City of Tukwila <br />Planning Commission <br />Board of Architectural Review(BAR) Meeting Minutes <br />Date: April 24, 2014 <br />Time: 6:30 PM <br />Location: City Hall Council Chambers <br />Present: Chair, Louise Strander; Vice Chair, Mike Hansen Commissioners, Thomas McLeod, <br />Brooke Alford, Miguel Maestas, and Nhan Nguyen <br />Absent: Commissioner, Sharon Mann <br />Staff: Minnie Dhaliwal, Planning Supervisor; and Wynetta Bivens, Planning Commission <br />Secretary <br />Minutes: Commissioner Alford made a motion to approve the March 27, 2014 minutes. <br />Commissioner Maestas seconded the motion. Commissioners McLeod and Hansen <br />abstained as they were not present at the March meeting. The motion was approved with <br />four in favor. <br />Chair Strander called the public hearing to order. She welcomed the new Planning Commissioner, Nhan <br />Nguyen to the board. She also swore in those wishing to testify. <br />At 6:30 PM Chair Strander opened the public hearing. <br />CASE NUMBER: L13 -0063 <br />APPLICANT: Omied Pazooki <br />REQUEST: Design review approval for development of five townhomes with associated <br />access, utilities, and landscaping. <br />LOCATION: 3726 Southcenter Blvd. (tax parcel number 0043000197) <br />Minnie Dhaliwal, Planning Supervisor, Department of Community Development asked the <br />Commissioners the appearance of fairness questions. There were no disclosures from the Commissioners <br />and no one objected to the any of the Commissioners hearing the case. <br />Ms. Dhaliwal gave an overview of the project utilizing a PowerPoint presentation. She explained the site <br />layout which consists of two buildings with a total of five dwelling units on individual lots, common <br />access, and utility easements. The individual lots will be created by a short plat process, which will be <br />approved administratively, subsequent to the Board's design review approval. Access to the property is <br />through a shared auto - court. Since the applicant was unable to obtain a shared access easement from the <br />adjacent property owner they are providing their own access from Southcenter Boulevard. <br />The following are some of the issues with the project: <br />• Grade changes are necessary to meet the Fire Department's requirements; <br />• The applicant has not finalized the selection of the patterned pavement, which staff is requesting <br />be deferred and approved administratively when the building permit is issued; <br />
