Period of maximum constraint is coming with the SR99 closure. Councilmember Kathy Lambert <br />is particularly effective on articulating transportation and other unincorporated issues. People <br />are acknowledging the web between rural and urban. There is talk of levies next year for parks, <br />human services, and homelessness. When you look at your portfolio how do you start <br />anticipating any change and movement given that we are already in a period of max constraint in <br />terms of funding? I am from the East Coast and doing levies is a harder lift there. These are <br />trade off choices made by elected officials. <br />With all of these levies, what are King County's priorities? This executive has focused on <br />delivering the best run government. The new Department of Local Services is another step <br />toward delivering best run government services to unincorporated residents. <br />Woodinville has some concerns when talking about economic development in the rural area. <br />What are the plans and constraints? Economic development efforts are first focused on the urban <br />unincorporated area. King County has a great agriculture crew of eight people who focus in the <br />rural area. King County is 17th for agricultural production in the state. <br />V. Legislative Agenda: Motion to approve the 2019 Legislative Priorities. Legislative agenda <br />approved. <br />VI. 2019 Work Planning <br />• Technological advances / Smart cities technology update— Censors in roads, ITS concepts for <br />tech advances. Take some time for future orientation. Rideshares and autonomous vehicles <br />and core infrastructure, INRIX work, parking space active reader signs. The update should <br />help us know what we don't know and include both policy and other questions. <br />• Governor's climate change policy and policy for cities and the county. <br />• Scooters, safety elements, bikes and pedestrians. <br />• Legislative updates during session. Bill's going to come. Nice to know if things are stalled. <br />• Fewer topics, more time for conversation vs. presentations. One vs. two topics per meeting. <br />Shape agenda more actively. <br />• Eastside Rail Corridor: Is moving fast and is something people are interested in. <br />• Road Usage Charge once that report gets published. <br />• Vision 2050 update. <br />VII. Good of the Order: <br />• PSRC: Fascinating update about V 2050. Finding metrics for index of displacement. <br />• Fred Jarrett retiring, he has been vocal about high speed ferry. This is a good forum to hear <br />about water borne transportation. <br />• Discussion to schedule a special meeting with Congressman Smith to be held in addition to <br />or in place of regularly scheduled ETP meeting? ETP members voted (using thumbs up and <br />down) to retain the regular meeting in January and to add a second meeting with <br />Congressman Smith. The meeting with Congressman Smith could take place at the Mercer <br />Island Community Center or at the Clise Mansion, Marymoor Park, Redmond. <br />Meeting adjourned: 8:45 a.m. <br />92 <br />
