even though there had been 2.5 inches of rainfall for 3 days prior to the site visit. 2. Runoff from Lot B sheet flows to the neighboring property to the east. Some of the runoff is .then intercepted and conducted south to the gully on Lot C. The rest of the runoff sheet flows past the house and eventually flows southeast to the gully southeast of Lot C. There is no evidence of erosion or flooding on the east property, although increased flow might not be tolerated. After construction flow to the east will be reduced, and will be intercepted bya grass lined swale. Runoff from the proposed roof areas of the developed Lot B will be intercepted and conducted to the south through piping. Runoff from driveways and lawns will sheet flow to the grass lined swale to be biofiltrated. Runoff from Lot C flows to the south and east into the gully that was created by runoff erosion since glacial times. Photo 1 on the opposite page shows the heavily vegetated north side of the gully where water from the site presently flows. There is no obvious path of flow on the slope or at the base of the gully. There is no flow of water in the gully when there is no rain. Photo 2 on the opposite page shows the end of S 148 Street with the diversion to force water to the north side of the street, and then into the south side of the gully and onto the Gadzuk property. The gully then conducts the combined runoff from the site and from S 148 Street southeast to 51 Avenue S where two 12 inch pipes intercept the runoff and conduct it under 51s Avenue S to the east side of the street and eventually to a drainage system along the west side of 1 -5. There is no evidence of erosion along the gully, or any erosion or overflow at the pipes, or erosion on the east side of 51 Avenue S. DESCRIPTION of EXISTING DRAINAGE CHARACTERISTICS The site is covered with weathered glacial till, described by the Soil Conservation Service (SCS) of the Department of Agriculture as Alderwood Soils. Alderwood Soils have a slow infiltration rate, therefore a large percentage of rainfall becomes runoff, especially after the soils have become saturated. The total area of the site is 51,920.2 sf, not including the north 175 feet of the driveway easement. The driveway easement is 3500 sf, of which 1750 sf will be paved. Runoff from the north 175 feet of the easement flows north to the drain ditch along S 146th Street. At Tukwila the total rainfall in 6 hours is 2 inches.The rainfall intensity shown in Figure 4 is for the peak 6 hours of a 24 hour storm. The peak 6 hours can be more accurate than a 24 hour rainfall because there could be two 2 year storms within the 24 hours that could total a 100 year storm. The runoff from the first 2 year storm could be gone by the time that the second storm occurs, therefore the total rainfall for two 2 year storms would not be near as damaging as one 100 year storm, even though the total rainfall for 24 hours is the same. Figure 5 shows the rainfall distribution over the 360 minute period of time. The pattern shows that the rainfall is normal up to the 100 minute mark, and then increases in intensity during the next 60 minutes, peaks for 20 minutes, then declines for the next 60 minutes, then continues at a normal rainfall. The actual pattern or series of patterns could be much different, but the 1A pattern will cause the greatest runoff at any period of time, which requires pipe design that will be at least conservative. The 6 hour storm is more accurate for small sites where the runoff from rainfall at an instant will have left the site in a matter of minutes. Rainfall patterns for greater periods of time will be more accurate for flood studies where distant storms will arrive at a site over a longer period of time. The SCS method used in this report calculates the runoff in very short periods of time called the duration of incremental rainfall (D), but to save space the rainfall and runoff are printed every 10 minutes. The total rainfall for each D of time is calculated and adjusted for soil type, vegetation or other cover, impervious surfaces, and saturation for the undeveloped site, and then again for the developed site. The runoff from the developed site will be more concentrated by intercepting and conducting through a piping system. The piping system will be designed to conduct the highest rate of runoff. The outlet will be designed to control runoff to prevent concentrated scouring. The gully at the northeast corner of the lot appears to have been excavated in the past. The excavation removed some of the upper looser soils to expose the underlying hard and impervious glacial till. Runoff from this site does not cause erosion to the base of the gully. In their report dated 10 June 1999 GeoTech Consultants observed that the southwest corner of the gully had been filled, and that runoff from the nursery was causing some erosion. There might also be some erosion from the runoff from S 148 Street. The southwest slope was apparently created by placing of fill many years ago, and has remained stable through earthquakes and 100 year storms. The driveway ends at the south end of Lot B, therefore there will be little or no paving on the lot. HEMPHILL estimates that the impervious area of any building will be limited to approximately 2000 sf because of the limited area available. The rest of the lot will remain relatively unchanged. Figure 9 on page 7 opposite shows a maximum rate of runoff from the proposed developed Lot B to be 0.4599 cfs. The development of Lot B will increase the outflow by .0288 cfs. The roof areas will be conducted directly south to the gully by pipe. The lawn and driveway areas will sheet flow to a grass lined swale along the east property line, and then will be conducted south to the gully. Less than half of the total runoff will be conducted by pipe placed at a maximum slope of 2 feet per 100 feet (.02 ft/ft). As shown in Figure 14, a 4 inch smooth plastic pipe can conduct 0.32 cfs at less than critical flow, which would not occur at that slope. After entering Lot C the slope of the pipe will increase to 0.33 Mt which can conduct 1.26 cfs. For Lot C The maximum runoff from undeveloped Lot C is 0.6209 cfs as shown in Figure 11 on page 8 opposite, and after development the runoff is 0.7097 cfs, as shown in Figure 13 on page 9 opposite. That is an increase of .0888 cfs. The pipe from the assumed location of a future house would slope 0.40 ft/ft, therefore a 4 inch smooth plastic pipe could easily carry the flow from the house roofs with a flow of 1.40 cfs from the chart on Figure 14. Critical flow would reduce the capacity to approximately 1.0 cfs. Figure 15 shows optional shapes for swales and the flow capacities. The slope of the swale will be 2 feet drop in elevation over a distance of 150 feet = 0.013 ft/ft. HEMPHILL recommends the swale with a width of 2 ft and 0.2 ft depth of water.
