Page 3 <br />Public Hearing Minutes <br />June 22, 2017 <br /> <br />Patrick Mulany, <br />Landuse Attorney, Foster Pepper, for the applicant, asked Mr. Koltonayla to comment on the <br />ability for on-site parking to allow 800 attendees without impacting off-site parking. <br /> <br />Edward Koltonayla <br />, Consultant, Gibson Traffic, for the applicant said, the parking management plan will <br />allow for comfortably accommodating 800 expected attendees on-site. <br /> <br />Pat Larson <br />, Principal, Foster High School, said that 350 is half of the seating capacity in the Performing Arts <br />Center. She said 800 capacity was a good round number they do not exceed. <br /> <br />Kevin Flanagan <br />, for the applicant, gave an overview of the site plan for B2K. <br /> <br />2) Conditional Use Permit <br /> <br />Lisa Klein <br />, the applicant, walked through the staff recommended conditions that they were opposed to, and <br />provided some proposed language: <br /> <br /> Condition #3 – (B2K) add the language that the south parking spaces are marked “for staff and faculty <br />only” <br /> <br /> Condition #4 – (B2K) the applicant requested revising the language to read, <br />“to ensure adequate emergency vehicle access at all times at B2K the area between the western edge <br />of the turnaround and the church property and the on-site crosswalks located on the school campus <br />should be striped and signed as “No Parking” using standard signing and striping for Fire Lanes. As <br />part of the Traffic Management Plan a site circulation plan will be prepared and shall include <br />provisions for informing parents where to park, where not to park and how to circulate around the site <br />during pick-up/drop-off times. “ <br /> <br />3) Design Review: <br /> <br />Lee Fenton <br />, BLRB Architects, for the applicantwalked through and gave an overview of the proposed <br />addition. <br /> <br /> Condition #3d – (Foster) the applicant said they prefer not to extend the frieze pattern on the existing <br />southern façade to the auxiliary gym building above the southern elevation; he said if the commission <br />wants to keep the frieze pattern that hopefully they can work together to modify staff’s <br />recommendation in some subtle way to achieve that goal. <br /> <br /> Condition #5 – (Foster) request, staff and the applicant come up with other options to replace the blue <br />color concrete panel and it is approved administratively. <br /> <br />Lisa Klein <br />, the applicant addressed: <br /> <br /> Condition #4, (Foster) related to landscaping, revision requested, if trees are required, then lower height <br /> <br />trees be approved. <br /> <br />Kevin Flanagan <br />, for the applicant gave an overview of the B2K project. <br /> <br />Lisa Klein <br />, the applicant addressed the following on the B2K, Design Review: <br /> <br /> Condition #4, the applicant is opposed to providing seating due to operational type issues and would <br />like this condition modified. <br /> <br /> <br />
