Page 9 <br />Public Hearing Minutes <br />June 22, 2017 <br /> <br />Commissioner Hansen <br /> said there needs to be a plan to get the cars where they need to go and stop focusing on <br />the specific number of parking stalls. <br /> <br />Don Tomaso <br />, Fire Marshall, listed the nine items the code requires him to look at for approval of the special <br />event permit: Emergency vehicle ingress, egress; fire protection; emergency egress and escape routes; <br />emergency medical services; public assembly areas; the directing of both the attendees and vehicles including <br />the parking of vehicles; vendor and food concession distribution; the need and presence of law enforcement; <br />and the need for fire and medical services personnel. <br /> <br />Commissioner Mann <br /> said she is ok with giving staff the flexibility to enter into a Traffic Management <br />Agreement. She said she would like to start with 350 parking stalls to be reviewed within 8 months to 1 year <br />after the facility opens to determine usage. <br /> <br />Commissioner Alford <br /> said when the application for special event is submitted to the City there needs to be a <br />guarantee of a reasonable turnaround. <br /> <br />Commissioner Martinez <br /> said he agrees with Commissioner Mann, 350 stalls are a good start, the permitting is <br />the key and the 350 threshold can be increased with guidance from the staff. <br /> <br />Judith Berry, <br /> Deputy Superintendent, Foster, for the applicant, said 350 stalls is not a problem to the school <br />district. She said it may seem like a lot for athletic games but they have their athletic game dates set for the <br />whole year so they can provide the list to the City at the beginning of the year. All services will know when the <br />games are scheduled. <br /> <br />Commissioner Mann <br /> expressed concern with the cedar siding and the fact that it is vertical and not horizonal. <br /> <br />Commissioner Alford <br /> asked about response to flooding related to development on the school property that <br />was raised by the resident. <br /> <br />Jeff Fenney <br />, for the applicant said he is quite confident that flooding issue will not occur. He also responded to <br />an inquiry regarding sharing access with Showalter Middle School, stating the traffic plan works because they <br />intentionally are not mixing traffic from the schools. <br /> <br />Commissioner Maestas <br /> suggested that the applicant take this opportunity to consider adding some art <br />elements to the design, to reflect the culture of the students. <br /> <br />nd <br />Commissioner Mann <br /> requested that staff address the sidewalk on 142, which is narrow. <br /> <br />The public hearing was closed. <br /> <br />VI. DELIBERATION: <br /> <br /> <br />Commissioner Mann <br /> said they must depend on staff to follow through with their recommendations and <br />comments from the public. She said she is good with staff’s recommendations. <br /> <br /> <br /> <br />
