8. Article 13 (c) Allows the Authority to charge a <br />"fair" premium for new cities as opposed to the same <br />rate for the first three years (as Tukwila signed <br />under). Rates are increasing at a faster rate than <br />anticipated, creating problems in spreading out the <br />charges among all participating cities. <br />9. Article 14 (c) Changes name of Insurance Manager <br />to Executive Director. <br />10. Article 15 (c) (4) Changes name of Insurance <br />Manager to Executive Director. <br />11. Article 16 (h) Allows for risk management audit to <br />be performed by the Executive Director, instead of <br />always going to the expense of hiring an outside <br />company. <br />12. Article 17 (a)- Allows for the City to have an <br />appointing official to select the City's representative <br />to the Board of Directors of the Authority. <br />13. Article 19 Allows for new cities' participation <br />anytime during the year, as opposed to "only at the <br />end of the fiscal year <br />At the present time the Authority consists of eighteen cities: <br />Mountlake Terrace <br />Mercer Island <br />Olympia <br />Lacey <br />Des Moines <br />Marysville <br />Kirkland <br />Kent <br />Tukwila <br />Ocean Shores <br />Aberdeen <br />Anacortes <br />Centralia <br />Medina <br />Monroe <br />Montesano <br />North Bonneville <br />Tumwater <br />In order for the Intergovernmental Agreement to change, all cities <br />must agree to the changes as listed. Six cities have already approved <br />the changes as presented. <br />
