2 <br />Page 2 <br />Public Hearing Minutes <br />August 24, 2017 <br />Robin Tischmak suggested that PSRC was looking at a more regional level. This led to discussion of scale <br />of review. <br />Discussion over the next opportunity to do a traffic analysis for TIB or to update Comp Plan to reflect <br />changes in development. <br />Vice Chair Nguyen Public comment requested by chair, hearing none, hearing was closed. <br />Commission deliberated <br />Commissioner Hansen made a motion to approve document as presented <br />Commissioner Martinez seconded the motion. <br />Motion passes. <br />PLANNING COMMISSION WORK SESSION <br />TOPIC: Tukwila International Blvd (TIB) Subarea Plan <br />FILE NUMBERS: L16-0080, L16-0078, L16-0079 <br />ISSUE: What changes in Land Use and Zoning should be made to implement the <br />Comp Plan for the TIB Neighborhood <br />LOCATION: TIB Study Area <br />STAFF: Lynn Miranda & Moira Bradshaw, Senior Planners <br />Moira Bradshaw This is the next phase of the TIB Subarea plan following the CNU Charrette. We are <br />working with the CNU & to implement public recommendations. After this work session, these <br />proposed changes will be brought to the public. There is a moratorium on hotels, motels, extended <br />stays, and auto oriented uses on TIB for the next six months in anticipation of code changes and to <br />prevent new non -conforming uses. There is a hearing on these changes proposed for September 5th, <br />2017. <br />New zoning proposed: TIB 1, TIB 2 & TIB 3. Also proposed shifting zoning tables to have more weight <br />on type and impact of a use as opposed to the category of a business. <br />Extensive Discussion Items: <br />Traffic Study - What is the holdup? Why do we work with one consultant? <br />Staff - We have to work with the one consultant that has the modeling of our city and we are working <br />around their schedule. <br />Reviewing overlays of zoning changes on screen. <br />TIB 3: Most urban area, has access to multi modal transit to promote infill with more intense type of <br />housing and commercial uses. Activated uses on ground floors intended to promote <br />walkability. <br />TIB 2: Tukwila village area, have a broader range of housing types permitted, and uses that are <br />compatible with neighboring single family residential areas. <br />TIB 1: Residentially focused with uses that are of a scale that would service residential <br />
