Parking Reduction <br />The applicant requests a variance to reduce the number of off - street parking spaces required at <br />Foster High School from 440 to 174.There are currently 241 parking spaces and with the <br />expansion they are proposed to be reduced to 174 spaces. No student enrollment increases are <br />anticipated with the expansion. Per TMC 18.56, the parking requirement for high schools is 1 <br />space per staff member, plus 2 spaces for every 5 students or visitors. The current enrollment is <br />878 students and 87 staff members. The District proposes to use parking at Showalter Middle <br />School and B2K for special events such as when the Performing Arts Center is rented out to <br />community groups, when parking demand exceeds Foster's supply. The variance is needed due <br />to a reduction in area available for parking created by the expansion of the high school footprint <br />and the reconfiguration of the sports fields. <br />In 1989, a cooperative parking agreement between the School District and the Tukwila Pool (89- <br />1-SPE) was approved, allowing 282 parking spaces to be shared between pool customers and <br />the High School, with a secondary parking lot to be created later, creating an additional 62 <br />parking spaces. Critical to approval of the parking agreement was data demonstrating the <br />underutilization of the existing 160 parking spaces onsite. <br />Because the number of parking spaces and configuration was approved in 1989 but doesn't <br />meet current zoning requirements, the parking is considered legally nonconforming. Chapter <br />18.17- Nonconforming lots, Structures and Uses states that when a change of use occurs <br />requiring an increase in parking by an increment less than 100 %, then the requirements of the <br />Off - Street Parking and Loading regulations apply to only the new parking required.
