City of Tukwila <br />City Council Finance Committee <br />FINANCE COMMITTEE <br />Meeting Minutes <br />August 12, 2019 - 5:30 p.m. - Hazelnut Conference Room, City Hall <br />Councilmembers: Thomas McLeod, Chair; De'Sean Quinn, Kathy Hougardy <br />Mayor & Staff: Allan Ekberg, David Cline, Ben Hayman, Jay Wittwer, Vicky Carlsen, Rachel Turpin, <br />Bruce Linton, Laurel Humphrey <br />CALL TO ORDER: Chair McLeod called the meeting to order at 5:30 p.m. <br />I. PRESENTATIONS <br />II. BUSINESS AGENDA <br />A. Resolution: Fire Department Fee Schedule <br />Staff is seeking Council approval of a resolution that would update the Fire Department fee <br />schedule by adjusting current fees and adding new fees to more closely align with other <br />jurisdictions in the region. Fees are intended to recover a portion of the City's costs for services <br />such as fire permits, plan review, and inspections. Staff reviewed the proposal for fire permit <br />fees, plan review and inspection fees, and reinspection fees. New fees are proposed to recoup <br />costs associated with development, public works, mechanical and land use inspections, and <br />special fees for expedited and after-hours plan review and inspections. The resolution proposes <br />implementation beginning in January 2020 to allow the City to conduct outreach and build the <br />fee schedule in to TRAKIT. Committee members discussed the proposal. Councilmember Quinn <br />objected to the proposed change from $25 to $250 for short term permits, as that could be a <br />deterrent to the kinds of innovative activities the City hopes to encourage. Councilmember Seal <br />asked if the revenue generated by the fees would go directly to the Fire Department budget. Staff <br />replied that all fee revenue stay in the General Fund but they offset departmental expenditures. <br />Chair McLeod expressed concern that many fees in the City do not get reviewed or updated for <br />several years. Staff replied that the new Deputy Finance Director is on board and he has been <br />tasked with creating a comprehensive fee schedule and manual which will adopted annually. <br />The Committee requested the resolution return with a different proposal for short term permits. <br />RETURN TO COMMITTEE. <br />
