**Please read all of the text in this section before completing this application.**
Important notice: The importance of complete and accurate information on every application cannot be over-
emphasized. The evaluation and scoring of all submitted projects will be based on the answers provided in this
application. A project's suitability for funding may be compromised if the application is found to have omissions or
inaccuracies.
Please note: sponsors of projects that are awarded funds through this grant competition will be required to submit a more
detailed application once final recommendations have been approved by the State, anticipated to be in February 2006.
PSRC staff will contact those project sponsors with more details once the process has been completed.

Three-part application: There are three sections to this application that must be completed. Section 1, Project
Overview, includes information on the project sponsor/co-sponsors, location, description, Enhancement category and plan
consistency information. Section 2, the Regional Project Evaluation, is divided into two parts corresponding to the
Regional Evaluation Criteria (Attachment E of the Call for Projects). Sponsors must answer all questions in Part 1;
sponsors will choose one of four categories and answer only those corresponding questions in Part 2. Section 3, State
Information, contains information requested by the Washington State Department of Transportation.

Project description. Describe the proposed work and explain the nature of the entire project. Briefly describe
the existing and proposed conditions and type of use. Explain why the project is needed. Describe how the
project meets the eligibility requirements of the selected Transportation Enhancement categories. Attach a
detailed 8'/2" by 11" vicinity map. Photographs are not required, but will help staff and the Transportation
Enhancements Committee to better understand the project.
The existing Interurban Avenuse S corridor is a 5 lane roadway with 2 lanes in each direction and a two way left
turn lane. It has sidewalks and some planter strips.The corridor is mostly commercial in nature, it serves a golf
course, several motels, casinos, business complexes, a large apartment complex and a Park & Ride lot. It
experiences high volumes of truck traffic and serves as a major arterial, connecting 1-5 to 1-405 and the
Southcenter business and shopping districts.This corridor has experienced a number of vehicular and pedestrian
accidents due to left turn conflicts and pedestrians crossing at unmarked locations.
Proposed enhancements include a center median along the whole corridor with U-turn pockets at intersections
and bus stops. The center median will include installation of curb and gutter, landscaping, and a new irrigation
system using the adjacent METRO recycle water line. Illumination improvements at crosswalk locations will be
implemented to improve pedestrian visibility and safety. These improvements would increase safety for vehicles
and pedestrians and enhance the asthetics of the corridor. Upgrading bus pullouts with shelters and/or pedestrian
level illumination will also improve the visual character of the roadway and user satisfaction.

Describe the relationship of the project to a regional growth center, town/activity center or connecting corridor.
This project sits between Intersate 5 and Intersate 405 and the Southcenter business and shopping district.
Enhancements to this corridor with increase safety and mobilty through the area and the improved streetscape will
encourage growth along the corridor.

Describe the public review process for the project. List all letters received or other types of support for the project;
include any negative response to the project. Provide the dates, times and locations of all public presentations. If
appropriate, describe how the project meets identified state, regional and/or local planning objectives.
During preliminary design the project was presented at the City of Tukwila Transportation Committee meeting on June
13, 2005 and at the the Council of the Whole on June 2, 2005. It was approved unanimously in both meetings. An
Open House meeting is scheduled for October 5, 2005 at the Tukwila Community Center. This meeting will be open to
the businesses and residents operating and living along the corridor or on side streets intersecting the corridor.
Owners and residents will have the opportunity to voice concerns and make comments. The City will review
comments and make appropriate changes to the plan.
The project meets City of Tukwila goals to provide an effective and safe transportation route along the corridor.
These objectives are identified in the City of Tukwila Comprehensive Land Use Plan as goals 8.1.1, 8.3.4, 8.3.5 and
8.3.7.
10. Financial Plan: Please fill out Tables A -D below and corresponding questions E -F. The purpose of the tables and
questions is to allow sponsors to fully document their project's financial plan and schedule. Tables A, B, and C build
upon one another to provide the estimated cost of each phase as well as a project's total cost (Table D). The tables
require sponsors to list the Transportation Enhancements funds being requested (Table A), as well as ALL other
sources of secured (Table B) and unsecured funds (Table C) needed to complete the project.

FHWA environmental documents and design will be prepared using City PE funds upon notification of grant
funding approval in order to meet the 1st quarter 2007 construction schedule. Grant funds will be used to
finalize right of way acquisition and implement the improvements through construction. It is anticipated that
grant funding decisions will allow preparation of environmental documents and design using City funds in the
summer of 2006.

