Meeting Minutes

CALL TO ORDER: Committee Chair Griffin called the meeting to order at 5:00 p.m.

II. BUSINESS AGENDA
A. Zoning Code: Additional Proposed Housekeeoiniz Amendments
Staff is seeking approval from the Community Affairs and Parks Committee to forward on two Zoning Code
amendments to the Planning Commission for detailed review and recommendation.
At the May 11, 2009, Committee meeting, the Community Affairs Parks Committee forwarded several
Zoning and Subdivision Code Amendments to the Planning Commission. Staff would like to add two other
code amendments, as listed below, to the Planning Commission's review.
Transfer quasi-judicial land use matters to the hearing examiner, based on WCIA 2009 Annual
Review Audit Recommendation dated May 21, 2009.
Clarify the definitions of. hotel, motel and extended -stay lodging facility.
After Planning Commission review, items will return to the Community Affairs and Parks Committee prior to
proceeding to full Council for review, discussion and approval. UNANIMOUS APPROVAL. FORWARD
TO PLANNING COMMISSION FOR REVIEW AND RECOMMENDATION.
B. Update on Growth Targets
At the March 9, 2009, Community Affairs Parks Committee meeting, staff discussed trends regarding new
growth targets and this growth effect on the City's Comprehensive Plan.
This past June, King County released the King County Growth Targets Update with proposed housing and job
target ranges which will replace the existing 2001 -2022 targets /period with the 2006 -2031 targets /period.
The updated targets call for additional housing units that are expected to be planned for in the Tukwila Urban
Center, Tukwila Village and Tukwila International Station (Link Light Rail). Additional job targets are
expected to be met in the City's existing commercial and industrial districts. Staff noted that housing and job
targets do not include the potential Tukwila South annexation area. The Growth Management Planning Council
(GMPC) plans to adopt growth targets this September. No Council action is required at this time.
