...Ill 111,1,1,11p11111111111111111,1,1iHI <br />lly <br />City of Tukwila <br />Planning Commission <br />PLANNING COMMISSION (PC) MINUTES <br />Date: September 27, 2018 <br />Time: 6:30 PM <br />Location: Council Chambers <br />Present: Chair, Nhan Nguyen; Commissioners, Sharon Mann, Mike Hansen, Louise Strander <br />and Heidi Watters <br />Absent: Vice Chair, Dennis Martinez and Commissioner Miguel Maestas <br />Staff: Minnie Dhaliwal, Planning Supervisor; Lindsay Brown, Assistant Planner; Moira <br />Bradshaw, Senior Planner and Wynetta Bivens, Planning Commission Secretary <br />Chair Nguyen opened the public hearing and swore in those wishing to provide testimony. <br />CASE NUMBERS: L18-0038 Public Hearing Design Review <br />L18-0037 Conditional Use Permit <br />L18-0040 Variance <br />APPLICANT: Lisa Klein, AICP at AHBL for Tukwila School District <br />REQUEST: A Conditional Use Permit is needed to allow Showalter Middle School and its <br />expansion in the LDR (low density residential) zone, Design Review to add <br />approximately 13,000 sf2 to the existing campus of 88,000 sf2, and a Variance <br />for the proposed music room to exceed the 30-ft height maximum in the LDR <br />zone by 8 feet, and SEPA environmental review. <br />LOCATION: 4628 S. 144th St; APN 1523049108 <br />Lindsay Brown, Assistant Planner, Department of Community Development gave the <br />presentation for staff. She asked the appearance of fairness questions. There were no disclosures, <br />and no objections to any oftheCommissioners hearing the project. <br />Staff asked the applicants, Jeff Phinney and Lisa Klein to introduce themselves. <br />Staff provided an overview of the site, existing development, and criteria for the Design Review, <br />Conditional Use Permit and Variance request. Staff noted that the Conditional Use Permit and the <br />Variance are normally heard by the Hearing Examiner. However, Municipal Code Title 18 allows <br />for consolidation of the permit requests. Therefore, the Board of Architectural Review heard and <br />made the decision for all three requests. <br />There are changes to the site plan alternative on the north side of the campus, next to the relocated <br />fire lane. The proposed site plan alternative will be constructed later if funding and needs allow. At <br />staff's recommendation the applicant submitted the site plan alternative simultaneously with their <br />application. The Municipal Code does not allow changes to the Conditional Use Permit without <br />another public hearing. Therefore, staff said in the essence of time and money it would be nice if <br />the Commission reviewed the site plan and the site plan alternative and consider both. <br />Jeff Phinney, the Architect for the applicant, addressed questions for the Commission. <br />11 <br />
