'Mar11'1'11 :1014.11110W <br />City of Tukwila <br />Public Works Department - Henry Hash, Director <br />INFORMATIONAL MEMORANDUM <br />TO: Transportation and Infrastructure Committee <br />FROM: Henry Hash, Public Works Director it yy <br />BY: Cyndy Knighton, Senior Program Manager <br />CC: Mayor Ekberg <br />DATE: April 20, 2018 <br />SUBJECT: Green River Trail Improvements <br />Related to Project Nos. 90510403, 91610409, 90710405 <br />Grant Application Authorization <br />Allan Ekberg, Mayor <br />ISSUE <br />Authorize the submittal of a grant application to the PSRC Countywide Congestion Mitigation & Air <br />Quality (CMAQ) grant program to fund the Green River Trail Improvements between the new TUC <br />Pedestrian/Bicycle Bridge landing and Christensen Road. <br />BACKGROUND <br />PSRC has issued a Call for Projects inviting qualified applicants to apply for available grant funds. <br />Current City policy requires approval by the appropriate Committee before applying for grants. Grant <br />applications are due by May 4, 2018. <br />DISCUSSION <br />The PSRC program awards Federal funds for selected projects. The required minimum match is 13.5%. <br />The approximately 700 feet stretch of the Green River Trail was designed and permitted as part of the <br />TUC Pedestrian/Bicycle Bridge (Ped Bridge) Project but was removed from the bid documents due to <br />insufficient construction funds. The Baker Boulevard Non -Motorized Improvement Project is related to this <br />in that it was also designed and permitted with the Ped Bridge, but was built using King County Trail Levy <br />monies. <br />The Green River Tail Improvement Project will widen the trail to 14 feet with 1-2 foot shoulders, install <br />illumination (there is none provided except for lighting on the adjacent office park property), provide <br />cameras (CCTV) along the trail for security as well as the fiber connection of the CCTVs already installed <br />on the Ped Bridge, and construct a pedestrian plaza with wayfinding for users at the intersection of the <br />Green River Trail and the newly installed shared use paths (extra wide sidewalks) along Christensen <br />Road. The federal and local permit approvals for this work, obtained as part of the larger Ped Bridge <br />Project, expire by 2022. <br />FINANCIAL IMPACT <br />If successful, the grant will require a 13.5% match. The match can be provided using local funds or other <br />grant funds that are not federal monies. The earliest the funding would be available to access would be <br />October 1, 2020.
