CONDITIONAL USE PERMIT <br />Tukwila School District requests approval of a conditional use permit to allow the Foster High <br />School expansion, Birth to Kindergarten Learning Center, and related improvements in the Low - <br />Density Residential (LDR) zone. Conditional use permits are utilized as a way to establish <br />review and permit approval procedures for unusual or unique types of land uses which due to <br />their nature, require special consideration of their impact on the neighborhood and land uses in <br />the vicinity. <br />Criteria for Approval <br />The proposed project must comply with criteria detailed in the Conditional Use Permit Chapter <br />of the Tukwila Municipal Code (TMC 18.64.050). The applicant's response to the conditional <br />use permit criteria is Attachment H to this staff report. Staff makes the following findings using <br />the Code's conditional use permit criteria (TMC 18.64.050) listed in italics: <br />The proposed use will not be materially detrimental to the public welfare or injurious to <br />the property or improvements in the vicinity of the proposed use or in the district in which <br />the subject property is situated. <br />f:: Ster" Foster High School has operated at its current location since at least 1952. It serves the <br />students of Tukwila, and also functions as a community gathering place, renting the sports fields <br />and Performing Arts Center to other organizations for non - school functions. Foster High will <br />continue to be an asset to the public welfare, and will not be detrimental or injurious to the <br />property or neighborhood. <br />The expanded Foster High School will be even better able to serve students' needs in future <br />years, with technological improvements and facilities modernizations fueling STEM (Science - <br />Technology- Engineering- Arts -Math) learning. <br />B2K" The B2K Center is a new use proposed on a site currently used to house sports fields for <br />Foster and Showalter students. As with Foster High, the B2K Center will serve the students and <br />families in Tukwila. Unlike Foster, the B2K Center will not be open after school hours or <br />available for community functions outside of the student population the school will serve. The <br />use of the site for a public school for infants and young children will not be materially detrimental <br />to the public welfare or improvements in the neighborhood. <br />2.
