Sabey Corporation Comprehensive Plan Amendment August 9, 2007 Page 6 <br /> How the potential commercial development on the subject site will effect other <br /> commercial uses in Tukwila <br /> ORGANIZATION OF THE MEMORANDUM <br /> The remainder of the memorandum is organized as follows: <br /> Framework for evaluation summarizes the procedures and criteria for amending <br /> Tukwila's Comprehensive Plan and Zoning Code that are addressed in this memorandum. <br /> Analysis provides answers for each of the questions presented in the Framework section. <br /> SCOPE OF THE EVALUATION <br /> Sabey Corporation has applied for a Comprehensive Plan Amendment on the subject property. <br /> Tukwila has procedures and criteria for amending its comprehensive plan and Zoning Code, <br /> which note that "The burden of proof to demonstrate that a change to the Comprehensive Plan or <br /> Zoning Code is warranted Iies solely upon the proponent. An application to amend Tukwila's <br /> Comprehensive Plan must address the criteria specified by the City in its "Application for a <br /> Comprehensive Plan Amendment." <br /> This memorandum is not the Sabey Corporation's application, which is being submitted <br /> separately and addresses all of the criteria. Rather, this memorandum supports that application by <br /> addressing in more detail the following criteria for the Comprehensive Plan Amendment: <br /> Explain why the proposed change is the best means for meeting identified public need <br /> and describe other options for meeting the public need. <br /> Explain why the proposed change will result in a net benefit to the community or the type <br /> of benefit that can be expected. <br /> Describe the anticipated impacts of the change, including the geographic area affected <br /> and the issues presented by the proposed change. <br /> Explain why the current comprehensive plan or development regulations are defective or <br /> should not continue in effect. <br /> Describe how the proposed amendment complies with applicable Countywide Planning <br /> Policies. <br /> Describe what changes would be required in the Zoning Code. <br /> In addition to requesting a change in the Comprehensive Plan, Sabey Corporation will also need <br /> to request a change to Tukwila's Zoning Code. An application to amend Tukwila's Zoning Code <br /> must address criteria presented in the application for a Zoning Code Amendment.
