new Independent Supplies. Each Member's water comprehensive or system plan shall be <br />consistent with any plans adopted by Cascade, and shall be consistent with applicable <br />requirements of the Growth Management Act and comprehensive plans. <br />Section 8.2 Watershed Management Plan. Cascade may adopt Watershed <br />Management Plans, as appropriate, for the watersheds within its service area provided that a <br />Watershed Management Plan may take the place of, or may be incorporated into a Cascade <br />Water Supply Plan. In fulfilling its responsibilities for watershed management, Cascade may <br />enter into interlocal agreements with Non Member municipalities to engage in watershed <br />management, including development of Watershed Management Plans and the <br />implementation and financing of such plans. <br />Section 8.3 System Reliability Methodology. Cascade shall develop and adopt a <br />system reliability methodology for planning, operation and management purposes. Adoption <br />and amendments to the system reliability methodology shall require a 65% Dual Majority <br />Vote. <br />ARTICLE 9. Filings <br />This Contract must be filed with the King County Office of Records and Elections or <br />with any other applicable county auditor, in accordance with RCW 39.34.040, and must be <br />submitted for review by the Washington State Department of Health and the Washington <br />State Department of Ecology, in accordance with RCW 39.34.050. <br />ARTICLE 10.
