TO: <br />FROM: <br />BY: <br />City of Tukwila <br />Allan Ekberg, Mayor <br />INFORMATIONAL MEMORANDUM <br />Transportation any' Infrastructure Committee <br />Jack Pace, DCD Director <br />Katie Wendel, Lead Transortation Outreach Coordinator <br />Alison Turner, Transportation Outreach Coordinator <br />Chris Andree, TDM Program Assistant <br />CC: Mayor Ekberg <br />DATE: July 3, 2019 <br />SUBJECT: WSDOT TDM Program Allocation 2019-2021 <br />ISSUE <br />The Transportation Demand Management (TDM) Program is asking for approval to accept the <br />biennial Washington State Department of Transportation (WSDOT) TDM allocation for 2019- <br />2021 (formerly Commute Trip Reduction (CTR) Program). <br />BACKGROUND <br />History and summary of the current TDM Program in Tukwila: <br />• The program name has changed from CTR Program to TDM Program in accordance with <br />WSDOT change in nomenclature. <br />• The City's TDM Program is mandated by state and operational since 1991. <br />• The CTR Ordinance was updated and adopted in 2008, along with development of Tukwila's <br />Local CTR Plan and Growth Transportation Efficiency Center (GTEC) Plan. <br />• 16 affected Tukwila employers (including the City of Tukwila) provided TDM programs for <br />their employees in the 2017/2019 survey cycle. <br />• Employers are required to complete alternating biennial Program Reports and Employee <br />Surveys to track progress toward goals. <br />• The City's TDM Program has no impact on the general fund, consistent since its origin. <br />The City provides services to assist employers with implementation of TDM Programs, including <br />the following: <br />• Consultation, technical assistance, and connections to transportation resources offered to all <br />employers in Tukwila, including access to statewide promotions such as Wheel Options and <br />other monthly incentive programs such as Bike Everywhere Month administered through <br />RideshareOnline.com. <br />• Training for Employee Transportation Coordinators to complete Program Reports and <br />administer Employee Surveys. <br />• Presentation, transportation options training, or resource table at company events, meetings <br />or new hire orientations. <br />The City of Tukwila works closely with local agencies such as King County, local jurisdictions, <br />WSDOT, the Puget Sound Regional Council, and others to coordinate, implement, and promote <br />TDM activities and provide policy direction. The TDM Program is currently implementing a <br />WSDOT Regional Mobility Grant through June 2021. <br />1 <br />
