(c) "Cross means any physical arrangement whereby a public water supply is connected, directly or indirectly, with any other water supply system, sewer, drain, conduit, pool, storage reservoir, plumbing fixture or other device which contains or may contain contaminated water, sewage or other wastes or liquids of unknown or unsafe quality, which may be capable of imparting contamination to a public water supply as a result of backflow. (Ord. 951 §1(parr), 1975) 14.06.020 Cross - connections declared unlawful. The installation or maintenance of a cross - connection, which in the opinion of the Public Works Director or any staff member that he designates who is qualified in the protection of municipal water quality will endanger the water quality of the potable water supply of the City, is unlawful. (Ord. 951 §1(parr), 1975) 14.06.030 Backflow prevention devices to be installed. Backflow prevention devices, when required to be installed in the opinion of the Public Works Director or his designated representative, shall be installed and maintained by the service customer on any service connection to the City's w.ater supply system where said backflow prevention devices are necessary for the protection of the City's water supply. Use or operation of a private water supply system, contrary to the provisions of the ordinances of the City, or the laws of the State, or the rules and regulations of the State Board of Health regarding public water supplies where said private system is served by the City public water supply, is unlawful. All work performed in the construction of water systems shall be done only in accordance with City approved plans. The Contractor is required to maintain a set of approved plans and permits on the job site whenever work is being accomplished. Record drawings (see definitions) for public water systems, will be required at the completion of the project and prior to final acceptance. (ii) When a coliform MCL violation is determined, the purveyor shall: (A) Notify the department within twenty-four hours of determining acute coliform MCL violations; .(B) Notify the department before the end of the next business day when a nonacute coliform MCL is determined; and (C) Notify water system users in accordance with WAC 246 -290 -330. WAC 246- 290 -490 Cross - connection control. (1) General. • (a) Purveyors have the responsibility to protect public water systems from contamination due to cross - connectiors. Cross - connections which can be eliminated shall be eliminat- ed. The purveyor shall work cooperatively with local authorities to eliminate or control potential cross - connections. (b) The purveyor shall develop and implement a cross - connection control program acceptable to the department. The scope and complexity of the program shall be directly related to the size of the system and the potential public health risk. A department guideline titled Planning Hand- book is available to assist the utility in developing this program. The most recently published edition of the manual tided Accepted Procedure and Practice in Cross Connection Control - Pacific Northwest Section - American Waterworks Association shall be used as a resource to establish: (i) Minimum cross - connection control operating policies; (ii) Backflow prevention assembly installation practices; (iii) Backflow prevention assembly testing procedures; and (iv) Enforcement authority. Purveyors and local authorities shall have the option of establishing more stringent requirements. (c) The purpose of a cross - connection control program is to protect the health of water consumers and the potability of the public water system by assuring: (i) The inspection and regulation of plumbing in existing and proposed piping networks; and (ii) The proper installation and surveillance of backflow prevention assemblies when actual or potential cross- connec- tions exist and cannot be eliminated. (d) The cross - connection control program shall be included in the water system's plan under WAC 248 - 54-065 [Title 246 WAC —page 470] Title 246 WAC: Department of Health or small water system management program as outlined under WAC 248 - 54-196, whichever is appropriate. (e) When an existing cross - connection poses a potential health or system hazard, the purveyor shall shut off water service to the premises until the cross - connection has been eliminated or controlled by the installation of a proper backflow prevention assembly. The cross- connection control program manager for the department shall be notified when a service has been shut off. (2) Backflow prevention assembly installation and testing. (a) If a cross - connection cannot be eliminated, then: (i) An air -gap separation, reduced pressure principle backflow prevention assembly (RPBA) or a reduced pressure principle detector backflow prevention assembly (RPDA) shall be installed if the cross - connection creates an actual or potential health or system hazard. (ii) An air -gap separation, RPBA, RPDA, double -check valve backflow prevention assembly (DCVA), or double. check detector backflow prevention assembly (DCDA) shall be installed if the cross - connection is objectionable, but does not pose an unreasonable risk to health. (iii) A pressure vacuum breaker assembly (PVBA) or an atmospheric vacuum breaker may be installed where the substance which could backflow is objectionable but does not pose an unreasonable risk to health and where there is no possibility of backpressure in the downstream piping. (iv) Backflow prevention assemblies, appropriate for the degree of hazard or air gaps and in some cases both, shall be installed at the service connection or within the following facilities, unless in the judgment of the water purveyor and the department, no hazard exists: Hospitals, mortuaries, clinics, laboratories, piers and docks, sewage treatment plants, food and beverage processing plants, chemical plants using water process, metal plating industries, petroleum processing or storage plants, radioactive material processing plants or nuclear reactors, car washes, facilities having a nonpotable auxiliary water supply, and others specified by the department. (b) All installed RPBA's, RPDA's, DCVA's, DCDA's, and PVBA's shall be models included on the current list of backflow assemblies, approved for installation in Washington state, and maintained and published by the department. Backflow prevention assemblies in service, but not listed, shall remain in service provided the backflow prevention assemblies: (i) Are listed on the current Washington state - approved cross - connection control assembly list at the time of installa- tion; (ii) Are properly maintained; (iii) Are of a type appropriate for the degree of hazard; and (iv) Are tested and successfully pass the test annually. When unlisted assemblies are moved or require more than minimum maintenance, the unlisted assemblies shall be replaced by an assembly listed on the current approved model list. (c) All air gaps and backflow prevention assemblies shall be installed in accordance with the cross- connection control manual referenced under WAC 248 -54 -285 (1)(b) of this section. This facility serves as a showroom for potential Boeing Aircraft customers and is not open to the public. A typical customer group would range from 2 to 10 people maximum. The aircraft mockups duplicate the interior environment of the various aircraft and contain seating quantities that ranges from 30 to 100 seats. The seats are there to contribute to the overall interior