Page 11 <br />Public Hearing Minutes <br />June 22, 2017 <br /> <br />2) Conditional Use Permit <br /> <br />Condition #4 for B2K, revised language, “to ensure adequate emergency vehicle access at all times at B2K the <br />area between the western edge of the turnaround and the on-site crosswalk located on the school <br />campus shall be striped and signed as “No Parking” using standard signing and striping for fire <br />lanes As part of the Traffic Management Plan a site circulation will be prepared and include <br />provisions for informing parents where to park, where not to park, and how to circulate around the <br />site during pick-up and drop-off times. Additionally, the south end of the parking lot shall be <br />posted for “Staff Parking Only” to minimize queue and parking conflicts.” <br /> <br />Commissioner Mann <br /> made a motion to approve Case Number L17-0015, Conditional Use Permit with <br />staff’s recommendations, based on findings and conclusions, and conditions in the staff report prepared for <br />the June 22, 2017 meeting, and amended condition #4. Commissioner Martinez seconded the motion. All <br />were in favor. <br /> <br />3) Design Review <br /> <br />The following conditions pertaining to Foster High School were read: <br />Condition #3A – Revised language, “For the STEAM addition incorporate a reveal or indentation at least <br />5’7” wide by 2’ deep at the point where the STEAM addition connects to the academic <br />wing.” <br />Condition # 3B – Revised language, “It is not clear what the gray metal frame extending over the STEAM <br />rooms accomplishes. Consider removing or reducing that element to make the two <br />buildings more compatible, or at least make the new addition less prominent, or extend <br />the parapet past the modulated north façade maintaining a uniform roof line. This option <br />will visually “cap” the STEAM addition, further defining and distinguishing the addition <br />from the dominant brick facades of the school.” <br />th <br />Condition # 3C – Revised language, “For the south façade facing S. 144 St. create a vertical setback notch <br />or reveal, at least 10’wide by 1’2” deep between the existing and new building thus <br />visually separating the two structures.” <br />Staff and the applicant did not come to an agreement <br />Condition #3D – , staff recommended deferring to <br />the building permit stage. <br />nd <br />Condition #4 – Revised language – “Landscaping the planting strip between the bus loop and 42 Ave S. <br />with landscaping appropriate to the location.
