Page 2 <br />Public Hearing Minutes <br />June 22, 2017 <br /> <br />I. STAFF PRESENTATION <br /> <br />Lindsay Brown <br />, Assistant Planner, Department of Community Development, gave the presentation for <br />staff utilizing a PowerPoint to give an overview of the proposed project for both Foster High School and the <br />infants through kindergarten children (B2K) site. The proposal included review of the Conditional Use <br />Permit, Variance application, and the Design Review application for landuse approval. The Conditional <br />Use Permits and Variances are landuse approval processes and normally heard by the Hearing Examiner. <br />However, there is a section in the Tukwila Municipal Code (TMC) that allows the applicant to request that <br />all landuse permit processes be combined under one hearing of the highest body. Site characteristics and the <br />proposal were described. <br /> <br />Staff also gave an overview of the review criteria, highlighting concerns and recommended conditions of <br />approval. Staff’s recommended conditions are listed in the staff report dated 6/22/17. Staff noted that John <br />Owen, Consultant, Makers Design, did peer review for architectural design and helped with some <br />recommendations to ensure the building designs for the schools are as compatible as possible. Staff said <br />they did not receive sample materials for the netting, fencing, and benches proposed for the Foster site, so <br />they recommended administrative review of those miscellaneous materials at the time of the building <br />permit. The applicant applied for a sign variance to keep their electronic sign located in front of Foster. <br />Also, since the application for sign variance was received later, the Hearing Examiner will hear it, later. <br /> <br />Staff noted that they met with the school district prior to the hearing and agreed on some revisions to the <br />recommended conditions listed in the staff report. Staff said that the applicant will walk through the <br />changes they are requesting. <br /> <br />Additionally, staff stated the Commission were provided an electronic and paper copy of a public comment <br />received by email, dated June 15, 2017. <br /> <br />II. APPLICANT’S PRESENTATION <br /> <br />1) Variance: <br /> <br />Jeff Fenney <br />, Project Manager, for the applicant, introduced their team. Mr. Fenney provided some <br />background on the parking data, and said the reduction was a lot smaller than projected. He said, staff <br />recommended they remove additional parking spaces to eliminate the netting, and that has been done. He <br />said of the two peaks that have happened in the past to cause parking problems, the big one is gone <br />(graduation will not be at Foster in the future) and they have enough parking to accommodate the other <br />annual event. <br /> <br />Mr. Fenney said they met with City staff today regarding the variance. They are requesting the 350-limit for <br />special event permit be increased to 800, and they will make sure any vendors using the site are aware of the <br />requirements. <br /> <br />Edward <br /> Koltonayla, Consultant, Gibson Traffic, for the applicant, provided an overview on their proposed <br />parking, and the estimated number of occupied parking spaces. He said the applicant is opposed to obtaining a <br />special permit from the City for special events. <br /> <br /> <br /> <br />
