Allan Ekberg, Mayor <br />Public Works Department Henry Hash, Director <br />INFORMATIONAL MEMORANDUM <br />TO: Transportation and Infrastructure Committee <br />FROM: Henry Hash, Public Works Director <br />BY: Ryan Larson, Senior Program Manager <br />CC: Mayor Ekberg <br />DATE: November 21, 2018 <br />SUBJECT: Surface Water Fund - East Marginal Way South Stormwater Outfalls <br />Project No. 91041204 <br />Acceptance of WA State Department of Ecology Grant <br />ISSUE <br />Authorize the Mayor to sign a grant agreement with the Washington State Department of Ecology. <br />BACKGROUND <br />In October 2014, Council authorized staff to submit a grant application to the Washington State <br />Department of Ecology (Ecology) for construction and final design funding for the East Marginal Way <br />South Stormwater Outfall Project. The grant application was successful and was incorporated into <br />the State Fiscal Year 2016 Final Water Quality Funding Offer List. Shortly after receiving notice from <br />Ecology, the City was informed that the grant funding source was insufficient to fund all projects on <br />the approved list and that the East Marginal Way S Stormwater Outfall Project was delayed until <br />Ecology funding could be secured. In late 2018, staff was notified that funding had been reinstated <br />and the project could move forward. <br />DISCUSSION <br />The Ecology grant agreement has now been finalized and is ready for signatures. <br />FISCAL IMPACT <br />There is a 25% City match required for the Ecology grant. The match will come from surface water <br />utility revenue funds.
