One bid was received and <br /> opened OD April 5' 2017 from Orion Marine Contractors, Inc.for$8'90O'SO5.00 (see attached bid tabu|8kiOn).The Engineer's <br /> Estimate was$2'57O'OSOUO and the available construction budget in the 2017C|PiS$2.880.00O.O0. <br /> ANALYSIS <br /> Staff has certified the bid and did not find any errors. The bid received is significantly higher than the Engineer's Estimate and <br /> 8O analysis (f the project dSsignandbidph:8Gw8sCOOducted. Thgn3w@anoxing|or8a80ntOexp|8iOwhythRbidw@G0O[g <br /> than 50% above the Engineer's Estimate, but staff and the design COnGU|t8O[ David Evans and Associates (DFA)' Gp8CU|818 <br /> that the lack Of other bidders may b8 the reason 8S well 8S@O over-abundance Of projects biddiOgatth8S808h08.AO8O8|yuiS <br /> of the Engineer's Estimate was also conducted based UO [8C8Ot bid r88U|tS from the area and this 8n8|yGiG did not reveal any <br /> significant issues with the estimate nor reasons to think that it did not accurately reflect the likely cost of constructing the project <br /> in 8 competitive bidding environment. <br /> DEA also looked for reasons that only one bid was received. The new bid ad date should allow additional time and flexibility to complete the project. <br /> FISCAL IMPACT <br /> Rejecting the bid does not have 8fiO8OCi8| impact in and of dG8|f^ but it will n8GU|t in 8ddidOOG| design costs k) repackage it as <br /> well 8G the additional costs for advertising.
