I Utilization goals. Upon the completion of the disparity study called for in Ordinance <br />11564 and in coniunction with recommendations to the council resuiune from that stud. <br />3 and every three .ears thereafter. the administrator shall submit to the executive for <br />4 approval proposed utilization goals for the county for the following three year period. <br />5 Separate utilization goals shall be established for the use of minority businesses and for the <br />6 use of women's businesses. These utilization goals shall be established separately for each <br />7 of the following types of contracts: architectural and engineenng contracts. public work <br />8 contracts. service contracts. concession contracts, and tangible personal property contracts. <br />9 The utilization goals shall be transmitted with the minority and women's business <br />10 enterprises and contract compliance division's annual report to the council for approval. <br />11 Existing utilization goals shall remain in effect until newly submitted ones receive final <br />12 council approval. <br />13 A. The utilization goals shall be reasonably achievable. To the extent that relevant <br />14 information is available, the utilization goals shall be based on the following factors: <br />P2026 <br />15 1. By contract category, the number of firms certified by the State Office of <br />16 Minority and Women's Business Enterprises, seeking to do business with the county as <br />17 either prime or subcontractors: <br />18 2. By contract category, the total number of firms seeking to do business with <br />19 the county as either prime or subcontractors; <br />20 3. By contract category, the geographic area of competition; <br />21 4. By contract category, the capacity andior capability of certified minority and <br />22 women's businesses seeking to do business with the county compared with the capacity <br />23 andior capability of non minority and non women's businesses seeking to do business with <br />24 the county; <br />25 5. By contract category, the number of minorities and women with requisite <br />26 skills in related occupations; <br />27 6. By contract category, the affirmative action goals for minorities and women <br />28 in related occupations: <br />29 7.
