ILA h, <br /> 4 <br /> l <br /> 0 <br /> 2 90$ <br /> REQUEST FOR QUALIFICATIONS (RFQ) <br /> for <br /> Solid Waste and Recycling Collection Professional Services Contract <br /> Due February 23, 2011 by 5:00 p.m. Pacific Standard Time (PST) <br /> The City of Tukwila "City is soliciting written statements of qualification from qualified <br /> consultants who are interested in being considered to perform level of service and rate <br /> analysis, and other professional services related to solid waste and recycling <br /> management for the City. <br /> PROJECT DESCRIPTION <br /> The City currently provides commercial, multi family and residential solid waste and <br /> recycling services through a contract with a private collection company. The City <br /> periodically reviews rates, coordinates customer issues, and works with the commercial <br /> hauler to provide quality and cost effective services to residential, multi family and <br /> commercial customers. The contract runs through April 30, 2012 and the City is <br /> evaluating service, rate and contract options that best meet Tukwila's needs for at least <br /> the next five or more years. <br /> SCOPE OF SERVICES <br /> Under the direction of the City, the consultant may be required to perform the following <br /> services: <br /> Perform a comparative analysis of the City's residential, mufti-family, and <br /> commercial garbage, recycling and yard waste collection services and rates. <br /> Comparative analysis should be accomplished using comparable rates and <br /> services from surrounding jurisdictions including the cities of Auburn, Federal <br /> Way, Sea -Tac, Kent and Renton. <br /> Analyze the potential impacts of implementing universal (mandatory) solid waste <br /> and recycling services on rates, illegal dumping and service levels. <br /> Conduct a community needs assessment and provide support for public input <br /> and involvement processes. Present technical information to staff, committees <br /> and elected officials. <br /> Provide analysis of financial, service and other impacts from changes to the <br /> garbage, recycling and yard waste collection systems including every other week <br /> Page 1 of 3 <br />
