Public Safety Committee Minutes November 6, 2017 <br />presented to the Community Development and Neighborhoods Committee, which may have <br />additional changes before it goes to Committee of the Whole. UNANIMOUS APPROVAL AS <br />AMENDED. FORWARD TO NOVEMBER 13, 2017 COMMITTEE OF THE WHOLE. <br />C. 2017 3rd Quarter Police Department Report <br />Chief Linton updated the Committee on items of interest in the 3rd quarter, including staffing, <br />recognitions, community outreach, significant operations and events. Statistics indicate that <br />crimes were at or below average. INFORMATION ONLY. <br />D. Contract: General Contractor Construction Management for Public Safety Plan <br />Staff is seeking Council approval of a contract with Lydig Construction in an amount not to <br />exceed $372,000.00 for preconstruction services for the three fire station projects in the Public <br />Safety Plan. Lydig was selected from four proposals and three interviews due to its strengths <br />and qualifications. In addition, Lydig scored very highly with regard to its commitment to <br />working with disadvantaged business enterprises, of which Council has asserted strong <br />support. The Council's Program Management Quality Assurance (PMQA) consultant also <br />reviewed and recommends approval of the contract. UNANIMOUS APPROVAL. FORWARD TO <br />NOVEMBER 13, 2017 COMMITTEE OF THE WHOLE. <br />E. Due Diligence Contracts for Public Safety Plan <br />Staff is seeking Council approval of contracts relating to survey, geotechnical, and <br />environmental analysis services for potential properties selected to implement the Public <br />Safety Plan. The City proposes to contract with Sound Earth Strategies for environmental <br />evaluation services in the amount of $111,937 and with Bush Roed & Hitchings, Inc. (BRH) for <br />surveying services in the amount of $57,400. Because staff needs a little more time for one of <br />the firms to respond to the request for geotechnical analysis, Staff asked for Committee <br />permission to take that contract directly to the Committee of the Whole on November 13. After <br />reassurance that the extra time would ensure an equitable process, the Committee agreed. <br />Councilmember Quinn asked to ensure that the Council's Program Management Quality <br />Assurance Provider would have the opportunity to weigh in on the contracts.
