Transportation & Infrastructure Committee Minutes........................................................................................... August 29, 2017 <br />Councilmember Quinn suggested bringing the Council a budget proposal for a City-wide <br />traffic calming plan that addresses key speeding issues in different areas that would be cost <br />effective. Councilmember Duffie asked where the main speeding problems are in the city. <br />Staff will follow up with the Police Department to address this question. <br />b) Portable speed display and collection signs. <br />Staff updated the committee on the portable speed signs, which are moved around to <br />different areas of the city and collect speed data. <br />c) Speeding on South 148th Street and 461" Avenue South <br />The Committee was briefed on an engineering analysis of this intersection from 2014. At <br />that time, it was determined that a request for a 4 -way stop was not warranted per <br />engineering standards, but the City did install an additional stop and reflectorized <br />guideposts on 46' Avenue South. Additional pedestrian warning signs were also installed. <br />Stop signs are not intended to control speeds and unwarranted stops are often ignored by <br />drivers. The Police Department has stepped up patrols and enforcement at that <br />intersection based upon the recent public comments. Speed cushions may be an option for <br />this area. <br />d) Status of South 144th Street Phase II Construction Project <br />This project was delayed because of Seattle City Light and the Contractor's electrical <br />subcontractor, but is making progress again. One lane westbound is scheduled to be <br />reopened to traffic on 9/1/17.
