City of Tukwila <br />Public Works Department - Robin Tischmak, Acting Director <br />Allan Ekberg, Mayor <br />INFORMATIONAL MEMORANDUM <br />TO: Transportation and Infrastructure Committee <br />FROM: Robin Tischmak, Acting Public Works Director <br />BY: Steve Carstens, Senior Program Manager <br />CC: Mayor Ekberg <br />DATE: January 19, 2018 <br />SUBJECT: Boeing Access Road Bridge over Airport Way Seismic Retrofit <br />Project No. 91310407 <br />Acceptance of BRAC Grant Funding <br />ISSUE <br />Accept a federal grant from the Bridge Replacement Advisory Council (BRAC) to provide seismic <br />upgrades for the Boeing Access Road Bridge (BAR) over Airport Way in the amount of $2,981,055.00. <br />BACKGROUND <br />The BAR is the principal arterial connecting I-5 and East Marginal Way South. It is considered regionally <br />significant and is included on the National Highway System (NHS) for access to the Boeing Company <br />and the King County Airport at Boeing Field. The BAR Bridge over Airport Way is the only remaining <br />structure on the BAR corridor that has not been seismically upgraded. This improvement would allow the <br />entire corridor to be seismically resistant during a seismic event. <br />DISCUSSION <br />In 2017 the City applied for BRAC grant funds to construct seismic improvements to the BAR Bridge over <br />Airport Way and was subsequently selected for funding. City policy requires Council acceptance of grant <br />funds. <br />FINANCIAL IMPACT <br />The federal funding letter states that the project requires a 13.5% local match, but if construction is <br />authorized by December 2020, the project is eligible for 100% federal funding.
