TRAFFIC IMPACT ANALYSIS - TECHNICAL MEMORANDUM (CONTINUED) <br />• 26 percent from northbound TIB <br />• 17 percent from westbound S 144th Street <br />• 14 percent from eastbound S 144th Street <br />For Phase 2 pass -by trips, the uses are set -back from TIB and much more likely to draw traffic only from S 144th <br />Street. Given that, the Phase 2 pass -by traffic was distributed as follows: <br />• 54 percent from westbound S 144th Street <br />• 46 percent from eastbound S 144th Street <br />Lastly, because the project site provides non - motorized system improvements in project vicinity, crosswalk <br />volumes were projected to increase by 50 pedestrians per hour with the completion of the project. For <br />comparison, 50 pedestrians per hour represents the difference between the values suggested for assuming the <br />number of pedestrians per hour in a rural area (zero pedestrians per hour) and a suburban area (50 pedestrians per <br />hour). These values were documented in in the National Cooperative Highway Research Program (NCHRP) <br />Report 599 — Default Values for Level of Service and Highway Capacity Analyses.
