Sabey Corporation Comprehensive Plan Amendment August 9, 2007 page 5 <br /> Previous studies documented regional economic trends in support of the proposed amendments.' <br /> A Johnson Gardner study made the following findings about regional economic trends: <br /> The subject property has unique qualities that support the change in uses, including the <br /> site's size, visibility, multiple modes of access, nearby industries, and the potential for <br /> growth in King County. <br /> Growth in manufacturing, particularly heavy industrial activity, will be stagnant over the <br /> medium- and long -term periods in King County and the Puget Sound region. <br /> The combination of increasing costs of industrial land and outflow of traditional heavy <br /> industry create disadvantages for future use of the subject property by a new <br /> manufacturer or other firm that needs traditional industrial space. <br /> Forecasts and plans by the State of Washington, the Puget Sound Regional Council, and <br /> the Prosperity Partnership expect heavy 'industry to continue to be important to the <br /> regional economy but expect a long-term decline in heavy manufacturing and are <br /> planning to encourage growth in technical and scientific industries. <br /> The current zoning of the property (NGCIH) creates barriers to redeveloping the subject <br /> property for uses compatible with the expected regional growth in high -tech, scientific, <br /> research, and commercial services industries. <br /> PURPOSE OF THE MEMORANDUM <br /> This memorandum provides supporting documentation to Sabey Corporation's application for a <br /> Comprehensive Plan Amendment and zoning change on the subject property. It addresses <br /> specific questions pertaining to the potential impacts of a Comprehensive Plan Amendment and <br /> zoning change on the subject site. In short, the purpose of this memorandum is to describe local <br /> industrial, commercial, and retail land -use trends that affect future uses of the site, and how (and <br /> whether) the Comprehensive Plan Amendment would impact the city's planning efforts. <br /> The City of Tukwila is concerned about the impact of the proposed Comprehensive Plan <br /> Amendment on existing industrial land and existing and planned commercial uses within its city <br /> limits. The City is especially interested in the potential impacts of the proposed Comprehensive <br /> Plan Amendments on the Tukwila Manufacturing4ridustrial Center OUC) and the Tukwila <br /> Urban Center (TUC), as well as strategies to mitigate any potential impacts.