effect. There is no intent or need to ever fill these to capacity and the mockups would not contain more than 10 people in a given mockup at one time. The area indicated as "Special Functions Area / Circulation" serves as a transition space for people moving from the front office area to a particular mockup and will not be used as an assembly space or reception area. Typically, there should not be more than 10 people within this circulation area at one time. 2. As previously discussed, the plan is revised to provide an opening between the front entry vestibule and the hallway adjacent to the conference room. 3. Included with the revised drawings are shop drawings for the portable ramp system, which gives more detailed information on the ramp construction, attachment/assembly methods, and shows the various configurations to accommodate each of the mockup entries. When a customer group schedules a visit to view a mockup, it will be determined if anyone requires ramp access into that particular aircraft mockup. The ramp would then be moved from the storage room to the special functions area and assembled in front of the applicable ramp entrance. Moving and assembly of the ramp would require two to three people and would take approximately one half hour. These mock -ups are built upon raised platforms that vary in height from 9" to 14" above the existing floor and are located in the warehouse portion of the tenant space. We are submitting a permit application and drawings for interior modifications to the space that includes constructing a room within the existing warehouse area that would link or connect to the mock -ups. This will provide more of a finished "showroom" or circulation area for potential Boeing customers (rather than walking around an unfinished warehouse). Please refer to the attached photographs showing the existing conditions. As indicated on the attached permit application drawings, we propose providing a 36" wide portable ramp to provide access up into the aircraft mock -ups by persons in a wheelchair or unable to use the stairs at each mock -up entrance. The ramp, as detailed on sheet A -4.1, would be constructed to comply with state accessibility code requirements (slope, width, handrails, etc.) and would be adjustable in height to accommodate the different platform heights. The ramp would also have an adjustable upper landing configuration to provide for a frontal or side approach into the mock -up as applicable. This facility is not open to the public. Visits by potential customers will be scheduled or arranged in advance. A designated employee at the facility will be responsible for determining in advance if ramped access is needed by anyone and would ensure that the portable ramp was set up in place at the mock -up to be viewed by the customers. Chapter 51 -40 of the WAC adopted the Uniform Building Code, and Chapters 51 -46 and 51 -47 adopted the Uniform Plumbing Code. Chapter 246 -290 of the WAC gives broad oversight responsibility to the Department of Health over the design, construction, and operation of public water systems in Washington. Chapter 16.04 of the Tukwila Municipal Code (TMC) adopted the Uniform Building Code, the Uniform Plumbing Code, and their amendments as the standards to be used for the protection of the health, safety and general welfare of the public governing the creation, construction, enlargement, conversion, alteration, repair, occupancy, use, height, sanitation, and maintenance of all buildings and structures within the City Of Tukwila. In addition to the aforementioned Uniform Codes, Chapter 14.04 of the TMC requires that the American Water Works Association Standards, the American Public Works Association Standards, and the Tukwila Public Works Department Standards (Infrastructure Design and Construction Standards) shall be met. Chapter 14.04 also applies to any and all water system installations. Chapter 14.06 of the TMC addresses the requirements associated with the installation of backflow prevention devices. 1 . Applicability Implementation • For New Connections • For Existing Systems All community water systems shall comply with the cross - connection control requirements specified in Washington State Department of Health Group A Public Water Systems guidelines and implement a cross - connection control program. The purpose of the cross - connection control program shall be to protect the public water systems from contamination via cross - connections. The program requires that the City Of Tukwila ensure that cross - connections between the distribution system and a consumer's water system are eliminated or controlled by the installation of an approved (listed in DOH Publication #331 -090) backflow device commensurate with the degree of hazard and that the devices are inspected and/or tested annually. The City Of Tukwila will ensure that all backflow prevention assemblies are models included on the current list approved for use in Washington State. For new connections, the City of Tukwila shall ensure that backflow protection, commensurate with the degree of hazard, is installed before water service is provided. The City of Tukwila will evaluate the existing service connection when the consumer applies for a Development Permit, including a Tenant Improvement (TI) Permit. The evaluation procedure will involve the following: (1) If the TI project includes any alterations to the existing plumbing system, then the entire plumbing system must be brought up to the current standards as set forth in the Uniform Plumbing Code, including the installation of an approved backflow prevention device. (2) If the TI project does not include any changes to the existing plumbing system, then such systems lawfully in existence at the time of installation may have their use, maintenance or repair continued if the use, maintenance, or repair is in accordance with the original design and location and no hazard to life, health or property has been created by such plumbing system. To determine if the existing system poses a health hazard, the City will query its database to see if an approved backflow prevention device is in place and if annual inspections and tests have been performed. Enforcement (a) If an approved device exists and it has been properly . maintained and tested, then no further action is required. (b) If an approved device exists, but there are no records that the annual tests have been performed, the consumer will be requested to have the device tested immediately. If the device passes the test, no further action will be required and the consumer will be reminded to have the tests performed annually and submitted to the City. (c) If the approved device fails the test, then a health hazard is deemed to exist and an approved backflow prevention device must be installed as part of the development project. If there is no record in the City's database that indicates the consumer has an approved device, and if inspection of the consumer's system verifies that an approved device does not exist, then a health hazard is deemed to exist and an approved backflow prevention device must be installed as part of the development project. When an existing approved device fails its annual test or an approved device does not exist, then a health hazard is deemed to: exist and the consumer will be required to install an approved backflow prevention device as part of their proposed development project. A permit will not issued until the approved device has been included in the project.