The proposed center median enhancement serves to create a boulevard aesthetic along this principal arterial
connection between 1-5, 1-405, and the Southcenter business and shopping district. Adjacent property owners have
made significant improvements to businesses over the past few years. This has led to an increase in business
access points, increased pedestrian activity, and a general upgrade of the visual appearance of businesses along the
corridor. The City wishes to upgrade the character of the streetscape to match recent and future private investments
along the corridor as well as provide safety and mobility improvements appropriate for the current use patterns. The
center median will eliminate current vehicular conflicts in the left turn lane while maintaining access to all businesses
with intersection U-turn pockets. The center median, in combination with illumination and ADA improvements, will
also serve to define safe pedestrian crossing routes.
Interurban Avenue is a City right of way and is in perpetual ownership of the City of Tukwila. There is a high level of
public exposure to the project to both motorized and non -motorized users. As the principal arterial between 1-5, 1-405,
and the Southcenter business district, there is a high level of public exposure to the project from motorized users.
The Duwamish River trail, which runs along the east side of the roadway through much of this corrdior, provides a

great deal of public exposure for non -motorized users as well. The Duwamish River trail is the primary north -south
regional non -motorized facility in the area, extending approximately 30 miles between Seattle and the City of Pacific.
The City of Tukwila has a regular crew assigned to maintaining streetscape improvements such as this throughout the
City. The project will be irrigated to help with plant establishment and long term plant health. The presence of an
existing wastewater re -use supply line from King County's Renton WWTP provides an inexpensive water source for
irrigation. The City has a similar irrigation system operating in planter strips along portions of this corridor.

• Describe the proposed project and its relationship to the surface transportation system.
The Interurban corridor is a major aterial, connecting Inerstate 5 with Interstate 405 and the Southcenter
business and shopping districts. Increasing the efficiency of the corridor will help prevent back-ups and increase
the access to the Southcenter area. Interurban Ave S has been identified as a Pricipal Arterial within the
Metropolitan Transportation System in the 1995 MTP, improving the mobility along this corridor is essential to
maintaining access across the City. The proposed center median, with U-turn pockets and defined pedestrian
access will provide better service and improved streetscape aesthetic that is consistent with recent private
developments along the corridor.
Describe how the proposed project addresses the Enhancement activity criteria.
The proposed upgrades for this corridor will increase vehicular mobilty by reducing delay times and accident
frequency. Upgrades to intersections and business accesses will help the corridor function more efficiently and
make it more desireable to new business and drivers. Center medians will increase streetscaped aesthetics and
make the corridor more appealing to alternative modes of transportation. The center median, along with
illumination improvements, will clearly delineate pedestrian crossing locations to improve safety.
Describe how the proposed project improves the quality of life and enhances the travel experience for people
traveling by all modes.
The proposed improvements will make the Interurban Avenue S corridor function more efficiently for vehicles.
Planted center medians will incease vehicular safety, will keep pedestrians from crossing in dangerous locations
and will enhance aesthetics. Commuters travelling by bus will also see an increase in mobility as bus stop
locations are upgraded and relocated, making it easier for buses to merge with traffic and reducing transit delays.
The streetscape improvements will also make the travel experience for non -motorized users on the Duwamish
River trail, the regional trail that travels along the east edge of the roadway in this area.

Project Description
This project proposes to convert the existing two-way left turn lane to a
planted center median, to install u -turn pockets at intersections and busd
stop locations, pedestrian improvements, and to upgrade and
interconnect the signals along the corridor.

Recent Progress
To date a preliminary layout had been designed and presented to both the City of Tukwila Transportation Committee and the
Council of the Whole, where it was unanimously approved. A public meeting is scheduled for the beginning of October.

TRANSPORTATION ENHANCEMENT PROGRAM
Certification Acceptance (CA) Confirmation:
Certification Acceptance (CA) is a program in which the Federal Highway
Administration (FHWA) delegates authority to the Washington State Department
of Transportation (WSDOT) for approving project development and construction
administration on federal -aid projects. WSDOT has the option of further
delegating this authority to qualified agencies. All federal -aid projects must be
administered by a CA agency. Non -CA entities can apply for Transportation
Enhancement funding, but they must have a CA agency sponsor the project.
This sponsorship must be in place prior to applying for funds. All 39 counties in
Washington State have CA status, as well as approximately 60 cities, and the six
WSDOT Region Local Programs offices.
Non -CA entities must have this sheet signed by the CA agency that will
administer the proposed enhancement project. This signed confirmation must be
included with all project proposals submitted by non -CA entities.
