City Council Community Development & Neighborhoods Committee <br />COMMUNITY DEVELOPMENT & NEIGHBORHOODS COMMITTEE <br />Meeting Minutes <br />February 13, 2017- 5:30 p.m. - Hazelnut Conference Room, City Hall <br />Councilmembers: Kathy Hougardy, Chair; Verna Seal, Kate Kruller <br />Staff: David Cline, Jack Pace, Carol Lumb, Nora Gierloff, Robert Eaton, Andrea <br />Cummins, Laurel Humphrey <br />Guest: Wayne Werle, resident; Joanna Nelson de Flores, Forterra <br />CALL TO ORDER: Committee Chair Hougardy called the meeting to order at 5:30 p.m. <br />I. ANNOUNCEMENT <br />II. BUSINESSAGENDA <br />There was consensus to consider the landscaping regulations as the first order of business. <br />A. Ordinances Updating Landscaping_ Regulations <br />Staff is seeking Council approval of three ordinances that would amend Tukwila Municipal <br />Code Title 18 to update landscaping regulations in conformance to the Natural Environment <br />chapter of the Comprehensive Plan and move provisions unrelated to landscaping to more <br />appropriate areas in the Code. This proposal is also informed by recommendations from the <br />Tree and Environment Advisory Committee developed between 2012 and 2013 as well as input <br />from the Planning Commission. Staff described the proposed changes in detail and the <br />Committee asked clarifying questions. Due to the number of amendments the Committee <br />chose not to make a recommendation to allow themselves more time for review prior to the <br />Committee of the Whole discussion. Chair Hougardy requested color copies of the marked up <br />code sections referenced by staff. NO RECOMMENDATION. FORWARD TO FEBRUARY 27, <br />2017 COMMITTEE OF THE WHOLE. <br />B. Resolution: Adopting the Green Tukwila 20 -Year Plan <br />Staff is seeking Council approval of a resolution that would adopt the Green Tukwila 20 -Year <br />Stewardship Plan, which was developed in partnership with Forterra over a period of two years. <br />The Plan outlines strategies for caring for parks and open spaces in Tukwila and includes goals, <br />timeline and objectives in the categories of Field, Community and Resources. Councilmember <br />Kruller requested a copy of the cost projections referenced by staff with regard to figure 14 on <br />page 52 of the draft. UNANIMOUS APPROVAL. FORWARD TO FEBRUARY 27, 2017 <br />COMMITTEE OF THE WHOLE. <br />
