ANNOUNCEMENT <br />II. BUSINESS AGENDA <br />A. Interlocal Agreement Amendment: FEMA Urban Search and Rescue Response System <br />Staff is seeking Council approval of an amendment to an interlocal agreement with Pierce <br />County to memorialize procedure and methodology for deployment and reimbursement of in- <br />state disaster and emergency mobilizations. Tukwila has participated in Washington Task <br />Force 1 of FEMA Urban Search and Rescue since its inception in 1991 and personnel have been <br />to several national disasters and emergencies. The 2014 experience in OSO revealed the <br />reimbursement process to be cumbersome due to lack of a formalized agreement. Under this <br />amendment all authorized mobilizations will be reimbursed. UNANIMOUS APPROVAL. <br />FORWARD TO NOVEMBER 20, 2017 REGULAR CONSENT AGENDA. <br />There was consensus to consider the legislative agenda as the next order of business. <br />B. Resolution: 2017 Legislative Agenda <br />Staff is seeking Council approval of a resolution that would adopt a legislative agenda for use <br />during the 2018 Washington State Legislative Session. The agenda includes items in the <br />categories of Transportation & Infrastructure, Housing & Human Services, Shared Revenue, <br />Revenue Reform, Streamlined Sales Tax Mitigation, Education, and Law Enforcement. The <br />City's state lobbyist, Jennifer Ziegler, will attend the November 20 Council meeting to present <br />a legislative session preview. Staff also asked for Committee approval to add an item to <br />preserve the flexibility in the definition of "tourist," as a bill was considered last session that <br />would have changed "tourist" to be visitors from more than 50 miles away or from a different <br />state or country. This would inhibit Tukwila's ability to attract day visitors with lodging tax <br />fund. Councilmember Quinn asked that an item be added relating to monitoring the effect of <br />the McCleary decision and changes to education funding to ensure that Tukwila students are <br />benefiting. The Committee agreed with this addition. The draft legislative agenda will also be <br />
