City of Tukwila <br />Public Works Department - Henry Hash, Director <br />INFORMATIONAL MEMORANDUM <br />TO: Transportation and Infrastructure Committee <br />FROM: Henry Hash, Public Works Director /V,/ <br />BY: Steve Carstens, Senior Program Manager <br />CC: Mayor Ekberg <br />DATE: March 23, 2018 <br />SUBJECT: Strander Blvd/SW 27th St Extension Phase 3 Project <br />Project No. 98610403 <br />Grant Applications <br />Allan Ekberg, Mayor <br />ISSUE <br />Authorize the submittal of a grant application to the Puget Sound Regional Council (PSRC) to fund <br />construction of the Strander Blvd/SW 27th St Extension Phase 3 Project. Also authorize staff to pursue <br />additional grants and funding, which may include Transportation Improvement Board (TIB), King <br />County Metro, Sound Transit, UP and BNSF Railroads, Tiger Grants, and the City of Renton. <br />BACKGROUND <br />The Strander Blvd Phase 3 Project is currently under design with federal grant funding. Additional <br />funding is needed for construction. PSRC has issued a Call for Projects inviting qualified applicants to <br />apply for available grant funds. Current City policy requires approval by the appropriate Committee <br />before applying for grants. The final grant application is due April 19, 2018. <br />DISCUSSION <br />In 2016, Tukwila submitted an application to PSRC for the Strander Blvd Extension Phase 3 Project. <br />While it was unsuccessful, Strander was the highest scoring project that was not selected for funding. <br />City staff met with the PSRC to discuss the project and how it could be improved for successful funding. <br />Changes have been incorporated to the project design and the funding package to improve the success <br />of obtaining a grant. PSRC appears particularly interested in this project as it has been deemed a <br />project of "Regional Significance". The amount of the PSRC grant request would be $4.76 million. <br />FISCAL IMPACT <br />The Strander Blvd/SW 27th St Extension Phase 3 Project is included on the City's CIP. PSRC funding <br />requires a minimum 20% local match from the City. Current funding for the construction phase includes <br />FMSIB, WSDOT Transportation Budget, and Fastlane grants amounting to $10.5 million.
